CALL TO ORDER: Meeting called to order at eight-tv:enty P.M. Honorable Mayor E.S.
Johnston presiding.
ROLL CALL: By Clerk Councilmen present C.L. Booth, Chas Diemond, W.E. Drennan,
,M.J. Linderman, V.F. Marshall and D.F. Rodkey; D. Byron Baker arrived at eight -
thirty. The City Attorney Karl J. Grimm v.as absent.
REGULAR ORDER OF BUSINESS SET ASIDE through a motion made by Linderman seconded
by Booth and carried.
REPORT ON PETITION AGAl,q T COLORED SETTLEMENT.;
Rev. Coleman and several colored people were present; The special
committee and Dr. Tudor assigned to investigate cabin and trailer camp at Bonnev=.
ille and First; petitioned'by property owners for removal, handed in their report
which was read stating that sanitary conditions were not good , goats should be
kept thirty feet from a residence and cared for according to provisions set up by
ordinance. Trailerb on, the property are not properly spaced and a general clean up
is badly needed Mrs. Kennedy states she is willing to comply with all sanitary
regulations and building codes; It was suggested that the spacing of the trailers
etc. bezorked out with Dr. Tudor's department.
In regard to the cabins now being built on Shoshone between First and Tacoma, the
builder Rev. Coleman assured the committee and Council that he also t°:ould meet all
requirements of the building, fire and sanitary codes; the committee recommend
that the proper inspections be made to insure proper sanitaty conditions and he
was allowed to proceed with the building of twenty-four cabins. City Clerk
to advise W.P.B.
SHOE SHINE STS'iN. D :
Wilbert Jackson (-colored) asked permission to erect a portable shoe shine
stand on Fourth Ave., near Standard Super Service Station, on a used car lot, the
stand at the present time inion East "A" Street near the colored settlement managed
by.�2r. Cole, V.F. Marshall was authorized to inspect the stand and advise Jackson
if met the regulations required in said location. No deposit or time limit was mentioned
BUS ST_ITION ON CORNER OF CLARK AND SECOND: N.W. corner Blk 13 N.P. Platt
Mr. C.A. Hahn has purchased the J.C. Pratt Bus Line and anticipates
building a bus station on lots seven and eight block thirteen Northern Pacific
Plat and is now asking permission to cut the burbq on both streets as he intends
to erect and operate a service station on the front part of the lots ,during
the discussion it was decided that the curb cutting be done according to Ordinance
or --agreement which places.this work under the supervision of the Building Inspector
and that it also be mandatory that cast iron pipe be installed for condute to allow
future light development. Plans and specifications of the bus depot must be pre=r., t-�Dd to
sented to the council for approval. In conclusion a motion was made by Drennan
to grant a twenty foot cut on both Clark and Second streets eight feet in from
the property line motion seconded by Marshall who asked to add an amendment
making it mandatory that the cast iron pipe be installed and that plans and
specifications be presented for approval am(-ndment accepted by Drennan motion
carried so ordered. The City Clerk was instructed to write the War Production
Board stating the need of a bus station in this area a copy of the letter to the
Inter City Bus Company 214 So. 2nd, Yakima Vin.
DEPOSIT ON TEMPORARY BUS DEPOT
Relative to Mr Hahnsdesire to replace Mr. Pratts deposit of $200.00
and adopt the temporary permit, was discussed at length, ov ing to the fact that Mr.
Pratts time on the permit is so short ending the 16th of May ,1944 motion was made
by Baker seconded by Diemond that the Pratt check be cashed and Mr Hahns�check to be.
returned motion carried so ordered.
TEMPORARY IMPLOYMENT OFFICE:
Mr. Lape with Mr. B.E. Veeks employment manager for the Morrison-BeChtel-
Mc Cone,Contractors desires to obtain a temporary permit to erect an igloo type
office building of nice appearance and -.fire rresd1ting material. They also desire
to make sewer connections. Building to be used for office purposes only,`�'to be
located on City owned property in Block Thitteen Nothern Pacific Plat .
Motion made by Marshall that a temporary permit be granted for the erection of
this structure for a period of six months with option for renewal and a deposit
on file of $200.00, Rental charge $ 25.00 per month Motion seconded by Booth
Carried so ordered. City Clerk to forward letter to contractors.
SETTING BACK CURBS :
Katt Krudwig requested that the curb in front of his property on Yakima
between Third & Second Ave. be set back Five Feet on both on both sides of
the street , parking at the High School causes a hazardous condition. This
was turned to the street committee for investigation and report.
LICENSE FOR USED CAR LOT :
A request was made by Ed V:elch through his son Bob. to operate a used
car lot on property owned by the V,'elsh family on Eight 9 Lev;,is these lots
are elevated. They intend using the alley for entrance and exit to the lots,
Motion made by Booth seconded by Diemond to grant permission to Ed Welsh to
operate a used car lot at this location Motion carried so ordered.

APHIS ON TREES:
Mr. Brown spoke about the Locust trees becoming infested with aphis
if the damp weather continues spraying , he statesy`?s the only method of
control: No action was taken at this time.
ROLLER RINK :
Mr. Edvlard Benson requests a temporary permit to erect a portable roller
skating rink at Zouth Fourth & B Street . The site is loo by 120 feet. He plans
on installing toilet facilities two . for ladies and two for men The floor
of the rink is of hard vood and the cover will be canvas oir awning material.
Motion made by Booth that a six month temporary permit be issued providing
sanitaty provisions are provided . Motion seconded by Diemond. An ame4drrlent
was made st,,ting the toilet facilities must be connected with the sewer and a
deposit of $200.00 be fil=_ed with the City Clerk Booth and Diemond accept
the amendment Motion carried.
RODEO EDVARD BENSON
Mr. Benson talked to the council about the location of a Rodeo Show
to be given May 21 1944. The Council advises that he locate beyond the City
Limits near the Stock Yards.

Minutes of the previous meeting were read and approved.
RETURN LAPS CHECK :
In regard to Mr. Lapes check of $1500.00 effecting an option on
City owned property in Block Thirteen of Nprthern Pacific Plat. Mr. Lape has
changed his plans and a Motion was made by Linderman seconded by Booth that
Mr. Lapels check be returned.
ALMA JET'S PHOTO SHOP
A short discussion regarding complaints against Alma Jet's Photo Shop
was held with the Chief of Police Police . She operates in one room in the
basement of the 'Whitton Rooms on Levis she has a Pian Ball machine and Ptlusic Box.
CITY PROPERTY BOCK 22 NORTTHER=1 PACIFIC PLAT
A letter was read from R. 0. Hall stating he hps a client desiring to
purchase lots 12,13,14,15, and 16 in Block 22 Northern Pacific.Plat edr an
auto court for Temporary Housing Lot . Lot 11 is desired by another client
to be used in conjunction with a Bus Depot and is offering ::500.00 a piece
for lots Motion made by Marshall Seconded by Booth to table letter until
necessary plans are submitted Motion carried so ordered.
FRED HUBERS USED CAR LOT
Following a short discussion regarding the unsightly condition of
Fred Huber's used car lot a Motion vias made -by Booth seconded by Baker that
the City Clerk write Mr. Huber .requesting that he clean up his wrecking lot on
second and Columbia tvlotion carried so ordered. They would also like very much
to have the'lot he is using on second and Columbia N.E. corner of intersection
cleaned off.

Card tables Cafe and Licenses for Loveland at the Belmont were mentioned
Dr. Tudor to h and in report of inspection.
REPORTS FROM OFFICERS :

FIRE COMMITTEE: Considers $2,000.,00 Insurance coverage on government pumper
and §1,000.00 on government host ample. The Dept. is in need of a New Fire
Truck, Marshall suggested the old truck be sold for $1,500.00 of $2,000.00 and
and use some of the State Aid Money to help�aflaance.
POLICE COMMITTEE: The Mayor idould "like to have the poker games at the Twin
City Club stopped There will be a meeting called of all City Employees in the
near future .
APPOINTMENT : HARVEY MINER TO CIVIL SERVICE BOARD
The Mayor appoints Harvey Miner to succeed W.E. Burns on the
Civil Service Board effective date April 18, 1944 term expires Feb. 17,1946.
Motion Made by Linderman seconded by Booth that the appointment be accepted.
Motion carried so ordered. Mr. Haylett to call meeting of the Board. Mc Kibbdn
and M. Cooney have to go to Yakima . Huntley and Campbell have to appear for
their induction physical examination,thus leaving the Dept. with two men.
Mr. Marshall volunteered to help out.

s WATER & SEWER: RENTING A COMPENSATOR
Rodkey states a compensator which has been over hauled can be purchased for
4440.00 or rented for 460.00 the first month and $35.00 for each additional
month. Rent payable in advance. Motion made by Diemond seconded by Booth to rent
this equipment Motion carried so ordered. City Clerk to xvrite for necessary data.
.,PROPERTY PURCHASE FROM N.E. ROBBINS.:
Relative to obtaining title for property offered for sale to the City this
to be turned to the City Attorney.
PRIORITIES ON PUMP & PIPE
Rodkey in favor of trying to obtain priorities on pipe and pump through t,
another source. Mr. Merrick was mentioned Motion made by Rodkey seconded by
Diemond that have Mr. Merrick make up priorities on sever pump and water pipe
and pump Motion carried so ordered.
PUMP .
Motion made by Drennan seconded by Linderman that the lowest bid of Allis
Chalmers on the pump be ::. accepted . Booth suggested that this decision be
held up and i4pormation obtained from Picatti Bros. Yakima, on this equipment
of the ball bearing type and compare prices with the De Lavalpump. Me Ghee
to di&, to letter to City Clerk.
STREET COMMITTEE: finishes to introduce a Resolution from the Dept. of Highways
to purchase 1700 gallons of oil for mix. City Clerk to write State Dept.
at Yakima, regarding this purchase.
SEVER COMMITTEE: Report was read as follows:
The sewer committee recommended as follows: Engineering and construction
of sewer be started as soon as Court action has been disposed of favorably.
Also that engineer be instructed to prepare plans and Specifications for
construction of sever on East Side and Ou-ens Addition at once or as soon as
possible. consensus
It is also the / of the Committee that the disposal plant
Construction be held up until the present contemplated construction is
disposed of. Motion made by Marshall seconded by Baker to accept the report

ORDINANCE 528 AN ORDINANCE RELATING TO SLOT MACHINES, DEFINING CRIMPS,
PRESCRIBING PENALTIES FOR VIOLATIONS THEREOF AND DECLARING SLOT MACHINES
TO BE PUBLIC NUISANCES.. Motion made by Baker seconded by Lip.derman that
Ordinance No. 528 be given the second reading Motion carried. Motion made by
Baker seconded by Drennan that Ordinance 528 be given the Third reading Motion
carried. Motion made by Linderman seconded by Diemond that Ordinance No 528
has been given the Third reading Motion carried so ordered. Motion made by
Linderman seconded by Baker that Ordinance No. 528 be adopted. Motion .tarried
by roll call vote of six, Booth voting no.
BOLIN APARTMENTS : Mr Haylett informed the Council that Mr. Bolin wished to
start the steps for the Apartment entrance at the side walk he was instructed
to be governed by the Ord.

Poster on the Library Lavin. Motion made by Linderman seconded by Baker that
