July 18, 1944
CALL TO ORDER: The meeting was called to order at 8:15 P.M. Honorable Mayor pro telt
D F. Rodkey presiding.
ROLL CALL: By Clerk. Councilmen present were C. L. Booth, Chas. Diemond, W. E. Drennan,
M. J. Linderman and D. F. Rodkey. Karl J. Grimm, City Attorney, was also
present. Absent were D. B. Baker and V. F. Marshall. �
READING OF THE MINUTES:
Minutes of3two previous meetings were read and approved.
REGULAR ORDER OF BUSINESS: set aside by unanimous consent.
STORE LICENSE (J. D. Browning)
Mr. and Mrs. Browning were present and requested that they be granted a
license to operate a neighborhood store on North Third and Nixon. This was
turned to the planning commission February 15, 1944 for consideration and
report. To date, no recommendation has been made. Following a short
discussion, a motion was made by Linderman, seconded by Diemond that Mr.
Browning be granted a temporary permit to operate a grocery store at Third
and Nixon to December 31, 1944 with the understanding that at this time it
will be necessary to apply for a renewal. Motion carried so ordered.
BINGO GAME: '
Mr. Loyd Johnson with two other parties requested permission to operate
a Bingo game sponsored by the American Legion between the Dependable and
Penney's Stores on Fourth. A sketch of plans and amount of awards were
reviewed. Motion made by Linderman, seconded by Diemond that this be
turned to the Police and License Committee, also City Attorney to investigate
and makia recommendation at the next regular meeting. Tvlotion carried so
ordered. Sketch and schedule were handed to Charles Diemond.
REGULAR ORDER OF BUSINESS RESUMED: by unanimous cons,eht.
APPLICATION TO CROSS N. P. TRACKS WITH SEWER PIPE:
The application of the City of Pasco for crossings of sewer pipe line
extensions across our incline Track and 114a.in Line right of way at Pasco have
been approved.
Permit No. 62924 to the City of Pasco was read and approved by the City
Attorney. Motion made by Booth, seconded by Linderman to accept the easement
from the N. P. on recommendation of the City Attorney. Motion carried so
ordered.
REPORTS FROM COMMITTEES:
1ATER MANAGER, D. W. Mc GHEE, spoke to the Council about the shortage of water.
Both tanks are all -most empty each evening. Several methods of conserving
water was discussed. Motion made by Booth, seconded by Diemond directing
McGhee to contact H. 0. Williams and publish a piece in the Herald regarding
water conservation. Motion carried so ordered. In case this appeal has no
effect on the evening demand, other methods will have to be worked out. Some
people having keys to use the irrigation water at will was also disapproved by
the Council.
STREETS AND ALLEYS:
Sewer project work is moving very slow.
BUILDING COM1t11ITTEE reports floors have been laid in the Treasurer's Office
and the City Clerk's Office. A refund or deduction is allowable account not
having to remove old floor. Motion made by Linderman, seconded by Diemond
that the counters be finished with linoleum or substitute material of some
sort and smooth up the desks. Motion carried so ordered.
PARKS AND CEMETERY Property Purchase:
A voucher presented by Tarr. deShepper with property discription and
amount of purchase to be included in the tentative budget for 1945. Mr. Booth
took the voucher to check discription.
MR_. WESTS CEMETERY LOT:
City Attorney advised Mr. Herrigan is taking this up with Iair. Brerrseths '
heirs.
} RECREATION PROJECT:
Idr. Booth desires to have a committee meeting and investigate just what
is being done and assist in any way possible.
_PEACOCKS:
TJIr. Lape is the owner of a few peacocks and wishes to give them to the
City for park display. Motion made by Linderman, seconded by Diemond that
! the Parks and Cemetery Committee investigate and also be given pourer to act.
Motion carried so ordered.
ROBBINS PROPERTY BLOCK "C" PETTITS ADDITION: �
City Attorney has been unable to contact Mr. Robbins.
PICNICS AT RIVERVIEW PARK
It was reported that heavy trucks have been driving in on the lawn which
causes damage to the lawn and water pipes. Mr. Booth to contact the command-
ing officer of the Naval Air Station and request that this practice be dis-
continued. It was also thought best to call the City Clerk and make reserva-
tions for large groups -thus avoiding complications account limited facilities.
SPRINKLING STREETS:
On Nest Washington and 11th where sewer is being constructed, the streets
are terribly dusty. The Foreman is supposed to sprinkle enough to settle the
dust. This is not being done. Motion made by Linderman, seconded by Booth
that the Sewer Committee take this up with Mr. Paulson. Motion carried so
ordered.

AGREEMENT WITH E. G. LAPE was read which included action taken by the Council
regarding the sale of Lots 1 to 5 -Block 13 Northern Pacific Railroad Company's
Plat to Pasco: This was returned to the City Attorney for amendment. Plans
covering the proposed building have never been filed at the City Clerk's Office.
READING OF ORDINANCES:
_0_RDINANCE NO. 5365 AN ORDINANCE REGULATING THE SPACING AND PARKING OF AUTOMOBILE
TRAILERS IN TRAILER SALES LOTS AND PROVIDING PENALTIES, was with held.

BE ADDED TO, FIXING RATES FOR SEINAGE SERVICE IN CONNECTION WITH SAID SYSTW AND
PROVIDING FOR THE COLLECTION THEREOF, PROVIDII`TG FOR PENALTIES AND LIENS AMID THE
ENFORCEMENT THEREOF IN CASE OF FAILURE TO MAKE CONNECTION WITH THE SEWER SYSTEM
AND TO PAY THE RATES AND CHARGES FOR Sr,VVAGE SERVICE AND CONNECTION.
Motion made by Linderman, seconded by Booth that Ordinance No. 537 be given
the first reading. Motion carried. Motion made by Booth, seconded by Linderman
that Ordinance No. 537 has been given the first reading. Motion carried. Motion

reading by title only. Motion carried. Motion made by Linderman, seconded by
Diemond that Ordinanee No. 537 has been given the second reading. Motion carried.
Some changes were considered. Booth, Linderman, Drennan, Diemond, and Rodkey
received a copy of the ordinance to study and recommend changes for amendment.
MISCELLANEOUS:
SPECIAL ELECTION:
Selecting and employing Inspectors and Judges for the election boards is a
duty of the City Council. Motion made by Booth, seconded by Linderman authoriz-
ing the City Clerk to appoint officers. Liotion carried so ordered.
