Johnston) presiding. ROLL CALL B y Clerk found all members of the council present also city attorney Karl J, Grimm. REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent to hear from Mr. Loveland of the Belmont Cafe who desired to make an application for two card table licenses; He was advised to make the application at the City Clerks Office and read otdinances governing card table operation. REGULAR ORDER OF BUSINESS RESUMED by unanimous consent. READING OF THE MINUTES: Minutes of the previous minutes were read and approved. COTITIUNICATIONS: A letter was read from Dudley K. Blandin of Waterloo, Iowa, enclosing a sketch of a proposed FUNLAND and making inquiries; the letter was turned to the City Attorney to answer. COI&IITTEE REPORTS: Fire and Light Com.,reports a fire started in a coal pile in the Post office basement the city department answered the first call, a second call was madd for the Government Fire Department they turned water on the coal and it was left smoldering, The city department does not wish to have any more to do with this situation. POLICE & LICENSES Help seems to be the biggest problem in the police dept the Civil Service Board does not favor lady clerks and recommend exservice men Livingston and Richardson are interested but have to secure their discharges be- fore being employed; mention was made of a pension for Alf Buchanan. The Police Committee recommend employing clerks soon as they can be obtained motion made by Linderman seconded by Drennan that authority be given the police committee to hire clbrks if any are available motion carried so ordered. The Police Departmen and Committee meeting will be held Friday September 24, 1943. WATER AND SEWER The committee recommend that the City Attorney tare steps to obtain by lease or grant the north side of "1`a" Street for utility purposes. Theyalso recommend the purchase of $10,000.00 worth of bonds from the Water Depar ment Funds; The Street Committee also recommend the purchase of $1,000.00 worth of bonds from the Sewer Extension and Disposal Fund Motion made by Linderman seconded by Baker to accept the committees report that the committee meet with the Mayor and City Attorney to make decission on type of bonds to purchase motion carried so ordered. STREETS AND_ ALLEYS: L letter was read of September 11, 1943 to D. W. McGh from J. W. Cummingham relative to the over all sewer project stating a little mor definite instructions for the surveys which are to be furnished by Thr. Blanton would be forwarded in a few days. Mr. Blanton states he received the information and will be unable to furnish data requested for the sum of $100.00 this matter was then passed back to the committee to meet with Mr Blanton and get an estimate on the difference then advise J. W. Cunningham at once. PUBLIU BUILDINGS_ City Attorney adivses there has been no reply to his request for an extension of time on the priority for purchase of material to re- vamp the City Hall heating system. CEI,lE.TERY_&__PARKS It was suggested that while the property was still available the city purchase about 20 acres adjacent the cemetery on the north no decistion was made. The deed for the purchase of property adjacent the cemetery on the west has been received warrant to be honored in January 1944. GRAVEL PIT _ON_A_INSWOR_T_H_AVE. Committee reports no more work has been done to bring the fill �up�torgrade. � DELINQUENT LICENSES The City Clerk reports she has been unable to collect a few business licenses, the opinion of the council is that they must be collecte even if it is necessary to serve warrants. Linderman reports Mr. Moen has lowered his property on West Henry lower than the street grade. REPORTS FROM OFFICERS: The Water ):Tanagers monthly report was read. The City Treasurers Monthly report was read for Autust 1943. The Police Judge's report for June 1943 was read. The City Clerk furnished each member with the August Budget report of al departments. READING OF ORDINANCES: ORDINANCE NO._5o6 AN ORDINANCE DEALING WITH CITY EI41PLUYEES RETURNING FRO MILITARY OR NAVAL SERVICES: Motion rade by Marshall seconded by Linderman that this Ordinance be tabled to some future date motion carried so ordered. ORDINANCE NO._r524, AN ORDINANCE ESTABLISHING A TRUCK ROUTE WITHIN THE CITY OF PASCO, WASHINGTON, AND PROVIDIIIG PENALTIES: Motion made by 'Harshall seco by Booth and carried that Ordinance ffib, 7524 has been giben the first reading T;Iotion made by Rodkey seconded by Linderman that this be turned back to the com- mittee for farther study. The corner at Fourth and "Al' will not permit adaquet for transport trucks with trailers to turn. UN^INISHED BUSINESS: The Street Committee advises that as far as they know T,Ir. Pratt has mad no attempt to acquire another location for his bus loading and unloading zone, t City Attorney was instructed to write Mr. Pratt giving him ten days to find a location, at the end of that time the zone will be moved to Third and Columbia. e ed oom 920 REGULAR 1,SETING CONTINUED. UNFINISHED BUSINESS CONTINUED:: PASCO, WASHINGTON, COrlIa7ITTIJE ROOT:'I SEPTEDMER 21, 194 Mr. Cook of the Northern Pacific Railway was in the city and advised 14r. Linderman that he would try to obtain permission from the company for a by pass on Ainsworth Ave.; Triin crews blocking the crossing for a period more that five minutes should be reported to the Police Department. D_ELINQUENT_CETTETERY ACCOUNTS; City Attorney advised nothing has been done toward making these collections. _ The Census Report, the state estimate for Pasco's population is 6,200 the county assessor has not been able to furnish figures bnl_the last census takE from his office, City Attorney advises the states estimate could be used in the report. REFERRING BACK_ TO THE BOND PURCHASE: It was unanimously agreed after some discussion that the finance committeE go to the bank find out which series of bonds would be the best investment for municipal purchase and make said purchase of $10,000.00 for the water departmer and $1,000.00 for the sewer extension fund. City Clerk made inquery regarding the transfer of trailer camp license and was advised that the transfer would be taken care of the same as a neva ap- plication in so far as the fee was concerned. The Express Compan�r wishes to use part of the city shed in the city yards for storage purposes, Brickey state he can spare the room by parking one of the trucks under the equipment shed, and this will not interfer with their activities and the request was granted.
