REGULAR MEETING COTrTJITTEE ROOM NOVEMBER 16 1943.
CALL TO ORDER: Meeting called to order at eight -twenty P. M. Honorable Mayor E. S. Johr
s ton presiding.
ROLL CALL By Clerk councilmen present wereS. Byron Baker, C. L. Booth, Chas Diemor
V. F. Marshall and D. F. Rodkey. Councilmen absent were M. J. Linderman and
W. E. Drennan.
READING OF THE MONUTES:
Minutes of the previous meeting were read and approved.
REGULAR ORDER OF BUSINESS WAS SET ASIDE through a motion mgde by Rodkey
seconded by Marshall carried so ordered.
FILTRATION PLANT::
Mr. F. T. Evans, Dr. Kaiser and Lt. Terrell conversed with the council
regarding the proposed filtration plant. Mayor Johnson gave a summary of trans-
actions to date; Lt. Terrell stated the river water samples submitted to the
state health department registerdd p( good tests Mr. Kersher of the local health
deaprtment mentioned the tests showing timidity which was varified by Lt. Terrell.
Mr. Evans, Dr..Kaiser,aLt. Terrell, Mr. Kersher and D. W. McGhee are to meet at
eight A. M. November 17, 1943 to go through the pumping plant.
DePUE'S TRAILER CAMP PERMIT;
Ir. DePue requested a renewal of his temporary permit and also that the
time �e_t4me be extended to one year from Notember 10, 1943, Mr. Kersher repbr is
he has recently inspected the camp and 'found it in very good condition spacing
and sanitation 0. K., at this -time the camp has- 19 trailers and uses two privies
besides the sewer installations, the.council does not favor the use of privies
within the city limits and will extend the time of the temporary permit when re-
newed to one year if two more flush toilets are installed; with the present ac-
comodations 15 trailers with no children should be the MAximum motion made by
Diemond seconded by Booth to grant a temporary License for one year providing two
more flush toilets are added if more than 15 trailers are to be parked in the
camp; but, for 15 trailers or less the present installations will be sufficient;
the two out side privies must be removed,motion carried so ordered.
KENNEWICK BUS DEPOT:: MR. PRATT'::
Mr. Pratt desires to erect a temporary building at 3rd and Lewis back
of Dolly's Cafe would load and unload on the lot, building would be 15' by 30'
single construction; He states he has been unable to make a deal on -any thing
germinate up to this time motion made by Marshall seconded by Diemond that Mr.
Pratt be granted a temporary permit for a period of six months to construct a
temporary building not to exceed 20' X 30' for the purpose of housing bus pass-
engersjPkbo be located on the south east portion of the lot behind Dolly's Cafe
at Third and Lewis,, he will also be required to deposit the sum of $200.00 to
guarintee the removal of building at the expiration of permit; Motion carried so
ordered.

J. W. CUNNINGHAPrIS PROPOSAL::
A letter was read from Mr. Cunningham which states he is sending a llr
Jaros, civil engineer to,P sco to obtain data needed for profiles. He also
submits a proposal, whicAccepted will supercede the agreement for the prelimin-
ary report and the amount agreed upon will be considered a progress payment there
on the proposal reads as follows " We will prepare detailed construction plans an
specifications and contract documents, will assist in the tabulation of bids and
award of contracts, will stake the work and provide superbision.of construction o
the project now proposed for six percent (6% ) of the actual construction cost, t
be paid as the engineering work progresses with not to exceed three percent (3o)
upon delivery of plans and specifications: Upon acceptance cf this proposal by.
the council, we will submit a contract in customary form expressing this proposal
and subject to approval by the City Attorney: Motion made by 11arshall seconded
Diemond that the proposal be accepted motion carried so ordered. Dity Attorney
to inform Mr. Cunningham of action -taken.
A letter form the National Institute of Municipal Law Officers totYhv
Ma;dr was read suggesting that the City Attorney Karl J. Grimm attend the war and
post war conference to be held In Chicago,Ill.Deo.ember 1921& 3 1943. The council
feels that owing to the development of the sewer project etc it would be difficul
to be without his services at this time motion made by Diemond seconded by Booth
that the City Attorney remain 4h th-eecity motion carried so ordered.
REPORTS FROM COM14ITTEES:
POLICE AND LICENSR'_"Committee reports the uniforms for the police have
been ordered. This committee recommends that MARY YAMAUCHI'S request for a Cafe
license be declined motion made by Booth seconded by Marshall to accept the commi wee
tee's report motion carried so ordered.
WATER & SEWER; Committee chairman handed in a report recommending im-
provements to the water system as follows; 1st a new 24" main & fittings from pun
house to "B" St; 2nd. A 16" intake capable of supplying 2400 G.P.M. 3rd. 150.H. .
turbine pump. 4th. Installation of intake if this be required. 5th. New flow
pump for new.line also chlorinator if necessary. 6th. to buy cast iron pipe nece -
sary to repay main that is in bad condition water manager will present figures
on pipe. J. W. Cunningham to be employed to prepare estimates on new pipe fittin s
etc mentioned above by items 1 to 5, inc. Steps should be taken right away to
obtain priority needed in call for bids data.. Motion made by Marshall seconded
by Booth that permission -to advertise for material to be used in maintenance work
which is estimated at approximately 10,000 feet of cast iron pipe,and fittings;be granted
Alsgfthat the Water Manager be authorized to call for bids and set hearing date
motion carried so ordered.
CEMETERY: The cemetery committee met before the council meeting with
the City Treasurer and Sexton discussing the way lTr. Lee Lts handling the purchas
and payments of graves this was turned to the Committee for further investigation
and to make recommendation.
