Johnston presiding. ROLL CALL: By Clerk. Councilman present were D. B. Baker, C. L. Booth, Charles Diemond, M. J. Linderman, V. F. Marshall and D. F. Rodkey. Absent was W. E. Drennan. City Attorney, Karl J. Grimm, was present. REGULAR ORDER OF BUSINESS: set aside by unanimous consent. REV. COLEMAN Colored In connection with the erecting of (24) twenty four cabin units between Tacoma and First Avenues on Shoshone, Mr. Coleman states he is unable to obtain Y',s and fittings to complete the plumbing; therefore, he requests permission to use a substitute. A sample of fibre pipe was presented and discussed, but it was not certain that Y's and fittings could be obtained. In conclusion, a motion was made by Marshall and seconded by Diemond that this be turned to the Sewer Com- mittee for investigation and report. Motion carried so ordered.. STREET -SWEEPER 14r. Hackett, a salesman interested in selling the City a street sweeper and grader, was informed that the 1945 did not include an appropriation for the purchase of a sweeper. He stated that used graders of all makes were obtainable in Spokane. REGULAR ORDER OF BUSINESS RESUIvTED: by unanimous consent. READING OF THE MINUTES: .Minutes of the previous meeting were read and approved. CO-3:T.°UNICAT IONS: CENTRAL SAND AND GRAVEL COIIPANY A letter to the City Attorney from Attorney Doulton was read stating the Central Sand and Gravel Co. was willing to pay a claim in the amount of $86..84 for breaking a City lamp post at 520 West Lewis during the construction of Haystad's Building. A motion made by Marshall and seconded by Linderman to accept the settlement in the amount of $86.84. Motion carried so ordered. HOUSING PROJECT j'dASH -45279-N A letter to D. W. McGhee from the Federal Housing Agency, Seattle, was read stating a housing project of 115 units is to be located adjacent to the North Line of the City limits.and East of -,-the Spokane Highway. They desire to use City water and estimate the daily consumption at 26,300 gallons per day. Connections bo be made with the system between Nixon and Margaret and leading to the First Street 6" lineg Cast iron pipe would be used. Five copies of WPB Form ??48 were enclosed for signatures in the event this water service is approved. McGhee advises, that after talking to the Assistant director for development, he learned that the project also wished to connect up with the city sewer system at the intersection of Margaret and First. The Director,also advises that the number of units will likely be increased to RPO which which would require more water. Motion made by Booth and seconded by Die, o refer the sewer situation to Zeidlhack. Mr. McGhee to call Portland and than advise Seattle. Fltotion carried so ordered. CLAIK FOR FIRE DAIv1AGE NEAR DUI.P A letter wa s read from Attorneys Moulton and Powell of Kennewick, presenting the claim of Merle Rogers for daTMag�e to standing rye hay, and rye hay in the stack, valuation $600.00, damage caused by fire spreading from the City Dump. City Attorney advises that the claim be turned down. Motion made by Linderman and seconded by Baker that claim be denied. Notion carried so ordered. H. B. SHELDON A copy of a letter was read from H. B. Sheldon to Cunningham and Associates stating that the installation of sewer extensions not included in the original bid would carry a nigher rate of pay for excavation and pipe laying. MORNING ;:BILI{ CO. A letter was read from the Morning Milk Co. of Sunnyside, Washington, desiring to purchase the front 65 feet of lots 8, 91 109 11 and 12, block 4, Original Town Plat to Pasco, Washington. Motion made by Marshall and seconded by Linderman to sell the front 65 feet of lots 8, 91 109 11 and 12, Original Plat for $150.00 each or $750.00. Motion carried so ordered. REPORTS FROM COI:IMITTEES : Police Committee reports one more patrolman has been employed, and one application received. POLICE RADIO TELEPHONE SYSTEM Police Chief, McKFibbin, stated what steps had been taken purchasing a radio telephone system. Mr. Reese Representative Equipment made application for priority on the F. I:i. System. Complete set for two cars $560.60, cut on one car. BROWNING' S LICENSE OT•T STORE Browning's license on store was discussed. Kak Williams now operating the store has not obtained a license. McKibbin to contact Mr. Williams. R. S. STONE R. S. Stone to take over the duties of -the Police Judge, as a full time Judge November lst, desires to have office space in the City Hall, also an assistant. WATER AND SEWER: The sewer line in two locations is ready for connections. Ordanance No. 517 was read for the third tiT-Fie and discussed. A $2.00 inspection fee and a uniform connection charge all over the city was agreed upon. Charges for cabins and trailer camps need to be worked out and set out in the Ordanance as:an amendment.1 City Attorney to draft a Sewer Code and rewrite Ordanance Number 57.. STREET AND ALLEY OBSTRUCTION -Mr. Graham owner and aperator of a ditcher dug up'some of the city's sewer pipe:" while working for Mr. Ballard in Sylvester Addition. The Corrlittee recom- mend that Mr. Ballard have the pipe relayed and connection made at Y serving his lot. McGhee to inspect for connection. City Attorney to make provisions in the Sewer Code for such cases. PARKI TG METER jOne meter has been moved from the Pasco Theatre on West Lewis to South Third opposite the bank. REPORTS FROM OFFICERS: Police activity report for September was read.. Water Manager's report for September and October was read. City Treasurer's September report as read. MISCELLANEOUS: CITY PLANNING City planning was discussed. fir. Booth stated that Mr. Rector had the file showing the progress made toward a new Planning Ordinance.
