CALL TO ORDER: Meeting called to order at eight -twenty P. M. Honorable T-Ta-yor E. S. Joins on
-presiding.
ROLL CALL By Clerk Councilmen present were D. Byron Baker, C.aL. Booth, W. E. Dren-
nan, M. J. Linderman, V. F. I,1arshall and D. F. Rodkey. Councilman absent was
Chas Diemond.
READING OF THE MII;UTES:
Minutes of the .previous meeting were read and approved following a short
discussion.
REGULAR ORDER OF "'USINESS SET ASIDE by unanimous consent.
AUGUST KLUNDT_assistant pumper stated a grievance regarding difference in
in salary paid to his position and the pumper, at the present time the pumper's
salary is $145.00 per month and the assistant $135.00, he is requesting the same
rate of pay retroactive to July 1, 1943, and feels that the pumper having the
residence and water furnished should make up the difference. Mr. McGhee stated
T:Zr. Klundt handed in his keys and resigned on the afternoon of November 2nd,1943
this was turned to the water committee for recommendation.

Tlary Yamauchi made another appeal to the council for the approval of a
cafe license, following a short discussion this was turned to the police and
licensing committee to act with city attorney and made recommendation.
BROWNIP;G' S_T_RAILER_CA �P_LICENSE: :
Mr. Browning made a request for license to operate a trailer camp on
Nixon street between 'rd and 4th streets which is in residential district R-1, a
plan was filed showing location of washroom, toilets and trailers; Motion was
made by Booth seconded by Linderman thattif the provisions of the ordinance were
met a six month temporary license be issued motion carried so ordered.
REGULAR ORDER OF BUSITIESS RESUT:1E'D by unanimous consent.
BILLS: Current bills against the city were read as follows motion made by Linder-
man Seconded by Rodkey that all bills properly signed and approved be paid motion
carried by a roll call vote of six. A voucher presented by the Empire Electric
Company in the amount of $591.29 for services rendered to the street lighting
system was held up for further checking and passed to fire and light committee for
recommendation. Mr. Brickey is to check with Mr Small as to hours and material.

Bids called for eight ocloek P. IM. were opened and read. The Pasco
Plumbing and Heating Company's bid was $2,189.89. R. H. & I�'I. Company's bid was
$2,185.00 motion made by Booth seconded by 11a'rshall that all bids be rejected hiotio
carried so ordered. I,Tr. Scott of tIe }Pasco Pluobing and. Heating Company was pre-
sent and suggested an automatic water feeder along with a few repairs would correct
the Iiazzardous condition nor existinb arid states that this migh_t be done for appro
imately 460.00 motion made by Booth seconded by Drennan that the building Committee
go ahead with necessary repairs motion carried so ordered.
'.'ILLER METER INC
Two letters were read from the LTiller lHeter Inc., one regarding an
order of repair parts which have failed to arrive, the other pretains to material
in broken off meter heads.

A letter was read from Rev. D. I. Vanderpool requesting a permit t,
erect a portable tabernacle at the corner of 7th and Columbia streets for a period
of 90 days beginning approximately November 10th 1943, motion made by Marshall
seconded by Drennan that a temporaty permit for 90 days be granted providing a
deposit of $200.00 is made to guarantee the rem6v�.1 of tabernacle at expiration of
permit motion carried so ordered.

A letter of reference from C. C. Buck -of Buck's I4Iarket was read
pretaining to Mr. Loveil-and's reputation as a business man motion made by Rodkey
seconded by IRarsha.11 that card table license be granted if operatbdrin accordanc
with governing ordinance motion carried so ordered.
LAIN MOWER AT VOLUNTEER PARK:
FrediSchuneman requested throught the City Clerk, that the power
mower be sent -to Portland Oregon for a general overhauling; this was not favore
by the council and the work will be done locally.
REPORTS FRO -14 COT011ITTEES::
FIRE AND LIGHT: The city Attorney is corresponding with the rating bureau for map
and fotms'needed in making application.
WATER AiTD SEZIN ,R: The water manager desires to purchase a bantam trench pump port-
able type to cost approximately $125.00 motion made by Linderman seconded by
Booth authorizing this pruahase motion carried so ordered.
SEVER: City Attorney advises that the Notthern Pacific Railway Company will not
grant plot of ground between "Ci"" Street and the S. P. &. S. Track but are willin
to give a permit if location and purpose is defined; This district will come
within the overall sewer plan and suggests an adjourn meeting to met with Mr.
J. W. Cunningham the first part of the week.
It was also reported that from all indications the FILTRATION PLANT is out for th
time being, committeefavors taking it on further.
STREET AND_A_L_LEY'S: Committee reports mere has been no work done at the gravel -12
city could do this work for %2000.00 which is not on deposit.
THE PARK A?1D'STREET CQM`1ITTEES met and went over the west Henry extension; this h
been surveyed and stakes set a* eighty feet from property lire to property line
the committee recommend a five foot sidewalk, eight feet from side walk to tree i
parking and seven feet from tree to curb which leaves a 40 foot street.
"KIDENING 5TH STREET; This is a ?0 feot street from curb to curb and in order to
make it 40 feet nine trees would have to come out, the council desires to have
this proceed and.have asked Linderman to contact owners of the trees that have t
be removed and zwor'_ out some plan for removal then hard in recommendation.
PAUL SAVAGE wishes to work a regular eight hour day on a monthly salary starting
January lst_1?4o46rinThe Street Committee recommend that the city attorney draw up
an ordinance/,,ne unlE rmity of streeLus,`sidewalks, parkings, curbs and tree plank
ing in all future developments, they also recommend that the varity of trees be
stipulated.
CEI'ETERY AND PARKS: Tennis nets at Sylvester Park should be removed and put away.
REPORTS FROM 0FFICERS:
Tile Police Departments activity report was read for October 1943.
The Building Inspectors report for October was read.
The Police Judges report for October 194? was read the July, August and Septembe
reports have not been received.
UNFINISHED BUSINESS:
IIEEKERS TRAILF_R__AT FIRST AND LEWIS: A hearing will be held in. Police Court Friday
November 5th regarding the �moving �of the trailer.
