Rodkey presiding. ROLL CALL: By Clerk Councilmen present were C. L. Booth, Chas Diemond, Va. E. Drennan, V. F. Marshall and D. F.'Rodkey. D. Byron arrived a few minutes late. V. F. Marshall was absent. This meeting was called to authorize the return, to The Curtis Gravel Company a check in the amount of $2000.00 which was placed on deposit with the City of Pasco' pending the fulfillment of an agreement. { GRAVEL PIT AGREET.JENT:: DEPOSIT REFUNDED:: The gravel pit agreement with the Curtis Gravel Company was reviewed and conditions at the pit discussed the committee recommend tlhaththe deposit of $2000.00 be returned account. -terms of.the agreement having been fullfilled; motion made by Booth seconded by Drennan to accept the committees recommendation and return the check to the Curtis Gravel Company motion carried so ordered. RIGHT OF WAY EASEMENT::: PACIFIC POWER & LIGHT COMPANY Mr.Skill of the Pacific Power & Light Company was present to discuss with the council.the installation of an electric power transmission and distribution line. Eliminating radio static seemed to be the factor delaying the agreement on signing or granting the easement; Mr, Skill stated that the present method of insulation prevented radio interference except om cases of a break down in the system or an accident of some sort; the council present agreed to drive out under the present Bonneville line for a test with the -radio in Mr. Skills car; motion made by Linder- man seconded by Diemond that the easement be held up until next regular meeting pending the investigation and test under the high tention line and report of the findings motion carried so ordered. WATER IN1TAKE:: Mr. Rodkey made inquiry of the Pity Attorney as to what steps had been taken toward securing authority or permission to inttall another.intake in the river for . for the proposed main installation; He was advised that plans would have to be sub - to the District Engineers Office.in Portland Oregon. PARKING METERS:: Mr. Diemond suggested that the parking meter time be relaxed during this busy season this was not favored by the council. Removing meters in front of the Post Office and apinting a loading and unloading strip was discussed in conclusion each member is to give this some thought and report at the next regular meeting. REGULAR ORDER OF BUSINESS SET ASIDE through a motion madd by Marshall seconded by Linderman carried so.ordered. ADDITION TO DOLLY'S CAFE FOR CARD ROOM::: ° Mr.T:RcDonald desires to build an addition of one room to,Dolly's Cafe to be. used as a card room; the plans were discussed with the council! and building in- spector,who advised that the east wall of the building be placed as close as pos- sible to Austin's building to prevent a catcl all space between the two buildings. The roof is to have a three foot fire wall on three sides and is to be constructed in accordance with the fire and building codes. As for the card table license three or more letters will be required for reference substantidt--icharactor business record etc. REGULAR ORDER OF BUSINESS RESUMED by unanimous consent. COTe-11'UNICAT IONS: BIDS ON CITY PRINTING: The following hid was received from the Pasco Herald $1.00 per 100 words for the first insert and .800 per 100 words for subsequent insertions. Motion made by Marshall seconded by Booth to accept the bid motion carried so ordered. REPORTS FROM COT&JITTEES: FIRE AND LIGHTS: The shoe shine stand near the Belmont cafe has been removad. motion made by Marshall seconded by Diemond that before Mr. Loveland's License is ' renewed for the year 1944 that a report be obtained from the Health Department also number of complaints registered at the police station; motion carried so ordered. St. lights are needed at the Park Side Housing project, also at 7th and Ainsworth light committee to bring in report on number of lights .badly needed also material needed to make the installation. Ed Goulet is trying to obtain a tube for the electric eye on Third and Lewis. POLICE &_LICENSING; City Clerk advises that five business licenses remain i unpaid, this was turned to Mr. McKibbin Chief of Police to call on each one and try to collect. MR. DEPUE_appeared at the City Cler$s office for a renewal of his trailer camp license but stated that the changes to be made before the renewall had not been made and that he desires to have the two out door privies remain he says he will locks them up and they would be used only in case the sewer got out of order motion made by Rodkey seconded by Marshall that the cohtract made November 16, 1943 with Mr. De Pue be enforced motion carried so ordered. MR. LAYTIAN'S_request for card tables in the Pasco Lunch formally known as the Duck Inn, was turned to the License Committee, December 7, 1943. MRS. SAWYER'S VOUCHER covering meals served prisoners for the month of Nov. in the amount of $102.20 was read and ordered paid through a motion made by Booth seconded by Marshall carried by a roll call vote of 6. Mrs. Sawyer informs the Council that the price of meals for prisoners would,be .40O in place of .35¢ from December 1, 1943 motion made by 1:1arshall seconded by Linderman to accept the raise and continue with Mrs. Sawyer motion carried by a roll call vote•of six. HOSTETTER'S REPAIR BILL on the police panel following Buchanan's accident with firs. Simenton�July 1942 was turned to the Chief of Police, the bill can be paid and a claim made later if this is in order. JUVENAL'S_BUILDING ACTIVITIES on west 7th were discussed; also buildings being erected back of the West hotel in conclusion a motion was made by Rodkey seconded by Diemond that a committee be appointed to set out amendments or ordinance to take care of situations such as these, by checking the existing ordinances and make recommendation of changes needed and not now covered motion carried so ordered. Mention was made to the effect that Frank Cole's cabins on the east side were coming along all right. WATER AND SEWERS: OVER ALL SE71ER PROJECT: J. W. Cunningham informed the council that ±kx work on the plans and specifi- cations wase finished and would be forwarded to the city in a day or two,then call! for bids can be called after after,the first of the year and get contract awarded. II One change in the plans was mentioned the sewer line origanally planed to come down, 9�hhwas moved to the alley between 9th and 8th in College Addition to Pasco. The City Attorney advised that the county engineer would open up alley not plated. A temporary survey has been made all over the city. SECOND MAIN INSTALLATION & INTAKE:: Mr. Cunningham was approached regarding a water main installation & intake it was suggested that the water committee and water manager get together with Mr. Cunningham after this meeting to line this work up. STREETS AND ALLEYS REMOVING PARKING METERS: A discussion regarding parking meters in front of the Post Office, their violations etc. changing time on the meters to ten or twelve minutes or removing meter heads wase: suggested, the committee recomd removing the meter heads motion made by Booth seconded by Diemond that signs be installed on the posts where heads are removed and that they read ten minute parking day or night motion carried so ordered. GRADER: Purchasing a grader was discussed the street superintendent states very definately that a new grader will be needed this spring, street committee to take steps toward securing a priority. { u PASCO, WASHINGTON, REPORTS FROM COTU-IITTEES CONTINUED::, 4 PARKS AND CEMETERY: A letter was read from the City Treasurer regarding the sale of Franklin County Property'to I.Zr. Ray B. Lee motion made by Marshall seconded by Booth that the City Attorney give the City Treasurer a letter clearifying this account motion carried sot ordered. PROPERTY ADJACENT CEMETERY:: A sketch of the available property adjacent cemetery waspresented by 14r. Booth this shows 10 acres on the north that could be purchased for $500.00 ttais price was thought - to be a little high motion made by Ida.rshall seconded be Rodkey that the committee get a list of the unused graves and make recommendation to the council motion carried so ordered. REPORTS OF OFFICERS:: The City Treasurer's monthly report for November was read. The Water Manager's November report was read. The Building Inspector's for November was read. Police Judge's reports for July, August and September were read. The.City Clerk furnished to each member a monthly budget report of all departments. READING OF ORDINANCES:: ORDINANCE N0. 522. AN ORDINANCE AMENDING SECTION SEVENTEEN OF ORDINANCE NO. 424 RELATING TO THE LICENSE ING OF CARD ROOMS, POOL AND BILLARD HALLS. The license for one table will be $80.00 and $60.00 for each additional table by the year. Motion made by Marshall seconded by Rodkey that Ordinance No. 522 has been given the second reading motion carried so ordered. Motion made by Marshall seconded by Diemord that Ordinance No. 522 be given the third reading motion carried so ordered. Motioni made -by Marshall seconded by Linderman that Ordinance No. 522ihas been given the third .reading motion carried. Motion made by Marshall seconded by Linderman that Ordinance No. 522 be adopted motion carried by a roll call vote of six. MISCELLANEOUS:: BUS STOP AT VOLUNTEER PARK:*, It *as decided that Fourth and Nixon was the best placd for the Victory Bus to stop and that the shore patrol be notified to place sights to stay off the grass.
