CALL TO ORDER, Meeting called to order at eight oclock P. M. by Honorable I,Tayor Protem
D. F.`Rodkey and turned to Honorable Mayor E. S. Johnston.
ROLL CALL: By Clerk councilmen present werd C. L. Booth, Chas Diemond, W., E. Drennan,
M. J. Linderman and D. F. Rodkey; D. Byron Baker and V. F. Marshall arrived a few
minutes late. City Attorney absent.
READING OF THE MINUTES:
Minutes of the previous meeting were read and approved.
REGULAR ORDER OF BUSINESS SET ASIDE through a motion made by Linderman
seconded nby Drennan carried so ordered.
TEMPORARY BUILDING PERMIT GRANTED SHEET*TMETAL WORKERS:
A letter was read -and Mr. Clise spoke regarding the erection of a frame
office buildingon a lot owned by Horrigan and Horrigan across -the street on second
from the present Labor Temple, a sketch was presented showing the size to -be 12±16' '
one story at an estimated cost of $600.00 motion made by Booth seconded by Drennan
that a temporary permit be issued for 90 days subject to renewal, the matter of flue,
construction up to the building inspector building to be finished with siding and

GRIGG REQUESTS THAT C-1 BE EXTENDED:: ,
Mr. Grigg has constructed a basement.on his property at 7th & Lewis and 5
desires to add'a story to the structure to be used for a store building therefore
requests that the business district C=1 be extended following a discussion motion ;
was made by I,Tarshall seconded by Linderman that a recommendation be made to the
Planning Commission to extend C-1 west on Lewis to 10th encluding the width of"one
block on either 'side continuing to 11th south on llth to "A" east on "A" to 9th
north on 9th to West Columbia motion carried so ordered. ;
CARD TABLE LICENSE FOR JAMES IiTcALEENAN::
License application for card tal5les in the Rainbow Cafe and reference
letters were read and considered Mr'. McAleen was present Motion made by Linderman
seconded by Drennan that the license be -granted motion carried so ordered.
ENLARGIh1G KIRK'S STATE DEPOT::
Merle Kirk and Warden Fann presented Plans to enlarge the Stage Depot by
the addition of a room on the east side 181X 26' toilet facilities will be enlarged
and a concrete retaining wall also on the east side on the back of the lot improve-
ments to conform with building code council has no objectioygto the extension.

FIRE DEPARTI,TENT SERVICE COVERAGE ''HOLTS"
A letter from Wendel Brown to V. F. I-Tarshall was read stating Gene Holt
and his Mother Mrs. Anna Holt have secured coverage up to $50.00 each for expense up
deo that amount resulting from having to call the fire department to their places
just beyond the city limits to the North motion made by Linderman seconded by Booth
that the protection by Fire Insurance coverage be granted motion carried so ordered.,
E. D. WILMOT OF THE SUNRISE CREA.IVERY COMPANY::
Mr. Wilmot desires to purchase lots 8,9,10,11, and.12 in block 4 Northern
Pacific Railroad Company's Plat to Pasco, Washington, motion made by Booth seconded
by Drennan to sell the above mentioned lots to 117. Wilmot for $150.00 each making a
total cost of $750.00 motion carried so ordered.
WENDELL BROWN OFFERS TO BUY CITY PROPERTY:
A letter was read from Wendell Brown offering to purchase lots 1,2,3,4,and-
5 in block 13 Northern Pacific Rainroad Company's Plate to Pasco, Washington $1000.00
Another letter from Wendell Brown states he wishes to bid $1200.00 for lots 11,12,13,
149 15,and 16 block 22 Northern Pacific Railroad Company's Plat to Pasco, Washington
motion made by Booth seconded by Baker to reject Mr. Brown's offer and bid motion
carried so ordered.
MONEY TRANSFER::
A letter was read from the City Treasurer requesting the following transfers
From Current .Expense to Library $4,788.40
From Cubtent Expense to Street $7,000.00
LAW ENFORCEI,TEPIT SCHOOL:: I
Mrs. Forrest Campbell made a retfuest by letter to attent the 5th Law Enforc',e-
ment School to be held in Pullman motion made by Linderman to place letter on file
motion died for the want of a second, it was recommended that the Committee and
Police Chief make decision.
REPORTS FROM CO181ITTEES:: I
FIRE AND LIGHT: Fire Committee recommend that a Fire Chief be hired as soon
as one can be l"ocatedmention was made of Bill Taylor now working at the Reconsignment
Depot committee to make further inquiries; it was thought that $185.00 or $200.00 I
per month should secure .a chief,
POLICE C01,04ITTEE met and recommend the purchase gun or high powered rifle
and a revolver machine gun and extra clips to cost approximately $100.00 and revolv?r
$26.50 they wish to make this purchase from the Federal Laboratory Inc. in conclusion
it was decided to hold up decision until next meeting to check on prices. The Committee
also recommend the hiring of another patrolman to assist with meter work as Paul Sheley
will be unable to put in as many hours in the future motion made by Linderman seconded
by Rodkey that another patrolman be hired motion carried so ordered.

TOILET FACILITIES AT THE ENTERURBE_N BUS DEPOZ_aRD AND LEWIS:
It has been reported that there are no toilet facilities in connection with the
F. bus Depot and very unsanitary conditions exist on that location motion made by
Baker seconded by Marshall that the City Clerk contact the Health Department and
request an inspection and report motion carried so ordered..
WATER AND SEWER: OVER ALL SEVIER PROJECT::
Plans. specifications and data bnvthe over all sewer project have
been received by the Water Department from John W. Cunningham, this will enable the
city to call for bids on contract•, committee to mebt with Water TIla.nager Sunday to
make a study of the plans in case legal advice is required a local Attorney will

be obtained account City Attorney being out of the city.
WATER MAIN AND INTAKE:
A letter was read from John W. Cunningham reviewing the existing
plant and intake, arrangements for an additional pump and motor, ratings of existing
pumps, coAst of horizontal type pump amd motor and a further recommendation that
cast iron"pipe be purchased for the second 18" line to connect with the distribution
system, however plans and specifications were not submitted on the intake; at the.
meeting to be held Sunday the committee will make recommendation on what action to
take.
STREET COM. CITY LOTS TO PORT DISTRICT::
The Port District wishes to purchase lots 11 and 12 in block 36
Riverside Addition to Pasco, Washington; street committee wishes the council to
set price lots are 42' motion made by Booth seconded by Rodksy that the lots be
offered to the Port District at $50.00 a piece. motion carried so ordered.
MR. SAILOR REMOVES TREES FROM PARKING:
Mr. Sailor residing at 7th and Shoshone removed trees from the
parking without permission from the city this was turned to the Street Committee
to bring.in recommendation.
There is nothing to. report on priority for grader;
Marshall to obtain information on securing road oil.
JUVENAL PROPERTY_:
The petition declaring Juvenal's building activities on South
7th were mentioned Mr. Juvenal has made no further improvements, Mr. Haylett stated
a permit to move two buildings from one piece of property to another was obtained
stating at the time he intended to remodel one for a house and the other -for a
fuel shed. But so far he has been unable to get a contractor 1�2r. Merritt will be
obtainable about March the 1st. 1944.
CITY ENGINEER:
The need of a city engineer was mentioned it was thought one might
be obtained for part time work at approximately $25.00 per day; Diemond Suggested
J. W. Hamilton, it was recommended that Mr. Hamilton be contacted and inquery made
as to his planning interests. Ilembers to think this over and bting in opinions.
CITY BUILDINGS: Drennan reports a radiator has been installed in the Shore Patrol
office.
PURCHASING CEMETERY PROPERTY: I
PARKS AND_ CE14E ERY_: The Irrigation District Secretary has been contacted regarding
a better price on proposed purchase. i
LICENSES: Mr. I:7atheson 6betator of the Appliance Shop is still
delinquent the 1943 business license; Renewal permit for a temporary building on,
Yakima and 9th has not been requested, no record in city clerks office.
REPORTS FROM OFFICERS:
Water Managers Monthly report was read.
City Treasurer's December and annual reports were read.
Building Inspector's December and annual reports were read.
Police Judge's report fnr December was read.
Report from the Police Chief on trailers was read.

Cafe was held up for check by the police department motion so made by Marshall
seconded by Baker carried so ordered.
W. P. Godfrey's application for card table license renewal at Bill's Place was
granted.

R. C. Stewart operator of The Mint at Lewis and Tacoma was granted a card table
license renewal.
Richard Taylor operating The Palm Cigan Store was granted a card table licensee
renewal.
Mr. A. A. McDonald's application to operate a card room adjacent Dolly's Cafe
was granted motion so made by Marshall seconded by Linderman carried so ordered.
Frank Detwiler an exservice man wishes to sell furniture and auto polish made
by himself, motion made by Marshall seconded by Baker that the license be granted
motion carried so ordered.

A party desiring m+to serve food under an Awning, simular to curb service, at the
Dolly's Cafe was advised to contact the Health Department.

The Police Committee recommend that Mrs. Forrest Campbell attend the conference
to be held at Pullman Washington January 25 & 261 1944 and be allowed expenses
up to $25.00 motion so made by Marshall seconded by Baker carried so ordered.
APPOINTMENT::
Mrs. Hill Williams was reappointed as a member of the Library Board for a term
of five years,terminating December 31, 1948. Appointment approved unanimously.
