Honorable Mayor Protem D. F. i Rodkey presiding. - i ROLL CALL: By clerk councilmen present D. Byron Baker, C. L. Booth, Chas Diemond, W. E! Drennan, V. F. Marshall and D. F. Rodkey. M. J. Linderman was absent. BREADING OF THE MINUTES: - Minutes of the previous meeting were read and approved. BILLS: The current bills against the city were read as follows, motion madd by Booth seconded by Diemond that all Vouchers properly signed and approved be paid motion car - tied by a roll call vote of six. A voucher presented by the Mayor in favor of Ray P.; Perkins covering the purchase of Christmas trees in the amount of $269.50 was discus- sed and held up to consider funds -etc. A voucher in favor of Mrs. Gertrude Speier presented June lst 1943 in the amount of $50.00 was reviewed council favor obtaining i signature of the civil service board chairman before being author -zed.- A voucher presented by the Empire Electric Co., for $523.76 was held up to check tr h' cc.. cs material. + CURRENT EXPENSE: � WAR. Total 8870.69 BLANKET FIRERINSURANCE, GRANT_STRINGHAM: Mr. Stringham spoke to the council regarding the increase in valuation on fire insurance phe*,blanket policies carry Iap90% ydl'uation coverage, following a short dis- cussion approximately $6,225.00 was added , the valuation of the bell tower was elimin- ated. Motion made by Booth seconded by Diemond to accept the valuation increase motion a carried so ordered. LIBERTY BUS STOP AT VOLUNTEER PARK: Fred Schuneman reports the grass is being tramped out where the bus loads and unloads at 4th and Nixon, suggestions were made and in conclusion motion was made by Booth seconded by Diemond that contact be made with the commanding officer or the shore 1 patrol- officer and request that the bus stop be made at the main enterance of the park; across from the Courthouse motion carried so ordered. TRAILER AT 613_COLUMBIA ST_ A man owni4g and living i$ a trailer at �-Columbia requests permission to remain in the present location as the trailer is connected with the sewer and he is employed at the Hostetter garage, he had been served with a notice to move from the Police Dept. the council is not in favor of breaking down the Ordinance and therefore upheld the actio of the Police. REGULAR ORDER OF BUSINESS RESUMED: By unanimous consent. P C01,1UNICATIONS: LIGHT AT AINSWORTH AND 7th; A letter was read from the Housing Authority requesting that a light be installed i at the intersection of Ainsworth and 7th, motion made by Booth seconded by Baker that thiw be turned to the Light Committee for investigation and recommendation motioh car- ried so ordered. GRADERS AVAILABLE: A letter was read from the Webb Tractor Company stating graders had recently been made available for civilian use and the city might wish to have their previous applica tion reconsidered motion made by Bakeh seconded by Booth that the street committee look into this and make a report motion carried so ordered. Two letters were read from the Nelson Equipment Company to I. N. Brickey, they desire to rent a grader to the city for $495.00 per month for a period of six months at the end of such time the city could purchase with a credit of 95% of the rentals, this was also turned to the Street committee. TURNOUTS FOR FIRE DEPT: A letter was read from the Nelson Equipment Company regarding a PD-lA form on turnouts, the clerk was instructed to sign forms and return. L.I.D. PAYMENTS: A letter was read from the City Attorney regarding payments on out lawed L. I. D. bonds for the purpose of clearing title to property; he advises that this money be received and held in trust for the bond holders; Plot ohgmAde bysBoothos.ecbnded by Mar- shall that the proceedure outlined by the city Attorney be followed motion carried so { ordered. During a discussion that followed it was brought out that where the amount against the property is recorded at the courthouse that the recorded amount and interest be collected, where no amount has been certified with the County Treasurer interest will also be collected; Motion made by Marshall seconded by Diemond that the City Treasurer .I be authorized to accept delinquent payments on L. I. D. Bonds including interest motion; carried so ordered. 1; ` iIPETITIONS: LOTS 1 & 2 BLOCK 1 NORTHERN PACIFIC PLAT Violet J. & Adelbert H. Avery petition1ths Council tovacatelots 1 & 2 Block 1 in Northern Pacific 'Plat, to Pasco notices of � petition to vacate were furnished the city clerk for posting; RESOLUTION NO. 211 requesting the vacation was also read motion made by Baker seconded by Drennan to adopt the resolution motion carried so ordered. '� �il 936 PASCO, WASHINGTON, PACIFIC POWER & LIGHT COMPANY'S EASEMENT OVER BLOCKS 40 & 41. The right of way easement requested by the Pacific Pourer & Light Co. was discussed motion made by Marshall seconded by Baker that the easement be tabled until a letter has been received from -the -Pacific Power & Light Co to the effect that radio interference will f be eliminated motion carried so ordered. REPORTS FROM COMMITTEES: STREETS & ALLEYS: N.P. blocking Ainsworth Ave., was discussed at length the City Attorney advises that the yardmaster thinks this can be worked out now in satisfac-: tory manner by moving the block signal west of Ainsworth. It was reported that the Hanford Bus stops in the alley back of the Gray Bldg in sueh a manner that they block the traffic Chief of Police to straighten this out. j WATER & SE71ER The Navy Air Station has requested, through Ensign Yandre, that a light be placed on top of the wa-ter tank back of the Courthouse, the committee recommend giving the•Navy authority to make this installation Motion made by Marshall seconded by Baker to accept the committees report. City Clerk to so advise. POLICE AND LICENSING: Austins Grill has not secured a license for the Grill, and the card table -license has not been recommended motion made by Marshall seconded by Baker that the operatorn.of the Grill be notified to refrain from card playing until the ordinance has been complied with. City Clerk to so notify, Chief of Police will make inspection. PARKS & CEMETERY:- The Cemetery Committee report that Lee Perry and the cemetery bus- iness envolving the sale of lots belonging to the County has been straightened up. FIRE AND LIGHT: A letter was read from the Rating Bureau to Karl J. Grimm regarding a light fire truck, they recommend the purchase of a standard pumper in order to retain the present fire insurance classification of the city, no action was taken. MISCELLANEOUS: PRATT'S TEMPORARY BUS STATION: The temporary bus station was discussed motion made by Baker seconded by Marshall that the chief of police instruct Mr. Pratt to cover the building with a Biding simular to that used by the Federal Housing Authority on their buildings motion carried so ordered. CAPE LICENSE FRANK ENG: A license was requested by -Frank Eng to operate a cafe motion -made by Drennan seconded by Booth that the license be granted motion carried so ordered. CARD TABLE LICENSE, MR. LAYMAN: Mr. Layman made application for a license to operate two card tables in the Duck Cafe, this was referred to the license committee. REPORTS FROM OFFICERS: The Police Departments activity report for November 1943 was read.
