Johnstoni presiding. 'ROLL CALL: By Clerk, Councilmen present C. L. Booth, Chas Diemond, W. E. Drennan, M. J. Linderman -and D. F. Rodkgy. Absent were D. Byron Baker and V. F. Marshall. City Attorney Karl J. Grimm was present. READTNG OF THE MINUTES: 11inutes of the previous meeting were read, Resolution No. 220 to be cor- rected to read as follows"Directing the City Treasurer to place into the "Cumulative ReserverFund for Sewer Extension and Improvement and a Sewage Disposal Plant" estab- lished by Ordinance. No. 477, the sum of $125,2-2.:55,, proceeds of "City of Pasco Special Fund Water Sewage Revenue Bond of 1944, series "A" authorizing the payments of warrants for engineering, legal, fiscal agency and construction costs incurred in connection with the completion of the Sewereanddsewage disposal plant project set; out by Ordinance No. 531, and the City Clerk is hereby directed to honor same upon approval of the city council motion mad@ by Rodkey seconded by Baker that Resolution No. 220 be adopted motion carried by a roll call vote of six.f! Minutes approved as corrected, REGULAR ORDER 0" BUSINESS SET ASIDE:: by unanimous consent. LOVELAND'S BARD TABLE LICENSE:.- Mr ICENSE:. Mr Zent was present in the interest of application presented by Mr. Love -.1 land for card table license, he was advised that the council felt they were acting ' within their jurisdiction in trying to control g6mbling activities. Mr. Zent feels that the license should be furnished according to ordinance stipulations, this was turned to the City Attorney. BRO14VNINGIS TRAILER CAA?P PERMIT RENEWAL:: A letter was read from Dr. C. Tudor Health Officer, approving eleven trailers for the present facilities and advising that a full time caretaker is being employed by Mr. Browning to supervise the camp. Motion made bt Booth seconded by Drennan to extend the the temporary permit for a period of six months motion carried so orderdd. r?R. TAYLOR AND MR. MERRICK were seeking information regarding the installation of a water service to serve Mr. Taylors property on Seventh and Sylvester, he was advised that fifty percent of the maihalnsta lation would be refundable. DANCING_ PAVILION IN RIVERSIDE ADDITION:: Permission to erect an open air dancing pavilion in Riverside was requested by Mr. Thompson, committee reports that the idea dogs not meet with the approval of people residing in that erea motion made by Rodkey seconded by Booth to accept the committees report three voted "ayal and two voted "nay" motion carried. PLANS "OR GRIGG'S BUILDING Plans of Mr. Grigg's building to be erected on his basement to cated on west Lewis street, were presented and discussed with the Building Inspector and the Council, in conclusion a motion was made by Rodkey that if specification,came up to regulations set out by the building code that a permit be granted motion seconded by Drennan carried so ordered. RF"TTND"0�s AVDONALDN: The Citylasked for a roll call vote refunding $80.00 on card table license obtained by A. A. McDonnald to operate in connection with the Dolly's Cafe on Third' and Lewis, retaining $5.00 for the 1944 cafe license motion made by Rodkey seconded by Diemond granting the refund motion carried by a roll call vote of five. Rvi)=D FOR BUCHANAN'S:: Motion made by Rodkey seconded by Diwmond that $60.00 be refunded to Buc- hanan's for the third card table license motion carried by a roll call vote of five. LTC77SE "OR LIVINGSTON'S TRAILrR CAMP:: Mr. Livingston was questioning the payment S a 1944 -license due to the fact that his 1943 license was obtained in November' buncil favors abiding by the ordinance making it necessary for Mr. Livingston to secure a 1944 license. ?SIE"_OND' S TRAILrR CAi,2P: A letter was read from the Health Department stating Mr. Diemond's 'frailer: Camp shows a violation of inadequate spacing. License to be held up. INT^R CITY BUS COMT'ANY'S DEPOSIT:: J. C. Pratt is requesting the return of his $200.00 deposit on the tempor- ary Bus Station at Thrid and Lewis, Mr. Hahn is willing to make a deposit if granted more time on the permit. Motion made by Booth seconded by Rodkey to grant the Inter City Bus Company a 90 day temporary permit upon filing of a $200.00 deposit motion carried so ordered. City Clerk authorized to refund Mr. Pratts deposit after receiving Mr. Hahn's deposit. TRAILrR SALES LOT, A. B. BLAZER: � Mr. Blazer presented an application to operate a Trailer Sales lot in connection with the Mobile Gas Station on Second and Lewis motion made by Rodkey seconded by Booth that his be turned to the police and license committee motion carried.. SEWER CONTR%CT SIGNED:: The Mayor advised that Mr. R. H? Sheldon has signed the Sewer Extension and Improvement contract; release from the War Manpower Commission has not been obtained, but is expected within the next couple days. Employing and inspector for the project was mentioned Fred Scott was thought to be obtainable at this time; A meeting will be called for Sunday 21st with John W. Cunningham or a representative from his office, Mr. B. H. Sheldon and the Sewer Committee. CAST IRON PIPE FOR SEWER CONNECTIONS:: . Using.substitute material in lieu of cast iron, during the cirtical period was discussed Ordinance No. 499 passed and approved February 21, 1943 allows the use of substitute materials; It is now the opinion of the council that cast iron pipe is available and should be used for -all sewer connections in the future motion made by Booth seconded by Linderman that the building inspector so instruct persons applying for permits to use cast iron pipe for sewer connections motion carried so ordered. N. E. ROBBINS PROPERTY: Regarding purchase of property in block "D" Pettits Addition, from N. E. Robbins, City Attorney advises he is negotiating with the the Northern Pacific Railway Co to clear title for City purchase. DISCHARGE LINE: The Sewer Committee recommend that the discharge line be installed by the Contractor working on the Sewer Extension Project; McGhee states #hat the order for the valves has bedn held un on account of priorities. RENTING A COMPENSATOR: In regard to renting a compensator to operate the old pump in the pump hourg it was thought that the river is to high to obtain any benefit from the compensator this year; motion made by Drennan seconded by Linderman to cancel the authority to order a compensator motion did not carry Booth, Diemond and Rodkey voting Nay, Drennan and Lind- erman voting aye, ording was left to the decission of the committee. GRADER NEEDED:: The Street Committee advises that the grader has a broken wheel, they urge action be taken toward obtaining an order or pri©rity for a grader motion made by Rodkey x seconded by Diemond instructing the Street Committee to shop around for a good grader motion ` carried. RRXING METER', INSTALLATION: Closing the driveway on Lewis near Third Street in front of'Dolly's Cafe was -discussed motion made by Drennan seconded by Diemond that the driveway be closed and a parking meter installed motion carried. SETTING BACK CURB ON YAYIMA:: The committee request more time for investi- gation, same was granted. REPAIRING FLOORS AND COUNTERS in city hall offices, the committee reports Grigg estimated the work would cost approximately $400.00 motion made by Diemond seconded by Linderman that Mr Drennah be given authority to have the work done and exact price sub- mitted at the next meeting motion carried RECREATION FUND: Government and City monies set out for recreational purposes will be managed by a committee or board and expended through the Council; members. to act in this capacity have not been appointed. CEM.ETrRy AND PARKS: The drain in Sylvester park is out of order. READING OF ORDINANCEff:: ORDINANCE NO. 506;, AN ORDINANCE RELATING TO REGULAR CITY EMPLOYEES OF THE CITY OF PASCO WHO 11AY BECOITTE ENGAGED IN THE MILITARY OR NAVAL SERRVICES OF THE UNITED STATES DURING NATIONAL EMERGENCY OR IDT TIME OF WAR AND PROVIDING FOR THE REINSTATEA MENT OF SUCH PERSONS AS CITY EMPLOYEES AFTER THEIR RELEASE IN GOOD STANDING FROM THE MILITARY AND NAVAL SERVICES OF THE UNITED STATES. Motion made by Linderman seconded b7 Diemond that Ordinance No. 506 be given the third reading motion carried. Motion made by Linderman seconded by Diemond that Ordinance No. 5W has been given the third reading motion carried. Motion made by Linderman seconded by Diemond that Ordinance No. 506 be adopted m otion carried by a roll call vote of five. REPORTS FROATT OFFICERS: City Treasurer's monthly report for April 1944 was read. Water Department's monthly report for April was read. Building Inspector's monthly reports for March and April 1944 were read. Police Judge's monthly report for April 1944, was read. LICENSE FOR RODEO ;; by decission of the council Mr. Benson's Rodeo license was placed in the circus bracket which calls for a $50.00 per day license. EXPENSE VOUCHER ::: An expense voucher presented by Chas Diemond to reimburse him for a trip to Spokane and Portland, in b6half of the sewer project work, in the amount of $27.50 was read, motion made by Booth seconded by Linderman that the voucher be honohed motion carried by roll call vote of five.
