Johnston presiding. j ROLL CALL: By Clerk, Councilmen present C. L. Booth, Chas. Diemond, W. E. Drennan, M. J. Linderman, V. F. Marshall, and D. F, Rodkey. •D. Byron Baker arrived at 8:35 P. M. City Attorney Karl J. Grimm was present. CITY OF PASCO RECREATION FUND A letter to Mayor Johnston, from the. Federal Wor,k�so�Age.ncy, Berkley, California, was read regarding an offer of the United State's,of`America to aid in financing Recreation Facilities Project No. Wash. 45-M=112 1C.' Included were instructions, acceptance of the offer of the United States of America, and certificate of recording officer, forms to be executed in setting up the fund, which will be active from May 1, 1944 to December 1, 1944; application to be made in the name of The City of Pasco. Fund to involve approximately $7,500.00. RESOLUTION No. 225 Acceptance of the offer of the United States of America: Whereas, there has been filed with the Federal Works Agency in behalf of The City of Pasco, Washington (herein called the owner) an' application for federal assistance under the War Public Works program, and the United States of America, acting by and through the Federal Works Administrator'; has trans- mitted to the owner an offer of federal assistance in connection with the Public Works referred to in said application and descrgbDed in said offer; and whereas, said offer has been duly read in open meeting,, fully considered in accordance with all pertinent rules of procedure and legal requirements, and made a part of the owner's public records. Motion made by Rodkey, seconded by Linderman to adopt Resolution No. 225. Motion carried by a roll call vote of six. RESOLUTION No. 226 A resolution establishing in the Office of the Treasurer of The City of Pasco, Washington a fund known as "City of 7Pasco •11`e`credt.i6n Fund" into which shall be placed monies appropriated by the City Council for civic recreational purposes. All monies acquired by the City of Pasco as grants or otherwise from the Federal Government for said purpose, and any and all monies acquired by gift or otherwise from any source whatsoever for said purpose. The City Clerk is hereby directed to issue and the Treasurer is hereby directed to honor any and all warrants approved by the City Council and directed to be paid from the said fund. Motion made by Rodkey, seconded by Marshall to adopt Resolution No. 226. Motion carried by roll call vote of six. Motion made by Marshall, seconded by Linderman that the Parkes committee be ordained authorized agent in handling monies for the Recreation Commission. Motion carried so ordered -C. L. Booth, Chas. Diemond, and D. F. Rodkey constitute the Parkes committee. PUBLIC TRAILER PARK ,k A letter was read from Ivan Merrick, Executive Secretary for the Chamber of Commerce, stating that at a special meeting of the Board of Directors of .the Pasco Chamber of Commerce held May 22, 1944, a resolution was unanimously adopted requesting the City Council to establish a public trailer camp. Two prospective locations were mentioned. One to the extreme west in the vicinity of River View Park; the other due north of the Reconsignment Depot. In coficlusion, Chas. Diemond was deligated to look over the situation and make a report.. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. SEWER GRADE CHANGES Mr.;:Jaris,. of John W. Cunningham'_s office, spoke to the Council regarding elevations on West Washington and.West Ainsworth streets. Sewer Committee to meet with Mr. Jaris to consider change in depth from previous survey. He stated they would start .work in this area. Mr. PAULSON, foreman for contractor'B. H. Sheldon, wanted to know if it was 0. K. to start work and was assured by the Mayor that he could go ahead. PARK ON EAST SIDE A short discussion relative to establishing a park on the east side was entered into. Mayor advised that if the city desires to make this improvement,•the committee should investigate and make report. ORDINANCE COVERING SICK LEAVE AND VACATIONS The City Attorney discussed this with the Council as follows: Industrial Insurance or Medical Aid taken care of by the city for employees protection will not be associated in any wAy.with the sick leave. Six months continuous service will.be required by the employee—before becoming eligible to a vacation on pay or sick leave with pay. It will be permissable �f to use the vacation period for sick leaves but at no time may the sick leave be used on the vacation period. Vacation periods are compiled by an allowable day for each month served -sick leave on the same basis. Time of vacations to be worked out with department managers. Police Department to confer with the Civil Service Commission. Other details to be worked out by the Council. -� 984 ADJOURNED MEETING PASCO, WASHINGTON) COMMITTEE ROOM CONTINUED l s CITY INSPECTOR FOR SEWERT,S,I1t=PROJECT MAY 297 1944 Employing an inspector was considered. Fred Scott has been recommended by the Sewer Committee. Mr. Jaris favored a full time inspector while pipe is being installed. $2.00 per hour was agreed upon as inspectors salary. EAST SIDE SEWER A check with the original plan and survey for east side sewer project to be made as soon as time will allow. TO PLAT BLOCK. DUE WEST OF EAST SIDE SCHOOL A block due west of the East Side School which includes Idaho Street has never been platted. Motion made by Booth, seconded by Diemond that the block west of the East Side School which is not now platted be opened up for a continuation of Idaho Street. Motion carried so ordered. City Attorney to check the ownership of this property known as the A. M. Johnson property. CITY MANAGER The Mayar advised a special meeting will be held to study the plan and make a decision:, relative to employing a City Manager. ADJOURNMENT: Motion made by Booth, seconded by Linderman that the meeting adjourn to the next regular meeting. Time Tuesday June 6, 1944, elght o'clock P. M. Motion carried so ordered.
