HomeMy WebLinkAbout09-19-1944 MinutesPASCO. WASHINGTON REGULAR CALL TO ORDER: Meeting called to order at 8:10 P.M.. Honorable Mayor E.S. Johnston presid- ing. ROLL CALL: By clerk. Councilmen present were, Charles Diemond, M.J. Linderman, V.F. "arshall and D.F. Rodkey; absent were D.B. Baker, iC.L. Booth and W.E. Drennan. City Attorney Karl J. Grimm was present. REGULAR ORDER Or BUSINESS: set aside by unanimous consent. STREET GRADER Mr lillowery representing the Muncipal Supply Company, South Bend, Indiana, was present and spoke in behalf of the gall -ion grader. Motion was made by Rodkey that the City Attorney make application to purchase a grader. Itiiotion died for the want of a second.. Mr. ,'owery requested that he be allowed to send in the application, this was granted chairman of the street committee to sign application. A list of .Federal owned equipment in Spokane has not been received. SWIM14ING_POOL The Swimming Pool Committee acting with the Recreation Committee and the Planning Council recommend that the Pool be situated in the East end of Sylvester Park, also, that the City procure additional property on the south for parking space and surface with black tog.. As soon as possible, dimentions of the pool to be 75' x 150' to cost approximately $40,000.00. Plans were presented by IGIr. Capazo and Mr. Rect-nr and discussed with the Council. Churchman owns property in the triangle south of Pool site and has the price set at $1000.00 exchanging property with Churchman was considered. iuir.Hall suggested that a Council Committee be appointed to check size of the.ground and the amount of cars it would accomodate. Motion mde by Marshall that the recommendation of the Committee be accepted on the location' and the dimentions of the Pool, with provisions to try and make an exchange with Churchman for property. Amendment to the motion made by Linderman to eliminate clause regarding Churchman property, following a short discussion, Linderman withdrew his motion for amendment, Ilarshall added to his motion, I that the securing of the triangle piece between Yakinia and Sylvester ire passed back to the Council Public Buildings Committee. Miotion seconded by Linderman. Motion carried so ordered. Plans presented do not distrube the tennis courts. City Attorney to make application for critical material. REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent. CUMI'viUNICAT IONS: NIRS. ti"LEST I S CEMETERY LOT A letter -to Karl J. Grimm from Mrs. I'Vest was read, regarding her lot in the City View Cemetery, now occupied by Thomas Bremseth. The City Attorney ad- vises that arrangements as deceided upon had been submitted to Mr. Booth and troy Shaw, the Sefton. The letter was returned to Irir. Grimm to be an- swered. Cemetery Committee to investigate. STIPULATION NO. 108 --STREETS ANDL�LLEYS Communication from the Department of Justice, Land Division, Spokane, Wash- ington, states that in checking their file, discovered they had overlooked closing parcel having to do with Streets and Alleys. The stipilation for agreed judgement and petition for entry of judgement covering street and alleys, now occupied by the Port View Housing Project, was discussed. I;Iotion made by Linderman, seconded by Diemond, authorizing the 11.ayor and City Clerk to sign petition. Motion carried so ordered. RESOLUTION NO. 229 The National Housing Agency, Federal Public Housing Authority --in preparing Rosolution No. 229, granting the United States of America, acting through the Fedral Public Housing Authority, the right to enter into and Canon strPpts and alleys in and adjacent to blocks 7,9,10, & 16. Gantenbein' addition also blocks 2 & _�, College addition for a period of the duration and ? years there- after. The Council objected to the time extending more than six months after the duration. A letter was read from James S. Whitney, Regional Supervisior of Land, stating it was agreeable to his office to reduce the time to six months, the Resolution N. 229 was .revised to read: "For a period of the duration of the present war and not to exceed six months thereafter". Motion made by Rodkey seconded by LinJerman, authorizing the Mayor and City Clerk to sign Resolution No. 229. NO LIQUOR O_N_VDAY = A letter was read from Rollin B. Holden, Secretary of the Inter -City Minister- ial Association, requesting that all hard liquor dispensaries remain closed on V Day. Mayor Johnston to take care of this correspondence. PURCHASING_ FIRE HOSE NOW _LEASED 7ROI_a1 -�:HE GOVERNMENT A letter, with Voucher attached was read from Earl, ii Drew, Chief Federal Prop- perty Section, reflecting the price of the hoseArepresents 60 percent of the cost or 494.80. Voucher to be honored at the next regular meeting. BIDS ON FIRE TRUCK Bids on fire truck were received and read as follows: The General Pacific Corporation --one (1) General Model 50-C-1 Triple combina- tion pumping engine with Waterous I,iodel CA -1-500 single stage centrifugal fire pump mounted on Ford, Chevrolet, or Dodge chassis. 4,2'0.00. .1009 . PASCO, WASHINGTON I BIDS ON FRIE TRUCK.; -Continued_ Howard Cooper Corporation --one (1) Cloward Cooper Seagraves triple combination pumping engine mounted on Ford 1,1ercury or Chevrolet chassis with cab,; 7:50 x 20 tires dual rear tires --$4,550.00; 400 gallon booster tank, additional $1.00.00, remove cab top $75.00, plus sales tax. Burnished within '0 days. Each bid was given due consideration. Mr. A.J. Sahlberg was present and furnished additional information. Motion made by Ytarshall and seconded by Diemond that the bids be held in abeyance until Tuesday, September 26, 1944, an adjourned meeting. Motion carried so ordered. DEED FOR BLOCK "C" PETTITS ADDITION A warranty deed from N.E.,Robbins and wife for Block "C" Pettis addition was received and read. Payment to be made on Januray 1, 1944. SEXIER PROJECT A letter was reas from John W. Cunningham & Associates regarding the slow progress being made by contractor B.J. Sheldon, also, a letter enclosed sett- ing out points of contract to be brough to I,Ir. Sheldons attention. Instead of forwarding this information to Mr. Sheldon by letter the Mayor recommends having a meeting with .;ir. Sheldon and I;1r. Ziedhelack, Friday, September 22, 1944 at which time Mr. Ziedhelack expects to be in Pasco. Itiotion made by Rodkey, seconded by Diemond to accept the ,ayors Recommendation. Motion carried so ordered. PETITION: THEATRE I,IARr=EE ON LEVIIS STREET A petition --favoring change in size of Markee or Reader Board sign on new "Pasco Threatre", from original plan, was read and ordered filed. READING OF ORDINANCES: ORDINANCE _NO.5? Ordinances +No.5?7, fixing rates for Sewage service and connections was dis- cussed and ordered held up to the next meeting. i REPORTS FR0'i,1 COI,u�:ITTEES: FIR_E_COI F,1ITTEE Reports;release has been received for a neva fire truck. I ADJOURNMENT : STREET CO1,2IITTEE Reports;curb at ?rd and Lewis has been reestablished. Also,that the street along side track, near ?"Jest Hotel, has been cut and finished to level of rails. Northern Pacific has started cutting island near N.P. Depot. WATER C 0111MITTEE Laying the new water main on Cheidn_'venue by day labor or call for Bids was discussed --by the days labor, the City furnishes material, pays rent on equipment and labor. The Water Department have received figures on the job which the Committee feels is a very reasonable estimate,'in conclusion the Water Committee Recommend that the work be done on the Day Labor basis. Motion made by Diemond and seconded by Linderman that the Recommendation of the Committee be accepted, providing the Committee obtain from man doing the work a guarinteed price that will not be more than stated figures agreed upon. The above provision was accepted as an amendment to the motion and carried so ordered. REIv10VE TREE FRO.27 PARI-ING Fay Mudd on Fifth and�Yakinia requests throu?h the Street Committee, per- mission to remove a tree from the parkin1 stripe, on account of the tree be- ing broken. Motion made by Diemond and seconded by Rodkey that the request be granted. I. -lotion carried so ordered. FILTTRATION PLANT Requesting application forms and instructions to present for a new .Filtration project, as suggested by I,Ir. Evans and John W.
