Jlohnstoni presiding. ROLL CALL: -By Clerk councilmen present were C. L. Booth, Chas Diemond, M. J. Linderman,, V. F. Marshall and D. F. Rodkey; D. Byron taker arrived at eight -fifty fife. Council= man absent waseW. E. Drennan also City Attorney Karl J. Grimm. REGULAR ORDER OB BUSINESS SET ASIDE: by unanimous consent. THE SEWER PROJECT:: The sewer project developments were disguessed at length, a'letter was read. from B.H.Sheldon requesting that his certified check in the amount of.$3000.00 be returned also that should the sewer project go ahead he would be forced`to'increase the price per man hole of $25.00. In conclusion a motion was ma, -3e by Byron Baker , seconded by Rodkey authorizing the Mayor to write Mr. Sheldon that -_:an increase of f $25.00 per man hole had been authorized by the council Motion carriddsso�:ordered. Then the question of necessary priorities was taken up as near as could be ascertain- ed no progress had been made in securing same. Motion was made by Rodkey-seconded by Booth to send Chas Diemond to Spokane with Engineer's specifications and necessary data to obtain forms per prioriter applications, motion carried so ordered,priorty applications will cover necessary pipe, pump and entake for the new water main, pipe' pump and critical material for sewer extension. PUMP 1 Motion was made by Rodkey to place an order of purchase for the De Laval_ � pump, motion seconded by Marshall carried by a roll call vote of 4 to 2, Baker and Linderman voting "nay" It was then stipulated by Baker that the purchase be made according to bid specifications. ,) CITY ATTORNEY � The lack of availability and co-operation of the City Attorney was thoroughly, discussed. The need of legal advice and in all departments is very acute, the Police Deeartment's activities are greatly hampered with n egal aid, the council E favors securing a special Prosecutor, through the Attorney General's Office, or obtaining advice on how to handle the situation,in conclusion a motion was made by Rodkey seconded Linderman authorizing the 1,-1ayor to write Smith Trdy for inform- ation on how to obtain legal advice, motion carried as ordered. I CARD TABLES AND POLICING Card table licensing was openly discussed, several ideas exchanged with no action taken. Chief of Police favors employing a plain clothed man or two, and states Mr. Eldrich, he thinks is obtainable if the age was changed by Civil Service � Board. It was suggested that the Police Committee and Civil Service Board get together soon as possible. Police committee -to consider a plan for working Prisoners'. BUS DEPOT PLANS .Mr. Hahn of the Inter City Bus Company plans of a Bus Depot were studied, motion made by Booth that plot and plans be presented to the Planning committee j motion died for a want of a second and discussion eontinued that the plan show that j depot, and all loading and unloading will be on the back of the site f ,75X140 on I Second and Clar1 motion made by Marshall seconded by Booth that the plans be submitted to the Planning Board for recommendation. Motion -carried so ordered. A suggestion was made that the Planning Board meet April 28, 1944 i PACI^IC POWER AND LIGHT METER READTNG AT CITY HALL(by Roy Skill) Mr. Skill states, that in regard to the $13.00 flat rate on lights per the city hall, no record or agreement can be located substantiating this rate and he is being requested by the Dain office of the Pacific Power and Light.Co to bill the City in accordance with the '11eter reading and scheduled be suggested that the change be made effective July 1, 1944. Motioned by Diemond and seconded by -Booth that the City accept Mr. Skill's offer motion carred sg ordered. DuPont's Reception Building For Employees The Mayor presented plans for Mr. Andrews of a reception building consisting of two hutments igloo type placed in an "L" shape and joined by a building 1$ X 18; ` hutments 16X 40,they wish to erect this on Cy Dales property on -Tacoma ave, the purpose is to releive conjested contitions now existing at the depot. Motion made by Marshall and seconded by Linderman that the application be tabled until a Representat ive could be present at the meetings to discuss the plans in detail, also that a deposit be filed on temporary building to guarentee the removal at expiration of permit, motion carried so ordered City Clerk to n6tify Mr. Andrew's office. RETURNED CERTIFIED CHECKS Relative to returning certified checks accompanied with sewer bids now held - in Sohn W.
