REGULAR 12EETING : PASCO WASHINGTON SEPTEMBER 7 1943.
ALL TO ORDER: Irleeting called to order at eight -thirty P. 11. Honorable I.Zayor E. S. John ton
presiding.
ROLL CALL: By Clerk Councilmen present were C. L. Booth, Chas Diemond, W. E. Drennan,
M. J. Linderman, V. F. IJlarshall and D. F. Rodkey also City Attorney Karl J. Grimm.
Councilman D. Byron Baker was absent.
REGULAR ORDER OF 13USINESS_SET ASIDE _through a motion made by Rodkey seconded by
Booth carried to hear from Scott Roff. with the Port of Pasco requesting an ex-
change of lots with the city motion made by Booth seconded by Diemond that this be
.referred to the Street Committee for investigation and recommendation motion carri d.
INSPECTION OF BLANTON'S_GR_AVEL PIT::
The Committee as a body have not inspected the fill however individual reports are
' to the effect that the fill has not been brought up to grade. MR. HORSLEY now
connected with the gravel pit operation is requesting tree release of F3_000.00 of
the $5000.00 now held by the city,in the form of a certified check owing to the
fact that the fill is nearing completion a motion was made by Marshall seconded by
Rodkey that the bond or check be reduced to $2000.00 by exchanging the check on
hand for a $2000.00 motion carried so -ordered.

REPORT AI4-D ESTITViTE ON SEWER PROJECT ( By J.W. Ctnningham )
A letter was read from Mr. J. W. Cunningham and Associates relative to
comprehensive plan for Sewer and Sewage Treatment, setting out plans
and methods to be included in a report and estimates which will be outlined
for the amount of $450.00. He suggested that a contour map be obtained from
Harald Blanton and also that T,r Blanton be employed to make extensions to cover
the East Lewis and Holden Street area. TAr Cunningham would like a profile on
Washington Street and may require other information, stating that 1.1r Blanton
could furnish this and other information more efficiently than they could obtain
it. The city is to be furnished two copies of the report and estimates.
The Council favors going ahead with the Sewer Project, retain the services of
I1r. J.W. Cunningham and Associates and contact I.1r. Blanton for an estimate Write
on the work he viould be requested to do. (;lotion made by Linderman that the
Council meet again Sept. 9, 1943to obtain data from Mr Blanton also PJr. I:ITerrell.
Motion seconded by Diemond carried so ordered. Diemond and Grimm to contact
Blanton regarding his charges. 14r Merrell will be going through Pasco Sept 9,
on his way to Portland and would like to meet with the Council to make further
study of the financial plans on the proposed Sevier Project.
REGIONAL_IJTEETING_OF ASSOCIATIOA? OT WASHINGTON CITIES
A letter was read from the Association of Washington Cities stating OctL. 13, 19Z
would be the most convenient date for the regional meeting and suggested a dinnez
to be followed by the Meeting. lJotion made by Booth , seconded by (:Marshall that
Oct. 139 be set out as the time for the Regional meeting. A committee of three
Booth , Diemond and Marshall are to contact the Methodist Ladies regarding dinnez
arrangements; Motion carried
THIRTEEN SIGNERS PETITION FOR _SEWER
A petition jeras read August 17, signed by property owners on North 8th and 9th
streets requesting the construction of a sewer to serve this area at the earlies
practicable time. No action was taken on account this installation would be
encluded in the oTer all Sewer Project, which is favored by the State and now
being contemplated.

repair work �to~the heating system of the City Hall , Mr. Drennan to take the
Priority to Mr. Scott. Linoleum has been ordered for the Police Dept.
FIRE & LIGH_TS Fire activity report read.
POLICE &- LICENSE Vacation with:pay for members of the Police Dept. 11r. Haylett
advises that one day a month can be accumulated for Vacation purposes,Elective
offices are tied in with the Budget Ordinance. liention teas made of the clerk
in the County Sheriff's Office working part time at the City Police Dff ce,
no action taken. Karl J. Grimm, Grover Russell and A.L. McKjbbin are going to
Walla Walla Friday on a business trip in connection with the Police Dept. work.
TRAILER HOUSES Are being moved reports show they are still parking on private
property. Chief of Police wil be urged to start viork correcting this condition.
WATER & SEWER Mr. Moen contractor building homes on 'Nest Henry & I9largaret street
broke the water rain while digging for sewer instdl_lation this brought up the
question when and how he obtained permission to connect �,,Jith the.se-,:11rer system.

STREET_ COM IT'TEE Reports meeting with Tor Pratt relative to changing the bus
loading and �unloading zone to 4th & Clark the former -bite Rose Station a°Ststhis wa
agreeded upon as a good location "Tr. Pratt Mxis to make an effort to obtain
this location if not would look for another location and advise the Council.

PARKS AI;�D_CE":;'2TRRY_ The purchase of property adjacent to cemetery has not been
completed. Regarding price of graves at the ce-ietery Fred Hafner was burried in
the City View Cemetery , Lee Perry Co. having grade arrangeinents for a $50.00 lot
and and paid $25.00 insisting to the City Treasurer that this was a charity
case and $25.00 should make payment in. full. The Council are of the opinion
that the sale of graves intthe cemetery should be handled only by the Sexton and
.City Treasurer also that Lee Perry be billed for the. Balance of $25.00 in the cas;
Fred Hafner. I;Iotion was :Wade by Marshall seconded by Dierrond that the City
Attorney swrite Lee Perry informing them that here after all arrang'em=ants for the
purchase of graves or lots at the cemetery must be rude with the Sexton and all
Payments for same be made at City Treasurer's o'fice. i;Totion carried so ordered.

RELATING TO THE LICENSING OF CARD ROOIdIS, POOL AND BILLIARD HALLS. Motion made
by Marshall seconded by Drennan that Ordinance No. 522 be tabled until the
first of second meeting in December 1943 Motion carried so ordered.

Planning committee retorts were read for August 10th and 31 st . Building. Inspec,
reports for July and Augustwere read. Fire Department report for August was read,
HISCELLANEOIIS :
Building Inspector Haylett reports Mr. 4-athieson is building a tempotd�ry
building on the back of lot at 9th and Yakima for storage purposes with a 90 day
temporary permit. The I:,Iayor asked the Council if they wished to have him
instruct the Chief of Police to call on p -"--ogle liting in trailer houses and
garages and inform t"em that different ar.ragements will have to be glade to
comply with the Ordinance. BUTANE HEATER Illention was made of installing a
butahe heater for heating the Police Dept. , no action taken.
