D. F. Rodkey. Absent were D. Byron Bgker, W. E. Drennan and M. J. Linderman.

Commander Smith of the Naval Air Base presented plans and spoke'
in behalf of the erection of a_ stage depot on Lewis between the Denver Hotel and the!
Stromme Building, a letter to the building inspector was read. The depot is to be
used by The Washington I.?otor Coach Company, Union Pacific Co. Hanford and Kennewick i
Bus line. The plan is to drive through from the alley loading along side the depot I
then driving across the siddwalk on to Lewis Street this lot appears to the council
inadiquet for this Pype of operation 11r. Booth suggested the possiblities of securing
another location and negotiating a trade as driving across the dide walk onto Lewis ;
is not favored by the council. Mr. Haylett spoke in regard to issuing the building ,l
permit he was asked to hold it up a few days; following a. discussion motion was made]
by Marshall seconded by Booth th--at the plans and permit be held in abeyance until the
Planning Commission has had time to pass on them motion carried so ordered. I
Mr. Cox and hZr;; . Horrigan spoke in behalf of the Stage Depot.
THEATRE IN GRAY_ BUILDING::
Mr. Gregory and Mr. Pearson informed the council that they were
going ahead with their plans to remodel the Gray Building which will be converted into
a Theatre with larger seating capacity than the Liberty Theatre the need of another
theatre was discussed motion made by Booth seconded by Diemond that the Mayor be autriorized
to write th War Production Board informing them that the council sees the need of another
theatre in Pasco motion carried so ordered..:
JUVENAL BUILDING ACTIVITIES
Mrs. Juvenal assured the council that they intended remodeling
the building moved to their property on South 7th., making an addition to the 16X20'
structure and having it face the river also assured the building inspector and council
that a good looking building would be cohstructed-.
BELMONT CAFE ( LOVELAND
Card table license, Chief of Police does not recommend a renewal
gccount of being a police problem. Loveland also requests a new license for the
Ausbnbne 6afe both applications were turned to the Police Committee and Chief for
investigation and report. }
POLICE PAYROLL AND ORDINANCE NO. 525;6
A discussion relative to the salaries of the of the police department
and others whose salaries were raised by the 1944 budget, some of the council members
were of the opinion that the salary raises took effect January 1, 1944 and others
that they were 'raised at the councils option; The City Attorney pointed outbthat the
1944 budget spacificially sets out the salaries to be paid according to position
motion made by Booth that the salaries go through as of December 1943 motion died for
the want of a second the attorney further states that in either case if the December,
1943 rate of pay is used or the January 1944 budget an adjustment could be made the
following month. Motion made by Diemond seconded by Marshall that the salaries be paid
according to Ordinance No. 525, also that the Civil Service Board be notified by letter
motion carried so ordered. Brickey states that Paul Savage is asking that his salary
be raised from .90 cents per hour to $1.00 per hour, motion made by Diemond that Paul
Savage's salary be raised from .90 cents per hour to $1.00 per hour motion died for
the want of a second. This was turned to the Street Committee for consideration and
report. i
BILLS:: Current bills against the city were read motion made by Booth seconded
by Diemond that all bills properly signed and approved be paid motion carried by a roh>1 call
vote of four.

APPOINTI/IENT: J. S. Bamford;;
A letter was read from Mayof- E. S. Johnston advising the appointment of Jame
S. Bamford as temporary patrolman on the Police force effective date January 20, 1944.,
PACIFIC POWER & LIGHT AGREEMENT: �
A letter was read from the Pacific Power & Light Company in connection with the
granting of an easement for transmission and distribution lines across blocks 40 & 41,
stating, that in the event said poles and appurtenances shall interfere with city con-
struction the.Pacific Power & Light Company will move poles and appurtenances to another
location on said premises in line with adjacent poles of said transmission lines. I
DESIRES TO PURCHASE LOTS FROM, CITY:
i Two letters were read from Wendell -Brown raising the price, formally offered,
for city owned lots, council request that this correspondence be held over to next meet-
ing.
CONDITIONS AT BUS DEPOT:::
A letter was read from the Health Department reporting on sanitary conditions
at the Bus Depot operated by J. C. Pratt, the only steps taaen toward improvement was to
install lights out side the building, motion made by Idlarshall seconded by Booth that I:;r.
Pratt be informed that conditions have to be changed and toilet facilities be made avail-
able as agreed upon or building moved motion carried so ordered.-

SEVIER & WATER: Mr. Rodkey read a letter from T'7r John W. Cunningham relative
to the suction line and pump stating they would prepare a proposal on the pump and in=
take work and submit it to the council, '
POLICE & LICENSES: The PChief of Police recommended the renewal of card table
license to IIrs, -A. L. Buchanan at the Buchanan Cafe. Ausbarn's Cafe_( Al Loveland)
I,Tr. Loveland presented an application for a business license to operate the Ausborn
Cafe this was held up in connection with application to renew card table license at
the Belmont Cafe. Chief of Police McKibbin was present and stated to 16'. Loveland and
the council that he would not recommend a renewal of the card table license, both ap-'
plications were.held up for further investigation. A card table license renewal ap-'
plication was presented by Geo Austin Jr for the Ace Pool Room motion made by T4arshall
seconded by Booth to grant the license motion carried.
THE PURCHASE OF A MACHINE GUN AND REVOLVER was discussed with the Chief of
Police motion made by TIarshall seconded by Diemond that the chief go ahead and make the
purchase motion carried so ordered.
SERVICE_EASEIJENT ON_A"A" street will be granted by the Northern Pacific Rail-
way Company soon as definite locations are determined so advises the City Attorney.
CITY ATTORNEY to see about obtaining priority on pump, pipe and intake while,
in Seattle Washington this week end.
TAISCELLANEOUS:°
The city clerk.furnished each member a copy of the December 1948 budget
of all departments.
