CALL TO ORDER: Meeting called to order at eight -thirty P. M. Honorable'Mayor E. S. Johnst
presiding.
ROLL CALL: By Clerk councilmen perserit were Chas Diemond, M. J. Linderman, V. F. 'Mar-
shall and D. F. Rodkey. C. L. Booth arrived earley examined and signed the bills
and was excused before the mebting was call to order. Councilmen absent D. Byron
Baker,&W. E. Drennan.
REGULAR ORDER OF BUSINESS SET ASIDE through a motion made by Linderman seconded
Marshall carried so ordered.
TEMPERARY LOADING STATION FOR DU PONT'
T1r. 0. A. Andrews of the Du Pont Company request permission to erect; for the com-
pany, a temperary structure on south 2nd street between Colunbia and the alley, a
.sketch of the plans �..as presented covering the entire set up consisting of a gar -
rage with cement floor, waiting room, toilet facilities, �o ;'��+�'^rm, flood
lights and loading platform the question of fire -protection was discussed and it
was decided that risers and fire hose be installed out side the building and extin
guisherd in side,this building would be needed only during the Hanford constructio
period motion made by Marshall seconded by Linderman that the temperary permit be
issued motion carried so ordered.
TRAILER CAMP ORD_INANC_E NO. 489. WAS REVISED:
Mrs. Robert Hessler occupying a trailer now parked near the White Rose Service
Station, asked the council to allow one trailer to a residence,account congested
conditions in the'trailer camps following a discussion motion was made by Rodkey
thatn.Ordi-nance No. 519 ( known as the temperary 60 day ordinance) be extended to
such a time *,hen it was no longer needed, motion died for the want of a cecond
discussion continued motion was then made by 1Lrshall that the Police Chief be in-
structed to forego enforcement of trailer ordinance in residential districts and
amd commercial districts No 2, until new ordinance can be prepared provided that n
more than one trailer be allowed to park on any one lot that lot must be occupied
by a dwelling, and that consent of the owner must be obtained motion seconded by
Rodkey carried so ordered.
CITY CLUB FOR OFFICERS:
Mr. Johnson desiting to open and operate an officers club discussed the situation
with -tree council and requested the granting of a business license; Lt Luke ap-
peared before the council body September 14th regarding the same activity the Cou.
feels that the management and operation of this club has been misrepresented;

MARY YAIMUCHI' S CAFE LICENSE:
I;.+Iary Yamauchi having previously applied for a business license to operate a cafe
at 218 West Lewis, and being re.j.ected ?ppeared in person to find out wily the lic-
ence was denied she was informed that there was a possibility that granting this
license would create a preseident and other japaneese would come taethseloc"atioh
andcinake simulaferequests,' �which' would -.berentire.ly;out- of line this being a
critical defense erea. lJotion made by 14arshall seconded by Linderman that the fee
of five dollars be refunded notion carried so ordered.

Current bills against the city were read and ordered paid as follows; I}lotion made
by Linderman seconded by 11arshall that all Bills properly signed and approved by
the committee be paid motion carried by a roll call vote of four.
A voucher presented by Gertrude Speier c6vering services rendered as clerk of the
Civil Service Board,uin the amount of $50.00 is being held up indefinately waiti
approval of the Civil Service Board Chairman.

CARD TABLE LICENSE::
Regarding Robert Stewart's application to operate a lunch room and card table in
,.. the Cunningham Hotel building at the corner of Tacoma and Lewis, a letter of referen e
from LJlayor Bean of Freewater Oregon was read, Chief of Police reports favorable afte
making an inspection; motion made by Marshall seconded by Diemond that the applicati n
be accepted and the license granted motion carried so ordered.
PROPERTY IN "A" STREET::
A letter was read from the City Attorney, Karl J, Grimm stating the County recor
show that the N.P. R. R. Co. deeded to the City of Pasco for street purposes only th
North side of "A" Street from 1stStreet to beyond 6th Street, valid -as long as the
m city maintained the streets; however he will check again on "A" St. east of lstj
REPORTS FROTI C0,01ITTEES:
FIRE COLI. no report;
Street Com. reports on Mr. Coogates request for a loading zone at the Gray build
ing entrance, they wish to reject the request and suggest that they load in the alle
iPRATT'S BUS ZONE_: Mr. Pratt has made arrangements to load and unload on the lot
near Dolly's Cafe at Third and Lewis, by driving in the alley onto the lot, thus no
cuf=b loading; It is the opinion of the council that Ur. Pratt should erect a depot
or station 'for the accomodation of the bus passengers; Motion made by Rodkey seconde
by Linderman that the City Clerk write LIr. Pratt and find out what provisions he ex-
pects to make for his customers this winter motion carried so ordered.
_POLICE_COM. Recommend that $7.00 per month Per person be allowed members of the
Police Department for uniform upkeep City Attorney states that this would not be ethi
and could only be arranged by a raise in salary; Iulotion made by I'JIarshall seconded by
Diemond that the salary of the C Fief of Police and each Patrolman _„he raised $7.00 per
montheffective November 1, 1943 motion carried by a roll call vote of four.
WATER AND SEWER_,
The City _Attorney
_in reortin on his'trip to Portland and Seattle September 28,
and 29, stated that he -had furnished John W. Cunningham with certain data which would
enable Mr. Cunningham to hebin work on the,plans for the sewer program and that the
plans probably would be completed by the end. of the month.
He further reported having delivered to the Federal Works Agency in Seattle the nec-
essary priority froms to be submitted to the War Prodection Board and thAt the pro-
spects of the application fot the filtration plant were rosy, the project having the
backing of the Commander of the 13th Naval District. He outlined to the Council the
methods upon which the application could be based; First, an.outright Federal Grant
which was for the present time completely out of the picture; Second, a contribution
of not less than 250 of the construction cost by the city with a loan from the Federa.
Government for the balance; Third, a loan from the Federal Government for the entire
construction cost; and Fourth, construction by the Federal Government and lease to t:
over a period of yesrs with an option on the parte: of the city to purchase at any tim,
at the depreciated cost.
The Council diredted him to notify the Federal Works Agency that the City decided if
possible to pursue the 4th method -and request the Federal Government to state the
terms upon which it desired to act. When this is received, the matter is to be re-
ferred to Mr. Cummingham for his suggestions.
Mr. Grimm also stated that the State Health Department was greatly pleased with the
progress being rade in the sewer development.
STREET AND ALLEY'S Rerouting trucks, going behind the Wabash Apts account 4th and "A”
entersection not having ample room for trucks with trailers to make the turn was dis-
cussed, City Attorney to look an records d'or owners of property on proposed route.
STREET DEPARTMENT are unable to obtain more help.
BUILDITIG COM. adbised to hurry with work on City Hall heating system, bids should be
advertised soon as possible.
FINANCE COIZAITTEE reports bonds for the city were purchased as instructed.
GRAVEL PIT situation remains the same no more work has been done to bring the fill up
to grade.
REPORTS FRONT OFFICERS::'
The Police Departments activity report for August and September were read.
The Planning Commissions report for September 21st 1943 was read. Widening 5th Ave
was recommended by the Commission, the Street Committee aAd the Police Committee
should get together amd work on this improvement.
UNFINISHED BUSINESS::-
The
USINESS:sThe Mayor reminded all present that October 14th would be.the regional meeting of the
Association of Washington Cities, at the Methodist Church Banquet Rooms 6;30 P. 11.
$1.00 per plate.
_PACIFIC POy°SER &-LIGHT COTiTPANY'S distribution line engineers are to check the proposed
line to cross block 40 Riverside Addition and follow out Ainsworth to the east, then
make a report.
THE CHIEF OF POLICE does not recommend the granting of a card table license to Austin
Cafe account tables not visible from the street.
Motion made by Linderman seconded by Diemond that the Belmont Cafe also the Raihbow
cafe operators furnish references; motion carried so ordered.
