Councilmen present were C. L. Booth, Charles Diemond, TT.J. Lir_ler- man, V. F. I:Ia.rshall, and D. F. Rodkey; absent were D. B. Baker and W. L, Drennan. Karl J. Grimm, City Attorney, was also present. REGULAR ORDER OF BUSINESS: set aside by unanimous consent. OASIS _BUSINESS _LICENSE (JAI.IES R. 1,TUIR1 11r.. James uR.Muir was present, requesting that he be granted a license to operate, The oasis, 209 N. Lewis. A letter of recommendation from Schwabaiker Bros. & Co., Inc. was read. Ilotion made by Booth, 2nd by Linderman that the license be issued. Motion carried so ordered. REGULAR ORDER OF BUSINESS RESUIIED: by unanimous consent. READING OF THE MINUTES: 11-inutes of the previous meetings were read and approved. REGULAR ORDER OF BUSINESS: set aside by unanimous consent. _SWIMMING _POOL _PROJECT Mr. Oliver Adams, Roy Skill, and Charles Capazo appeared before the Council, as a committee, relative to receiving finanical assistance from the City through the 1945 Budget, for the installation of a Swimming Pool. Mr. Capaz.o presented plans of the Yakima Pool, other pools now in operation were dis- cussed; in considering the size, all present favored the large size by measurment, 75ft. x 150. Mr. Gregg's estimates were 54,.000.00 for the large size and 16,000.00 for the smaller one. Three locations were suggest- ed, one just east of Brown's Gravel Pit on liVest Sylvester, the east end of Sylvester Parr was another, and 9th between "A" and "B" Streets; financing was discussed at length this included, inpart, Federal Assistance, setting up a fund in the tentative budget and by General obligation bonds. I:Ir. A detailed report is to be worked up by the ~committee showing the size of property and pool designed for each location: Motion made by'Booth, seconded by Diemond that the Council tentatively adopt the'idea of building a swimming pool as suggested, and finance by floating obligation bonds in addition to budget surplus, if necessary. Motion carried by roll call vote of (5). Committee and rlanning commission to work together in preparing plans to fit site$ desired. STREET GRADER & S'YEEPER I1r. _ aure'r of tho Ilelson'. Equipment Co. desires to take the Street Com- mittee to Hepner, Oregon to see street grader. Roy Skill reports that in the future street lights will be extended without cost to the City, also that a new type of light will be used. REGULAR ORDER OF BUSINESS RESUI:TE'D: by unanimous consent. BILLS AND COI.5111JNICATIONS : LETTER OF THANKS A letter was read from Dora Smiley thanking City Officials and employees for their assistance during the time she served as City Treasure. SCHOOL DISTRICT I�0.1_TO SELL PROPERTY A letter of notification was read from Mr. Booth, stating that School Dis- trict No.l was planning to sell Lot 21 and 15 ft. of Lot 22 Block. LEASED _T71RE_HOSE MAY BE PURCIIASED A letter from the Federal works Agency relative to selling Government leased fire hose, to the City, this lease covers 1500 feet single jacket hose, size 2L inches, 100 feet single jacket hose size 1-1-1- inches, total cost _,��=,�a.:� -purchase can be made at 60/'-,") of original cost, if payment is made in cash. or 'o on deferred payments. BILLS Current bill against the City were read. Motion made by Booth seconded by Linderman that all Vouchers property signed and approved by the Committee be paid. WATER I?Iayor Johnston advises he has been reasonably assured the City of Pasco would be granted a full filtration plant. SEWER _ The Sanitary sewer extension will connect with tyle sewer main at lst and "A"'. East of the S.P.&.S. tracks on A St. A. negro by the name of Webb has e cted a house in the city strut. City Clerk to notify party to :move building '#' city property. a Firs. Belton is buying cabins etc. from Hanford and moving them in the city limits. Building Inspector should check this activity. I Lot "C" PETTITS ADDITION TO PASCO City Attorney advises deed will be received in a few days from 1-jr. Robbins. REPORTS FROM' OFFICERS: City Tre-surers report for August 1944 was read. City Building Inspectors report for July 1944 was read. READING OF ORDINANCES: 0_RDINANCES_NO._5=2 AN ORDINANCE REQUIRING CONNECTION OF BUILDINGS AND RESIDENCES WITH THE SE111ER SYST E14 FO THE CITY OF PASCO AS NOW EXISTING AITD AS I,iAY HEREAFTER BE ADDED TO, FIXING RATES FOR SEWAGE SERVICE II COL LECTION WIT11 SAIb SYSTEM, AND PROVIDING FOR T i THE COLLECTION THEREOF, PROVIDING FOR PENALTIES AND LIENS AND THE ENFORCEMENT THEREOF IN CASE OF FAILURE TO MAKE CONNECTION TIITH THE SEWER SYSTEI,i AND TO PAY THE RATES AND C_IARGES FOR SEWAGE SERVICE AND CONNECTION. € Was discussed as rewritten striking out sections 4 and 5 of the orginal ordinance and deleting any other reference to service charges. Mr. Cash mentioned several near by cities and towns making the same improvement were levying, a connection and service charge Ordinance held up for further consideration. E ORDINANCE_NO. No one appeared for public hearing and Ordnance No. 5?8 'was declared adopted. UNFINISHED BUSINESS: SPECT AL ELECTION CITY I,11ANAGER PLAN The city council acting, as said canvassing Board, having received the election re- turns from the City Clerk encluding absentee Ballots, found that there read been cast 606 Votes. 101 Votes cast for the adoptionof the plan and 505 Votes cast against adoption of the plan. Therefore, the Council finds that the ado-ption of the City ldianager plan has been rejected. SALARY_ Salary for Hayor and each Council man, was discussed, the point in sf- ._question was setting up a Salary for councilmen whose terms hold over. No decisionrilAS REACHED.
