CALL TO ORDER:
Meeting called to order at eight -twenty P. P..R. , Honorable 11ayor IT. J. Linderman
presiding.
ROLL CALL:
By clerk, councilman present, John Deck, Karl Casey, Chas. Riemo.nd, V.E. Marshall,
Walter A. Nelson, D.7. Rodkey and C.R. Iffallis, also City Attorney D.W. Zent.
REGULAR ORn^R OF BUSINESS SET ASIDE:
Regular order of business set aside by unanimous consent: To open Bids.
BInS CALLED ON 2000 CUBIC YARDS GRAVEL:
Were opened and read as follows: H.W. Matheson bids 1.25 per cubic ,yard on 2000
yards of crushed gravel in stock pile.
Materne Brothers bid 1.00 per yard on 2000 cubic yards 1/411 mines gravel in stock
pile truck measure.
A discussion followed relative to stock pile or truck measure, motion made by
Marshall. seconded by Beck that bids be turned to the street committee for con-
sideration , motion carried.
BIDS ON GASOLINE:
Three bids were received and read as follows:
H. Earl Clack first grade non premium .15' per gal. Ethel 17-k ner gal.
Shell Oil Co. .16 per gallon to 10,000 gallon maxim»m.
Texas Company, Kennewick, Washington Fire Chief gasoline .16 ner Gallon.
Motion made by Rodkey seconded by Marshall that this be turned to the purchasing
departments use gasoline, motion carried.

All bids were not extended thus necessating furthur figuring which would take con-
siderable time, motion made by Rodkey to turn bids to water committee for rec-
ommendation to be handed in Thursday night, motion seconded by niemond carried
so ordered. This was later changed to Wednesday.

RAT SITUATION:
A letter was .read from Walter L. Click, County Extension Agent rer,ar-ding the rat
situation in the business district of Pasco, and requesting a meeting with the
Mayor and Council to discuss the rat control problem. This was turned to Chas.
Diemond.
KIIVANIS CLUB COT.II4EDMS:
A letter was read from Swanson, president of the Kiwanis Club commending the co»ncil
on action taken regarding Swimming Pool Project. City Clerk to acknowled7e receipt
of the letter.
TRAILER .SALES LOT LICENSE APPROITEM :
C.E. IrlcNull's application for a license to operate a Trailer sales lot at 'Ofd Levis
was read, motion made by Igarshall seconded by Beck that the license be allowed,
motion carried.
TAX LEVY r'OR BOND ISSUE: S?RJITI7ING POOL:
A letter was read from the City Attorney stating an opinion where by cities of the
Ird class are empowered to levy a tax not to exceed two mills of said levy in
creating special funds for special improvement purposes and rr.ovidi.ng the amount of
such levy shall be made within th elimits as authorized by lays►, which mean 15 mills.
Financing the construction of a Swimming Pool by selling a bond issue in -the amount
of 14,000.00, was discussed. Motion made by Beck seconded by Marshall that the deci.ssion c. -
of this Bond issue be put to a vote of the people of iss,?e to be 14,000.00, general
obligation bonds callable after two years covering a 10 year period of retirement.
Motion carried by roll call vote of seven. City Attorney to advise further re-
garding the amount of votes renuired.
REPORTS FROTI COTTT-,IITTEES:
Regarding card table Ordinance Number 544, motion was made by Marshall that this
Ordinance be tabled indefinately, motion seconded by Nelson, carried so ordered.
Shelters for service men being placed on the street was not favored by the council.
Placing one a block east of the underpass on a vacant lot on the Coilth East corner
of Oregon and Lewis was thought to be a good location.
School Busses are again loading, and unloading on third street and the hazard still
exists. T:Ir. Johnston of the State Patrol will talk at the school and give in-
structions. A school patrol was also considered
School Board to meet T'ebruary 21,1945, Mr. Booth to infron the 'hoard that the
City Would like to purchase property adjacent the City Hall to the, "lest, by contract
for. City Hall site.
^raternal Order of Eagles are applying for a type 21 T Deer. license. "favor to take

Cemetery chairman reports Tar. Blanton unable to make replat 6t the present time
account not being well.
DETERMENT OF SEXTON:
Chairman also reports that Roy 1. Shaw has been classified in 1-A, the council
favor an appeal to the State Appeal Board for deferment, motion made by Rodkey
that the council make the appeal, City Attorney to draw up a Resolution and draft
a letter to the board, to be signed by the I.Iayor and Clerk. notion seconded by
Diemond, carried so ordered.
EAST SIDE SE'TER:
Sewer committee reports Tar. Jenson of the State Health T?epartment wants a map of
the East side sewer showing houses to be benefited and territn.ry to be covered;
from one survey 47 property owners with 96 connections, very possible.
BUS STOPS:
A sketch of proposed Bus stops was presented and reviewed by the council. T7allis
kept the sketch to check on a few minor changes. Loading, and unloadin'a on street
at Bus Station to be straighted out by Chief of Police. Tlotion made by Larkhall
seconded by Beck that the street department be authorized to remove signs and naint
out stop zones, motion carried so ordered. Wallis to instruct Street SurerintenIent.
Heavy equipment of the caterpillar type should not be allowed. to drive on the City
oiled streets, an Ordinance should be drawn up to stop this rractice.
FIRE PROTECTION `-OR HOUSING PROJECT:
Out of City limits , council favors this service if the Housing Authority will
protect firemen by insurance and pay salary of men for call. Motion made by Marshall
to permit the department to answer calls to the Navy Mousing Project providing
they pay salaries and insurance if our policy does not cover out of ^ity calls
motion sedonded by Casey, carried so ordered.
STREET ENTERANCE FOR BUNGALOW:
Mr. Churchman to present plans or sketch to cover. anticipated .remodeling
entrances, exits etc.

Gravel Pit on Ainsworth and Rail ways 14ain line. Comrlaints have been received
on present conditions at the pit; Health committee and council should make an
inspection and report.

Motion made by Marshall seconded by Rodkey that Ordinance Number 542 be given the
first reading, motion carried. motion made by Rodkey seconded by '-arshall that
Ordinance Number 542 has been give the first reading motion carried so ordered.

REPORTS FROM OFTICERS:
The Treasurers January report was read.
Nater Managers reports for January and February were read.
Building Inspectors reports for October, November and December were read.
ADJOURNMENT:
Motion made by Marshall seconded by Beck that the meeting adjourn to 7:'0
Wednesday February 21, 1945 to discuss Swimming Pool plans with Wesley Bintz from
Lansing Michigan, also the Swimming Pool Committee. motion carried so ordered.
