CALL TO ORDER: Meeting called to order at eight -twenty P. M. Honorable Mayor E. S. 'Johns-
ton presiding.
ROLL CALL: By Clerk all members of the --council were present.
REGULAR ORDER OF BUSINESS SET ASIDE through a motion made by Rodkey
seconded by Linderman carried so ordered, to discus the
OVERALL SEWER PROJECT::
Mr. J. W; Cunningham met with the committee this forenoon reviewed the
proposed projects and prdviously submitted estimates, some changes were made in
the estimates. The installations and extensions were set up in:-seven'tnitssas
follows, NUMBER ONE UNIT takes in all the erea east of the tracks to Sycamore lit::
the main would extend from the manhole at Lewis St., and Tacoma for $39,000.00,
another route figured on dor .the same erea extends south on main crossing the
tracks from East Shoshone to Columbia, the first route east from Lewis St.., and
Tacoma would be the cheapest by $10,000.00. UNIT NUMBER TWO Owens Addition can
be served from a manhole at First and "A" for approximately $169900;.00;
UNIT NUMBER THREE Gray's Addition will drain into the esisting sewer by gravity
to outlet across Railroad St., for $18,700.00; UNIT NUMBER FOUR West from man;!<
hole at Fifth and Ainsworth west side of town on Ainsworth to 9th, $22,700.00;
UNIT NUMBER FIVE West 9th to Ship known as 14th to Washington, six blocks feed-
ing down from Ainsworth encluding the Chelan extension, Chelan is known as 12th,
this erea would require a lift by pump and would cost approximately $20,000.00;
UNIT NUMBER SIX The erea west of the School to Lucas and north of the track to
Sylvester this would flow -by gravity at a cost of approximately $62,200.00;
UNIT NUMBER SEVEN thre:-d _blodk5 b:etWifeIri 5th aha <7th and A" and "B" for $6 800.00;
this makes a total of $187,100.00, a sewer treatment plant for $50,000.06 which
makes the overall total of $237,100.00. Setting up the project by units was
discussed and it was decided to omit the east side unit number one and Owens
Addition unitcnumber two for the Lime being and call for bids on the project
by units the vital ereas to be devel6ped first, this reduces the total by unit
to five and the amount $131,200.00 for sewer installation, in conclusion a motion
was made by Rodkey seconded by Diemond that Mr. Cunningham prepate callE, for bids
on the five projects as mentioned excluding unit number one east of the tracks
and unit number two Owen's Addition motion carried -by a roll call vote of six
Booth voting nay Mr. Booth questioned establishing a sewer in the low peace west
of 10th, as to the effect the Umatilla Dam would have on the project Mr. F. M.
Ackley of Pathe -Rice and Company of Spokane explained that the Government would
no doubt compensate the city for erea effected by high water, Mr. Booth changed
his vote to yes favoring the call for bids; An amendment was made to the motion
that call for bids be worded in such a manner that it can be bid on as one pro-
ject
roject or five separate units to be accepted or rejected in the same manner Rodkey.
and Diemond accept the amendment; the second amendment that the financing plan
proceed according to chapter 193 laws of 1941, and to make the sewer system a
part of the water system was accepted by Rodkey and Diemond as an amendment to th
motion both amendments were accepted unanimously.
Mr. Cunningham states that Harold Blanton has only furnished elevations
at entersections and that profiles will be needed for detail work, he would like
to make arrangements with Blanton right away, it was thought that Blanton would
not have time to do this work at once; Mr. Diemond made an eff obt to locate Mr.
J. Hamilton -and have him contact' Mr. Cunningham at the Hotel Mondy A. P-4. November',
8th. In case 1,7r. Hamilton or Mr. Blanton were not available Mr. Cunningham would
try to obtgin an engineer in Portland to send here for the date:.
Several methods of financing were discussed, taxing the property owners
directly fendfited was mentioned but there seemed to be no way where by part of tI
people could be taxed; City Attorney to obtain an opinion from the State A�torney
Interest bearing callable bondsbbearing 22% to 3% issued in serial numbers to ex-
tend over a period of from two to twenty years WAs considered at this time; the
agreement with Richards & Blum, Inc. signed September 9, 1943 was mentioned by
Mr. Merrill and an extension of time for 60 days was requested motion made by Rodd
key seconded by Linderman that the agreement be extended to January 9, 1944 b -Y

Paine -Rice & Company bond brokers of Spokane Washington were represente
by Mr. Ackley who desired to purchase revenue bonds at this time, read and ex-
plained an agreement or contract of purchase; $150,000.00 was the amount set to
be raised by bond issue the agreement was discussed at length a few changds made
agreement to be recopied tomorrow morning in the City Attorney's office motion
made by Booth seconded by Rodkey that the agreement be accepted as corrected
motion carried by a roll call vote of seven.
REGULAR ORDER OF BUSINESS RESUMED by unanimous consent.

AUGUST KLUNDT ASST' PUMPER:.
Regarding the resignation and grievigance of Mr. Klundt handed to the committee
at the last regulab meeting; Motion made by Rodkey seconded by Booth that this
be turned to the Water 112anager to handle as he sees fit; alsoauthorized to hire
another man in case he deems it necessary motion carried so-orddred.
ADJOURNMENT:
Motion made by Marshall seconded by Linderman that the meeting adjourn
to next regular meeting night November 16th 1943, Tuesday eight oclock P. 14.
