TROLL CALL: By clerk councilmen present were C. L. Booth, Chas Diemond, W. E. Drennan, V. F. 14arshall and D. F. Rodkey. Absent were D. Byron Baker and M. J. Linderman. City Attorney Karl J1 Grimm was present. REGULAR ORDER Ov BUSINESS SET ASIDE by usnsimous consent. OBJECTION AND PROTEST:: Attorney Ed Davis read the objection and protest of one -hundred and sisth- nine signers who protest against the bonding of the City Water pystem or the revenue therefrom for the purpose of paying for the construction of sewer systems in.which they have no interest and which will not result in any benefit to the property owned by the signers of said protest. Notice was given that if the city council proceed with the above mentioned honding, legal steps will be taken for the purpose of preventing such unlawful confidcating of the property belonging to the signers of this petition) respectfully submitted: At the conclusion of a lengthy discussion Mr. Davis and visitors present were advised that an ordinance covering the financing operations was being drawn and could! be seen at the City Clerks Office soon as completed. ' SELLING CITY PROPERTY:: IJIr. Lape presented a�sketch of a proposed implement building to be erected on Clark Street between 1st and Second, this property is now owned by the city and is being sought fpr purchase by Wendell Brown to accomodate his client 1r. Lape, lots 1129394, and 5, block 13 Northern Pacific plat are envolved. A building 50' wide and the depth of the lot would be placed on the corner lot anwash and paint room -adjacent the main) building the remainder of the 150' would be used for farm machinery and truck displayl. Itlotion made by Booth seconded by Rodkey that lots 1 to 5 enclusive block 13 be sold to Mr. Lape for $300.00 each with the understanding that a building will be erected soon as priorities can be obtained oO',prapert-teverts-bdck.to the.city-mot-ion carried. DESIRES TO PURCHASE CITY OWNED PROPERTY: Mr. Hall filed with the City Clerk a�sketch drawn by Mr. Hostetter of a garage and ramp, would like to bbtain lots 11,12,139149 15 and 16 block 22 Northern P Pacific Plat, neither Mr. Hall or Mr. Hostetter were present therefore a decission was withheld. BROWNING filed an application to operate a small retail store mn North 3rd and Nixon in residential district R-1 motion made by Booth seconded by Marshall that. this application be tabled until this can be taken up with the Planning Commission, motion carried. REPORTS FRO'IM C01MITTEES: The City Attorney states he has sent for application forms to request needed material to make light installation at 7th & Ainsworth and the Park Side Housing. hit° Drennan of the light committee will make an effort to get this work underway.. POLICE .& LICENSI'1vG 14r. Matheson at 1001) West Yakima, has not paid his delin- quent license or renewed his temporary permit for building at the same address. j WATER AND SEWER Pyr, J. W. Cunningham was in the city and went over the pump house, tookmeasurements etc. preparitory to pump installation and will prepare draw -3 ings right away. A separate priority will have to be obtained for the sewer pump and motor; pipe can be purchased on a AA -3 priority up to a valuation of $10,000.00. The intake,pump and motor is new constuction at an estimated cost of $2,500.00 and will require an AA -1 priority. TME KEI!IS TRAILER at -Second and Lewis has not been moved Mayor Johnston states that Judge Driscoll does not have a clear understanding of the case and wishes the City Attorney to see the Judge and make a report. STREET C01191ITTEE, to investigate the contemplated purchase of a grader. Mr. Moen's Improvements on West Henry; Brickey made inquery regarding the type of trees to be planted on West Henry, Park and Margaret motion made by Rodkey seconded by Marshall recommending that Mr. IIoen purchase maple trees for the whole project motion carried.) Brickey suggested that the trees be set 7feet from the side walk and four feet from the curb account tree roots buckling the sidewalks this seemed to meet with the approval of the council. The parking strips in this project were made 11 feet wide instead of the uniform size of 15 feet. Motion made by I.Zarshall seconded by Diemond that the planner be given the opportunity to recommend the spacing and placing of trees motion carried so ordered. Regarding the purchase of gravel for the streets this can still be obtained from Brown's Gravel Pit at $1,25 per cu.yd. which was thought to be a good figure. Brickey reports that the LIORNING SUN DAIRY did not erect a wall adjacent the city yards after requesting the fence to be taken down council favor restoring the fence soon as possible. Paul Savage has requested that his salary be raised to $1.00 per hour he also wishes to continue with the street cleaning work motion made by Rodkey seconded by Diemond that the St. Committee meet with Mr. Savage and 11r. Brickey to derive at something definite motion carried so ordered. CEIaIETERY: The Irrigation District is preparing a deed for 10 acres adjacent the cemetery for $500.00. I:Zarshall each took a copy of Ordinance No 539 to make a study of it. UNFINISHED BUSINESS: EMPLOYING MR. RECTOR: Motion was made by I:2r. Booth seconded by Marshall that the planning commission's recommendation to employ Mr. Rector to set up an over all planning for the city of Paseo be accepted motion carried so ordered., SALARY ADJUSTTTI ENTS: A request was read from the chief of Police to raise the departments salaries as follows, Chief of Police from $205.00 to $225.00 Patrolman from $185.00 to $200.00 per month effective January 1, 1944, motion made by Booth seconded by Diemond that the request be granted motion carried by a roll call vote of five.(5). ' I.4r. Booth requested that the salaries of the Sexton and the Caretake of Voluntee-^ Park be paid in accordance with the 1944 budget motion so made by Booth seconded by Marshall carried by a roll call vote of five(5). Mr. Brickey requests that his salary be raised from $200.00 to $250.00 in accord- ance with the 1944 budget motion so made by Diemond seconded Rodkey carried by a roll vote of five(5). Mr. Rodkey rerfuested that the water departments salaries be raised in accordance with the 1944 budget effective January 1, 1944 motion so made by Rodkey seconded by.. Marshall carried by a roll call vote of five (5).
