Johnston pre- `. siding. ROLL CALL: By clerk, councilmen present C. L Booth Chas Diemond, W. E. Drennan V. F. Marshall, and D. F. Rodkey; Also City Attorney Karl J. Grimm. Councilmen absent D. Byron Baker and T.Q. J. Linderman. READING OF THE MINUTES: Minutes of the previous meeting were read corrected and approved.' BILLS: A voucher covering the assistant Police L2atron's salary was presented for payment motion made by Rodkey seconded by Marshall that the voucher be honored if correctly signed and approved. motion carried by a roll call vote of five. u C011 ,NNICATIONS: BRANDT AUT_OTIAT_IC CASHIER COITPANY: A letter from the Brandt Automatic Cashier Company was read and discussed motion made by Rodkey seconded by Booth to purchase the counting andiipackaging machin''e as soon as one was available motion carried so ordered. SEINER SPECIFICATIONS:: A letter was read from B. H. Sheldon requesting two sets of specifications on the sewer project, CityoClerkewhs authorized to forward two more sets without charge, this will made the fourth set in Mr. Sheldons possession ten dollars on file with one of the -set in Poirtland, Oregon. with the bid in John W. Cunninghams office. PETITIONS::_ NORTH SECOND_ ST_, _,._DISTRICT FOR A SEVIER:o, ; A petition signed by twelve property owners was read, petition- N ing the city for a sewer between First and Third and Nixon and Margaret, this was 4-' turned turned to the Special Sewer Committee for report and recommendation. (T,,r Rodkey took the petition.) REPORTS FROM C0113UTTEE: Water Committee reports that Mr. Loveland of the Belmont Cafe, threatened the Water Manager when he made an effort to collect the water bill, the Water Manager was advised to take the Chief of Police with him next time. PRIORITY for dry well pump and water pump was discussed City Attorney advises he has taken this up,with the proper authorities and is waiting for a reply. Mr. Linderman's report on the Federal Public Housing Sewer was read, stating that this sewer system would be of no value to the city, it was not installed. according to city regulations; City Agkorney to answer the Federal Works Agency's letter of January 20, 1944. motion made by Rodkey seconded by Diemond that the -Federal Works Agency's attention be called to tl-,e agreement with the city at the time of the in- stallation, to leave the sewer inrplace after the duration ; also that the city does not wish to lease the system; be embodied in the letter motion carried so ordered, file turned to Karl J. Grimm. PARKS AND CEITITERY:• TRr. Booth reports the Irrigation District is preparing the deed for the�salw of additional property at the cemetery. CITY ATTORNEY reports the blechem Trailer douse case will be retried in police court T:'Iondgy L2arch 20, 1944. PAUL SAVAGE to continue work at the same rate and hours. THE MAYOR reports the Tavern's are to open their beer service from one oclock to nine P.11. REPORTS FROM OFFICERS: The Water T.lanagers report fop the month of February 1944, was read. The Building Inspector's report for January 1944 was read. Police Judge's report for January 1944 was read. The Police Departments activity reporf for February 1944 was read. The Planning Commissions Reports gere read,Lfrom meetings held February 10th and February 25th 1944. The City C1erk,Afurnished, each�member sof:-the council a copy of the monthly budget report of all departments for the month of January 1944. The Volunteer Fireman's Committee report was read. RESOLUTION: AND ORDINANDES:: RESOLE?^ZION _NO. A resolution authorizing the 11ayor and City Clerk to execute and accept from the Port of Pasco a lease covering a pla,toof ground uO feet square in the South West corner of lot 11 block 21t Riverside Addition to the City of Pasco, for a term of 1�0 years beginning April lst'1944, motion made by Marshall seconded by Rodkey to adopt the resolution motion carried.by a roll call vote of five. ORDINANCE_ NO. 506: AN ORDINANCE PRETAIT1ING TO THE- RETURN OF CIT`.I EMPLOYEES -FROT:I THE ARME,,D FORCES: City Clerk to notify A. M. Haylet, as chairman of the Civil iService Board to make a report to the council by the next regular meeting. I UNFINISHED BUSINESS: p EMPLOYEES SALARIES: t 'I Letter's were read and ordered �filed, yfrom department mamagers regarding 1944 salaries I for city employees. RETAIL STORE LICENSE REQtIESTED B_L J. D. BR_OW_NING:: 11r. Browning was present and +requested that his application +to operate a retail neighborhood store at North Third and Nixon, be honored following an open discussion a motion was made by Booth seconded by Marshall that this be turned to the Planning Board for report motion carried so ordered. { ADV111I011AL CARD TABUS: Buchanan's have applied for a license to operate the third card table in their cafe P:Zotion made by Marshall seconded by Booth that the request for the third table be rejected and also that the tables now in operation be made visable, without further *; delay motion carried so ordered. The Chief of Police was present and"was requested to make this inspection and see that city regulations are carried out. MR._BAYTJAN made application for a license to operate the third card table at the Vasco a Lunch on West Lewis following a discussion with the Chief of Police motion was made by Marshall seconded by Dren nan that the-ca.pplicatmon be rejected motion carried'. UNFINISHED BUSINESS CO1.1TINUED ::: : LUZ LINDTIER� operator of the Pasco Buffett has made application to renew his lic- ence to operate three card tables motion made by Drennan seconded by Booth favoring tTe granting of this license, motion carried. PASCO CLUB Application was presented by Mr. L. Johnson for a renewal of card table license to operate three tables motion made by Marshall seconded by Drennan that the lic- ense be granted motion carried. NE71 BUSIIv'ESS:: PRIVATE_ INVESTIGATORS:: Mr. Herbert Henne & Mr. Mark E. Pomeroy made application to operate\an office for prmvate investigators this was discussed with the City Attorney who advised that the license be issued. He will write the Association of Washington Cities for information as to how other cities are handling this type of business. INTERCITY BITS_LIT'E: Mr. J. C. -Pratt reports he has sold his bus franchise and business to Carl A. Hahn of Yakima, and requests that the temporary permit covering the Bus Station Depot be transferred to Mr. Hahn; the council desire to talk with TzTr. Hahn before taking action and have instructed the dity clerk to notify Tdr. Hahn to be present at the council meeting March 21, 1944. TAVERN BAR SERVICE: Mayor Johnston advises that the taverns will all operate their bar service from one to nine P. M. INSPECTION WORK ON SUNDAYS:: Mr.-1,TcGhee states he was called to North 7th and Yakima to make an inspection on sewer connections Sunday March 7th by Mr. Acken, irr6gular cement pipe was being used motion made by Booth seconded by Diermond that providing cast iron pipe can be obtained, they dig this pipe up and make installation according to Ordinance from property line to the sewer motion carried. MISCELLANEOUS: CHAS DIEIROND made inquery relative to obtaining a little gas from the city, for for street and dump inspection now being made with his own car, it was suggested that he take this up with T,Tr. Brickey. CITY PROPERTY: Regarding four lots owned by the City of Pasco located on the corner of Second and Columbia, desired by 17r. Hostetter for garage purposes, TZr. R. 0. Hall to bring in recommendation.
