CALL TO ORDER: Meeting called to order at nine o'clock P. IoI. Honorable Mayor E. S. Johns
presiding.
ROLL CALL: By Clerk Councilmen present were D. Byron Baker, C. L. Booth, Chas Diemon
and D. F. Rodkey also City Attorney Karl J. Grimm. Councilmen absent were W. E.
Drennan, 11. J. Linderman, and V. F. Marshall.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent;
Mrs. Sprinkles, Mr. Lake, Mr. McKeever and Mr. Talbert were present in the
interest of the of the proposed OVER ALL SEWER PROJECT.
RESOLUTIONS
RESOLUTION NO. 208 SETTING UP A PARKING METER FUND, was read motion made
Booth seconded by Rodkey that the resolution be adopted motion carried by a roll
call vote of four.
ORDINANCES:
ORINANCE NO.__�2a, AN ORDIIIANCE RELATING TO PUBLIC HEALTH AND SANITATION,
PROVIDING FOR THE ABOLITION OF OUTDOOR PRIVIES WITHIN THE CITY LIMITS OF THE CITY
OF PASCO AND PROVIDING FOR TrIE INSTALLATIO.4 OF SEPTIC TAI'1KS: Motion made by Rodke
seconded by Booth and carried that Ordinance Number 523 has been given the finst
reading , motion .made by Rodkey seconded by Diemond and carried that Ordinance No.
-523 be given the second reading by title only, motion made by Baker seconded by
Rodkey that Ordinance No. 523 had been given the second reading motion carried,
Motion made by Rodkey seconded by Diemond that by unanimous consent Ordinance No.
523 be given the third reading motion carried, motion made by Rodkey seconded by
Diemond that Ordinance No. 523 has been given the third reading, motion made by
Rodkey seconded by Booth that Ordinance No. 523 be adopted motion carried by a
roll call vote of four.

Mr. Hoen stated, in regard to connecting on the sewer without a permit
that he was not aware of the fact that he should obtain a permit and just took
it for granted that he had this authority. He also advised that the loan he obtair
stipulates sewer service, he assured the council that in the future sewer connect.'
permits will be obtained and the water manager notified to make necessary inspect:
as called for in the sewer ordinance. Pltr Moen thinks there will be about twenty
more housed to connect.
PROPOSED OVER ALL_ SEWER PROJECT: Mr. Blanton was contacted by the commits
relative tol,pleminary work dnd data requested by John W. Cummingham, they report
that P.Zr. Blantons fee would be $100.00 for this service which would also include
Grays Addition.
Mr. Merrell of the Richard & Blum, Inc., again discussed plane of financir
with the council,read in full an agreement drawn up by Richard & Blum, Inc., ans-
wering all questions in detail, Rodkey not in favor of signing at this time, City
Attorney advised that the contents of the agreement are in legal order the discuse
sion continued 1�1r. Merrell asks that an amount of money be agreed upon to cover
his expenses, in conclusion a motion was made by Diemond seconded by Rodkey to
accept Mr. Cunningham's proposal to furnish peports and estimates for $450.00 and
1.1r. Blanton's estimate of $100.00 to set up the pleminery data motion.carried so
ordered. Referring back to the agreement a motion was made by Booth seconded by
Diemond to accept the agreement as read and a $300.00 ceiling for pleminnery exp-
enses of Mr. Merrell with Richard & Blum Inc. motion carried so ordered.
FILTRATIOTN PLAINT: City Attorney Karl J. Grimm read a copy of a letter
Commander B. B. Smith had written to L. R. Durkee recommending a filtration plant
for Pasco, motion made by Rodkey seconded by Diemond that the city clerk write
Commander Smith expressing the appreciation of the Mayor and Council for his in-
terest in the solution of municipal problems motion carried so ordered.
ADJOURNMENT:

Motion made by Booth seconded by Rodkey that the meeting adjourn. to
Tuesday September 14th 1943 eight oclock P. 1,% to consider the budgetfor the year
1944.
