REGULAR MEETING AUGUST 1, 1944
CALL TO ORDER: Meeting called to order at 8:05 P.M,., Honorable Mayor Pro Tem.D.F. Rodkey
presiding
ROLL CALL: By clerk councilmen present C.L.Booth, Charles Diemond, M.J. Linderman, V.
F.I.Iarshall and D.F.Rodkey. Also City Attorney Karl J. Grimm. Absent were D.B. Baker
and W.E. Drennan.
READING OF THE MINUTES:
Minutes of the previous meetings were read and approved.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNAMINOUS CONSENT.
BINGO GAME
LZr..W. Johnson, chairman of the American Legion with 11r. Waller were present to
hear recommendation of Police and License Committees Acting with Cite Attorney on
request to operate open air Bingo games on 4th Avenue between the Dependable and
Penny's stores. City Attorney expressed himself as not entirely favoring the idea
on account of gambling being closed some time back. A discussion followed regard-
ing the classification of Bingo. It was stated by Mr. ?Taller that the proceeds
were to go toward the anticipated swimming pool. Motion made by Linderman aid
seconded by Booth that this be referred back to the committee with power to act.
Motion carried so ordered. The committee with Police Chief and City Attorney will
meet Friday, Aug. 4th.
WATER SERVICE
ToAcolored settlement across the tracts east on A street; Mr. Merrick spoke for two'
colored gentlemen desiring water service for domestic use ;-.. -I.vr) Block 127
Pasco Land Co's addition and Block 10 Terrace Heights Addition. 'Nater manager not
in favor of making installation without a survey and plat of property to be served.
Mr. 1,Ianchester was present and conversed with these gentlemen relative to making
the survey. They are willing to do the ditch di.ggingl Request will be presented
again when blue prints are obtained.
NATIONAL HOUSING AGE14CY FEDERAL PUBLIC HOUSING AUTHORITY WATER CONTRACT
FOR PROJECTS N0. ;TA SH 45200 AND WASH 45267
A letter was read from the Housing Authority, enclosed also were six copies of a
proposed agreement covering water service to projects ,"lash. 45200 and ?!gash. 45267,
which have been approved by the water manager and City Attorney. IVIotion made by
Marshall a-nd seconded by Linderman that Mayor Pro Tem and City Clerk be author-
ized to sign water contracts with National Housing Agency. Motion carried so or-
dered.
REGULAR ORDER OF BUSINESS RESUIED BY UNAI.IINOUS CONSENT
BILLS
Current bills against the city were read as follows: I,Iotion was made by Linderman
and seconded by I.Iarshall that all vouchers properly signed and approved by -the
committee be paid. 1-7otion carried by roll call vote of(5) five.

TREASURER RESIGNS
A letter was read from City 'Treasurer, Dora Smiley tendering her resignation effective
August 2?, 1944. .,lotion made by Linderman, seconded by Diemond to accept the resignat-
ion , motion carried so ordered.
NATIONAL HOUSING AGENCY FEDERAL PUBLIC HORSING AUTHORITY
A letter was read from James S.,'Jhitney , Land Adviser, which included a resolution
granting permission to use the streets and alleys in College and Gantenbien's Addit-
ion; stating this right shall be for a period of the duration of the war and not to
exceed three years thereafter. Motion made by Marshall and seconded by Booth that
Resolution No.229 be returned to Y.J. Grimm and he in turn inform the National Hous-
ing Association that the council request the time limit be changed to read six months
after the duration instead of three years. Motion carried so ordered.

STREETS AID ALLEYS
M,r. P;lcCall wants a letter from the City authorizing the Northern Pacific Railroad
Company to cut piece of land north of the depot, account extension being added to the
depot. Motion made by Linderman and seconded by Diemond that the Northern Pacific
Railroad Company be authorized to cut not more than fifty feet off the island. Motion
carried so ordered. Letter to be written by the City Clerk.
PARKS AND CEIETARY

A swimming pool location was discussed , plans to be worked out. Roy Skill and
committee members will make a report.
LAPE'S PEACOCKS Caretaker and .;Ir. Lape to build a pen in Volunteer Park soon as
possible.
WATER APS SE'."7ER The Sewer Committee referred to a blue print or letter received
from John W. Cunningham and Associates, regarding the East Side Sewer Extension ,
there seemed to be differences of opinion in routing the main trunk; it was thought
best to confer with the engineers before calling for bids. Motion made by I:larshall
that the Sewer Committee meet with John W. Cunningham and Associates and give conside-,,
ration to several points in question. Motion seconded by Linderman, motion carried so
ordered.
MR.WHITE is the new forman on the Sewer Extension , he says he will sprinkle the
streets when necessary.
FIRE_COMIJITTEE Request permission to employ a man by the hour to do fire inspect-
ion work, issue complaints and secure warrants. .lotion was made by Booth and seconded
by Diemond to give Marshall authority to hire a part time fire inspector to enforce
the Fire Ordinance. Motion carried so ordered.
MISCELLANEOUS:

Mr. I. I. Grigg, contractor and .,lr. Pearson, architect, with the Iylid State Amusement
Company, requests permission to erect the marr.ee by altered plans that do not conform
.with building ordinance, following a discussion with Council and Building Inspector.
.,lotion was made by Linderman, seconded by Diemond that this be turned to the Bhilding
Committee and Inspector for investigation, and report back to Council. An amendment
was made by Marshall and accepted by Linderman and Diemond giving the committee power
to act. .,lotion carried so ordered.
