ROLL CALL: By Clerk, Councilmen present C. L. Booth, W. E. Drennan, M. J. Linderman V. F. Marshall, and D. F. Rodkey. Chas. Diemond was excused and will be absent from other meeting account being called out of the city. Karl J. Grimm,.city Attorney, was also absent. REGULAR ORDER OF BUSINESS SET ASIDE: by., unanimous:_consent. AMUSEMENT CENTER AND PENNY ARCADE: Mr. Furgerson of the Willamette Amusement Company, Salem, Oregon, has an option on obtaining a building,e 110 So. 4th, previously occupied by the City Club, and wishes to operate a Penny Arcade or Amusement Center. Would have shooting games, picture machines, a variety of penny machines, also pin ball machines. Three supervisors would be on duty all the time, one man and two women. At this time, a committment from the Council is desired regarding the issuance of a city license. He was advised by the Mayor to furnish reference letters both as to character and business operations. The Council expressed themselves as having no objection to a Penny Arcade and Amusement Center. Motion made by Marshall, seconded by Booth favoring the activity.: License Pending on reference letters. Motion carried so ordered. 200 TRAILERS : Mr. Davison and Mr. Severence of the Federal Public Housing Authority are asking the Council to assist in finding a desirable location for 200 trailers; Blocks 7, 9, and 10 in Gantenbein's Add and Blocks 2 and 3 in College Add were mentioned. Permission to use streets and alleys not now open was also requested using the balance of block 40 Riverside Add. It was suggested that a legal description of the streets and alleys decided upon be submitted for approval of the Council Wednesday June 7, 1944. W. H. HAMANN : W. H. Hamann wishes to build on approximately ten lots in Riverside Add. near Ainsworth and 12th and is making inquiry regarding sewer service. He was requested to present a legal description of property and amount of houses to be erected. Committee to go down and look this over. DOG PROBLEM : R. A. Cruzen issued a complaint against the large number of dogs allowed to run at large and the damage they are doing to gardens and killing chickens. In other instances, children have been bitten. INTER CITY BUS CO11PANY: �rpov�- Mr. Safford requests permission to/the temporary Bus Depot now located i on the alley at 3rd & Lewis to the front part of the corner lot at Clark & Second. He states that Mr. A. A. 146Donald, operator of Dolly's Cafe, wishes to have the building moved. The construction of the new depot is supposed to be under way by June 10, 1944 and should be completed in sixty days. Motion made, -.by Booth, seconded by Linderman that permission be granted to move Inter City temporary depot from 3rd & Lewis to 2nd & Clark. Motion carried so ordered. Mr. Howard Albert, State Examiner, introduced himself but had nothing to, say at this time. RECREATION CENTER FOR COLORED PEOPLE: Mr. -Hamann and Ivr. Swanson wish to start a recreational center for colored people at 217 West Lewis consisting of a cafe, bar, barber shop, and pin ball machines and would like to have the Council favor the issuance= of a city license. An organizer from San Francisco, California is expected here any time now. No commitment will be made until this has been taken up with the organizer. A floor plan was requested. Motion made by Linderman, seconded by Rodkey that this be turned to the license committee. REV. COLEMAN (Colored): Erecting a church and twenty-four cabins on Shoshone between First and Tacoma, hays started the sewer installation with concrete pipe on learning that he had been mis-informed and cast iron pipe should be used, is now asking the Council to left him go ahead with the concrete pipe. Ordinance No. 427 was read by the Mayor following a lengthy discussion Motion made by Rodkey, seconded by Booth that the council members e -f th-e Gail consider this until tomorrow night Wednesday June 7, 1944. Mr. Ivan Merrick appeared in behalf of Mr. & Mrs. Coleman. Rev. Coleman spoke of having four or five tables on the west side of the church for out of door food service. The Council expressed no objection if it'. meets with health regulations and is approved by that department. NAZARENE TABERNACLE: H. W. Midby wishes to renew the temporary permit on the portable Tabern eld located on the corner of 7th & Columbia property owned by Karl Wommack. The Council was assured that plans to.build a church are in progress. Motion made by Marshall, seconded by Drennan to extend temporary permit ninety days. Motion darried do ordered. Expiration date September 15, 1944. REGULAR MEF PASCO, WASHINGTON COMMITTEE ROOM 111.. tul, bWEEFEA: William Hacket explained advantage, etc. to be obtained by owning the Austin -Western Patrol Sweeper. The cost of which is $4,250.00 - 31 horse power. Priority is not necessaryzjust a release. Street committee to consider dates., n furnished and make report. Street Committee also looking at a second hand ` � grader- in Kennewick owned by Rodger Records. It is the Austin make and seven years old. Motion made by Marshall, seconded by Linderman granting the leave. Motion carried1so ordered. COMMITTEE REPORTS: PARKING METER The street committee reports that the driveway on Lewis serving Dolly's Cafe has been closed and a parking meter installed. ' _DRIVEWAYS: Driveways serving the parking lot on Clark adjacent City Hall will be constructed of black top. Planks do not hold up. More time is askedvby,-:the committee to make a report on setting back curbs on Yakima between 2nd & 3rd streets. Committee instructed to look for a grader. BUILDING C010ITTEE reports an offer has been received from Grigg to lay hard wood floors in the treasurer and clerks offices for $415.00. Counters and desks can be fixed at a latter date for approximately $91.00. Motion made by Linderman, seconded by Baker authorizing the building committee f to.go ahead and have floors installed. Motion carried by a roll call vote of 5. Mention was made of enlarging the jail facilities. Marshall to look up rules and regulations regarding fire and juvenile detention. j ADJOURNMENT: Motion made by Booth, seconded by Marshall that the meeting adjourn i to Wednesday June 7, 1944, 8:00 P. m..
