ICALL TO ORDER: The meeting was called to order at 8:00 P.T.L by the Honorable Mayor, E. S. Jobm Ston•
�ROLL.CALL: By Clerks The following col,.incilmen were present: C. L. Booth, C. F. Diemond,
W. J. Drennan, 1,1. J. Linderman, V. F. Marshall and D. F. Rodkey. D. Byron
P Baker and Attorney Karl Grimm were absent. j
u REGULAR ORDER OF BUSINESS: Upon motion made by 1!arsha.l_l, seconded by Rodkey,
the regular order of business was set aside in order to hear several gentlemen
having matters to discuss with the Council.
SHORE PATROL OFFICE
The problem ,nf the Shore Patrol was presented by Lieut. Ran'kin and Ens.
Smith of the Naval Air Station. Since the present patrol office must be taken
over by the police department for a radio room, the Naval officers asked per-
mission to locate a but on the lot adjacent to the City Hall on the west and to
make the necessary utility connections. Drennan moved that the Navy be given
such permission for the duration of the war and twelve months thereafter.. The
motion was seconded by marshall and carried unanimously.
PARKING ?'TETERS
Mr. O'Brien and 'r. Nelson of the Duncan Meter Corp. arpeared in response
1 the City's complaint over unsatisfactory parking meters. After considerable
discussion the representatives of the Meter Company offered to make a careful
inspection of the equipment and agreed to report the following week upon their
findings and to offer some adjustment.

SWI;�fi''ING POOL SITE
• 1Ir. Roy H. Skill, Chairman of the special swimming pool committee offered
a further suggestion on proposed sites for a new pool. Hepr.oposed the
acquiring of Blocks 11, 149 15, and 16 of Helm's Second Addition for develop-
ment of a Memorial Park which will contain various play areas. Of the 128 .
lots involved, 96 are controlled by the Churchman Investment Company which will
turn them to the City for actual cost estimated at $11200. Marshall moved that
the City approve this site and the plan for a Memorial Park, and request the
special committee to have the necessary steps taken to acquire the property. 7
motion was seconded by Booth and carried unanimously

Mr. Diemond reported that rats were on the increase at the city dump and
that further. poisioning would be undertaken promptly.
Mr. Drennan reported that as yet nothing had been done about setting the
lights out farther in the streets so that they would not be hidden by trees.
Mr. Linderman reported for the Street Committee that there were -nud holes
and piles of leaves all over town, and that Mr. Rrickey had been asked to te'{e
care of them as soon as possible. Mr. Drennan renorte,. that trucks bac'Vinq into {'
the Safeway Store were breaking the sidewalk and the same conr?_it4-r was arnearing
on Columbia Street because of deliveries to the Liquor Store. TACKibbin-offered to
take the matter up with the offenders. 19Ir. Linderman reported that a new
request for priority on a grader had been rr.erared and sent. Mr.. Marshall
reported that oil tankers were parking on both sides of So. 6th Street, also
that it was planned to serve local service stations directly from the tankers.
Both practices were disapproved by the Councimen and Marshall agreed to check
up on the situation and see that it was corrected.
14r. Rodkey reported for the Sewer Committee that Mr.. Sheldon was unable
to buy asphalt for repairing streets that were torn tin for sewer installation
and was asking the city to deduct this from the contract. 7r. `Tarshall agreed
to sell the city sufficient mix belonging to the State Highway T)enartment to
do the job. 4r. Linderman and Mr. Brickey were instructed to see that the
material was obtained.
Mr. Rodkey also reported that the sewer pump had been adjusted and was
running all right. T.Ir. Diemond offered to check it daily until a regular man
is hired for the job after January 1.
Upon motion by Linderman, seconded by Diemrnd, the request of Nixon and.
Robinson for a sewer extension in the alley between 12th and 11th Streets
from A to B Streets was granted unanimously. Nixon and Robinson are to ray the
City $460.00 for this extension.
Mayor Johnston .reported that priorities for. the East Side sewer have been
requested in order to have that part of the project ready for bids after
January 1, 1945.

After a discussion of amended provisions, T.Tarshall moved, seconded by l
Linderman that Ordinance -517 be given its third and final reading in full.
Motion carried. After the reading, Tiarshall moved., seconded by Linderman that
Ordinance X517 has had its third and final reading. TTotion carried. Upon moti.ori
of Rodkey, seconded by T°arshall, Ordinance X517 was adopted by a roll call vote
of (6) six.

Councilman Booth presented a map showing the nronnsed amendments to fire
zones as treated in Ordinance :`510. Linderman moved, seconded by Drennan that
Ordinance #510 as amended be given its third and final reading; in full. TTotion
carried. Drennan moved, seconded by Linderman that Ordinance r`r'O has been
given its third and final reading. upon motion of Linderman seconded by TTarshall,
Ordinance #45'0 was adopted by a roll call vote of (6) six.
NL+'T'V BUSINESS:
BIDS ON PIPE
Bids on furnishing cast iron water ripe for the city were opened and read.
The following firms were represented:, Hugh T3. Purcell Comrany, James B. Clow,
Crane Company, Pacific States Cast Iron Pipe and Atlas Foundry. TTnon motion
made by 11arshall, seconded by Drennan, the bids were turned over to the Water
Committee and Superintendent for comparison with the authority to atward the
contract to the lowest and best bidder.
14I SCELLANEOUS :
Mayor Johnston canvassed the councilmen on attending the Association of
Washington Cities meeting in Walla Walla on December 7, and all but Drennan
agreed to go.
