Honorable Iliayor E. S. Johnston presiding. OLL CALL: By Clerk councilmen present were D. Byron Baker W. E. Drennan, V. F. Marsha' and D. F. Rodkey; councilmen absent were C. L. Booth, Chas Diemond and M. J. Lind- erman. The City Attorney arrived late. REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent. Mr. C. 0. Bunnell 6f the Pacific Power & Light Company made application by letter for an easement or right of way for an electric transmission and distribution line over and across block 40 and 41 in Riverside Addition and following along the sout line of Washington Street 202 feet southerly; This line will hook into the Bonne- ville line.near the Kahlotus Road junction, aoditcussion followed relative to rout ing the lire to avoid radio inference as qych as possible in conclusion a committe was appointed to investigate, Drennan,a�""sh�a31 and Rodkey acting on this committe are to meet with I:Zr. Bunnell at seven -thirty Tuesday A. 11. September 28th 1943 and go over the proposed line route. . PARKING 11ETERS T:Iayor Johnston read a letter from Mr. Tiefel agent for the Duncan Meter Corpporati regarding the purchase _of 75 additional meters, the council are not in favor of installing additional meters at this time Mayor Johnston to so advise Ter. Tiefel. Motion was made by Marshall seconded by Rodkey that four meter heads be ordered direct from the Company for emergencies motion carried so ordered. SIGNAL LIGHT INSTALLATION::, Prices submitted to the Police Department, were read on the installation of a red �;ighal light to be used by the police department and located on top of the I,Zethodi Church Building, the Empire Electric Company would do the work for approximately $75.00, and Grigg's for approximately $42.23, recommendation was made by the polic committee that the light be installed;!:rlotionlmadetby,iRodk�ey seconded by Baker tha the signal light be installed by the lowest bidder motion carried eo ordered. This installation expense to be paid from the State Aid fund. UNIFORMS FOR POLICE DEPARTMENT:: The City �purchasing �uniforms for the police department was discussed at length, also individual purchase by pay roll deduction; Mr. Marshall displayedtsamples of unifcrm material with prices attached. The council favored each member making their own individual purchase and payment arrangements; Police Committee to take this up again with the deaprtment. Allowing a monthly compensation for the care and upkee of uniforms for the chief and patrolmen1wasndscussed motion made by Rodkey that $5.00 per month per person be allowed for cleaning and upkeep motion died for the want of a secohd. Recommendation was made that the City Attorney draw up a resolution setting out $7.00 per month per person for cleaning and upkeep of uniforms, the police committee will take this up with the police department before final recom- medation is made. CAFE LICE17SE7APPLICATION: Mary Yamauhhi has made application for a business license to operate a cafe at 218 west Lewis, motion made by Marshall seconded by Drennan that the application bd turned down motion carried so ordered. CHECK ON PIN BALLS APJD T.1USIC BOXES_ REQUESTED BY CITY_ CLERK:: The City Clerks�wantsta check on pin balls and music boxes and has requested permis- sion to employ some one to make this survey; The request was not granted ItiQarshall advised this information will be obtained through the police department.in a feti^r days. TENTATIVE BUDGET FOR_1944_;_i The tentative budget was reviewed $1,000.00 was added to General Government for recreational purposes a few changes were made by transfer. LOADING_ AND U_NLOAD_ING ZONE_REQUESTED BY DU PONT_S:: Mr. Colgate of�the �du Pont Company asked that a�loading and unloading zone be ar- ranged on 4th street at the Gray Building entrence for passenger busses only; this would throw two parking meters out of circulation, and also encourage this practice a loading zone in this location was not favored by the council or the dhief of Police motion was made by Marshall seconded by Drennan that a committee report and make re commendations after a through investigation motion carried so ordered. KENNSVICK BUS STOP:: Mrs. Pratt informed the council that the Bus Stop at the corner of 3rd and Lewis would be moved to 4th and Clark in a few days. BUSINESS LICENSE_ REQUEST: Abusiness license was requested by Mr McCarthy to operate a tobacco clinic on 3rd and Lewis by Dolly's Cafe. Motion made by Marshall seconded by Drennan that this application be turned down motion carried so ordered. ADJOURNMENT: Motion made by Baker seconded by Rodttey that the meeting adjourn, motion carried so ordered.
