CALL TO ORDER: ivleeting called to order at 8:15 P.M. Honorable Mayor E. S. Johnston
presiding.
j ROLL CALL: By Clerk. Councilmen present C. L. Booth, W. E. Drennan, V. F. "Marshall,
M. J. Linderman, and D. F. Rodkey. Also, City Attorney Karl J. Grimm. D. B. Baker
arrived at 10:05 P.M. Absent was Charle's Diemond.
A. M. HAYLETT, PRESID_E_NT OF LIBRARY BOARD
A letter was read from the Secretary of the Library Board stating
that A. M. Haylett had been elected President of the Board.
The time,of the board meeting was changed to the last Tuesday of
each month.
OPPOSING COUNCIL-KANAGER PLAN
` A letter was read from the Central Labor Council informing the Mayor
i, and Council that the Pasco-Kennewich Central Labor Council has gone on record
as unanimously opposing the Council -Manager Plan.

FIRST AID SUPPLIES
Dr. Tuder desires -to use First Aid Supplies purchased in 1942 with
credit to the City Budget. Motion made by Marshall, seconded by Linderman that
the supplies now being held in custody of the nurse, be used by the Health
Department. Motion carried so ordered.
BILLS: Cunrent bills against City were read as follows. Motion made by Booth,
seconded by Linderman that all vouchers properly signed -.and approved be honored.
Motion carried by roll call vote of four (4).

COMMITTEE:
Fire Committee has made application
for priority to purchase a
new
fire
truck and completed data on call for bids. Relative to the jail extension,
Harold
Blanton to be contacted in regard to drafting plans and estimates;
this
being

the desire of the council body.
PARKS
AND CEIdETARY :
Booth reports the Recreation Project Manager has arrived and is active
in getting a program working. A tentative budget will be set up for a period of
three months and by check,:.- through purchasing orders, expenditures and funds
can be kept.intact. Mrs. Weems grave contract, which reveals an error- has been
made in the number, and she is seeking settlement with the City, has been,
turned to the City Attorney.
STREET COIu1MITTEE:
The Street Committee reports the Planning Committee has recommended
a truck route from the bridge on 10th to A Wigwag across tracks to Oregon,
No. on Oregon to Viaduct.
LABOR FOR SEWER PROJECT:
The Labor Council would be able to furnish laborers if living quarters
were available.
Rodkey reports the Mayor of Connell is interested in purchasing the
old fire truck for approximately $2,000.00.
ADDITIONAL SEWER EXTENSIONS:
Relative to additional sewer extensions, it was unanimously agreed
that the anticipated extensions including those requested by petition should all
be drafted at one time and Presented to John W. Cunningham's office for consider-
ation. Blocks 6 and 10 Riverside Addition, Blocks 2 and 5 Kirths Addition, and
Blocks 3 and 4 N. P. Plat. In regard to Mr. Hamann's request for sewer extension
to Blocks 6 and 10 Riverside addition, it will be necessary to obtain a deposit
before installation is started.
MR. HALVERSON was present and wished to know what the charges would be
for 1 -coking up trailer camp service to the sewer system. He was informed that
an ordinance is being drafted at this time, but he could be assured that $50.00
per connection would be the minimum; And are to be made at the Y's.
A rough draft of the above mentioned ordinance was discussed at length.
City Attorney to make changes and present again for stiidy by the Council

BLOC:E-110," PETTI SS ADDITION:
Purchasing Block "C" Pettits Addition on the N. P. Right of Way and
Columbia Street was discussed. Mr. Robbins still holds the price at $2,500.00.
City Attorney is to make further check on title and make recommendation. Motion
made by Rodkey, seconded by Booth to notify Ivlr. Robbins that in case no
further defects are found other than Northern Pacific lease, that the purchase
be made for $2,500.00. Motion carried by roll call vote of five (5).
REPORTS FROIVI OFFICERS:
Referring to a letter from Ur. J. A. Young, Division Engineer of the
Northern Pacific R. R. Co. June 12, 1944, requesting permission to connect the
down spout on the new extension of the depot of the storm sewer, IVICGhee has
inspected the development and reports the work is being done satisfactorily.
Linderman reports for the Street Committee that shortening the curb for the
island on 'Tacoma and other changes necessary account N. P. Depot Extension, are
being finished satisfactorily. Black top surface between the curbs and as much
parking space as possible was recommended by Linderman. Iiotion made by Rodkey,
seconded by Marshall to accept the Committees recommendation. motion carried
so ordered.
MISCELLANEOUS:
FUR DISPLAY AND ROOT BEER BARRELL:
Mayor Johnston referred to correspondence received by him. A trailer
house desires to display furs. And another, party wishes to erect a Root Beer
Barrell near the center of the city. Lotion madd by Itlarshall, seconded by
Linderman to abide by the ordinance. motion carried so ordered.
LIGHTS FOR HOUSING AND TRAILER CA14PS:
Four new fixtures have been received by the Pacific Power and Light Co.
placing two at the Parkside Housing and two at the Riverside Housing Project.
Placing the new fixture closed in was discussed. motion made by Baker, seconded
by Booth that the new fixtures be place*a on Clark Street toward the depot and
the old fixtures installed at the projects. motion carried so ordered.
COUNCIL-MkNAGER:
Form of municipal government was discussed at length. Resolution No.228
was introduced.
RESOLUTION NO. 228: Be it resolved by the City Council of the City of
Pasco as follows,;:
That the Mayor, E. S. Johnston, by proclamation issued within ten days
after the filing of this Resolution with the City Clerk shall submit to the
voters of said City the question of adopting the Council-T,Ianager plan. of city
government as provided in Chapter 271, Laws of 1943 of the State of Washington,
and that he designate therein the time at which a special election upon said
question shall be held within the City of Pasco, which time shall be not less
than 90 nor 120 days before the next regular I',Iunicipal Election.
Motion made by Baker, seconded by Iviarshall to adopt Resolution No. 228
a roll call vote was taken. Councilmen Baker, Booth, Drennan, and Marshall
voting "Yay" with Linderman and Rodkey voting "Nay". Motion carried.
ADJOURNMENT: •Idlotion made by Booth, seconded by Baker that the meeting adjourn to the next
regular meeting July 18, 1944, 8:00 P.M.
