CALL TO ORDER:- Meeting called to order at eight oclock P. 14. Honorable Mayor E. S.
Johnston presiding.
ROLL CALL: By Clerk all councilmen were present.
READING OF THE MINUTES: Minutes of the previous meeting were read and approved.
C01,1IUNICATIONS s REFUND OF -LICENSE:
Frank Cole, a colored gentlemen requests a refund on trailer camp licen:
in the amount of $30.00 he has decided, since making the application that it woulc
not be advisable to go on with the plan. Motion made by Booth seconded by Lind-
erman to refund license fee to Mr. Cole in the amount of $30.00 motion carried
so ordered.
PETITIONS: PETITION FOR THE CONSTRUCTION OF A 'SYNER BETWEEN LEWIS AND BONNEVILLE,
STREETS AND EITHTH AND NINTH STREETS.
A petition signed by thirteen property owners wassread, petitioning
city tou:c6ft1truct a sewer to serve this ereq at the earliest practicable time.
REGULAR ORDER OF BUSINESS SET ASIDE through a motion made by Marshall seconded by
Rodkey carried so ordered to hear from Mr_ Meeker relative to a_trailer house
parked just north of the Mobile service stgtion on Second �and �Lewis, this being it
a restricted zone the request was denied.
BUSSSTOP::
A. A. Barns spoke to the council regarding the disadvantages of having
Bus Loading and unloading zone on Third and Lewis, he recommended this be changes
to Third and Columbia Motion made by Marshall that Mir. Pratt choose a location
suitable to both he and the council motion died for the want of a second. It was
recommended by the Mayor that the street committee meet with Mr. Pratt -:and figure
out a solution.

REPORTS FROI,T C07 TLTITTEES
FIRE & LIGHT: No report;; A resuscitator has been ordered for the fire department,
with the attachments and two gas tanks the purchase came to $580.00 to which will
be added sales tax and express. This can be financed through the State Aid Fund.
POLICE _& LICENSE COT..DAITTEE. The -Civil Service Commission have published a notice f
two weeks of an examination to be held for Patrolmen but no applications have
been received. The Chief of Police wished to purchase linoleum and four chairs
for the police 6fticb-sin.the floor covering layed would cost approxiihAtely $40.00
the chairs $17.50 each or a total of $70.20 motion made by Linderman seconded
by Booth that the Police Committee meet with the Building Committee to decide
on the purchase and financing, motion carried so ordered. A meeting with the
Chief of Police and Police Committee was set for Sunday August 22nd 1943.
A chicken coop of wooden structure has been erected a.t ther0asis.
PARKING METERS were installed and operating August 10 1943, Paul Sheley has been
employed to rake collections also check for violations and make repairs, his salar
will be .90¢ per hour. After five days of operations $259.70 was collected which
makes andaverage of $1.73 per meter, $38.00 paid in for violations. It was sug-
gested that the meters be stested with a coin for accurcy. Purchasing a coin
rolling machine was considered, also assistance in counting meter coins this was
held up pending police meeting August 22, 1943.
WATER CO IIITTEE_AThe filtration plant program is progressing slowly Mr. Diemond
states J. W. Cunningham is preparing an application to present to the State; -Depart
ment, report based on his figures of a year ago. Mr. Evans of the State Heilth
Department was in the City part of one day contacted the City Attorney Mayor Hohn-
ston was out of the city at that time. The Mayor is going to Seattle the first
of the week and will contact Mr. Durkee and IaTr. Evans.
It was reported that Roger Records purchased E. M. Brown's contract
hauling business.

STREETS _& ALLEY'S The city attorney mentioned obtaining another hundred parking
meters to extend the system no action was taken.

of the fill,, committee ask for more time same was granted.
PUBLIC BUILDINGS: Correcting the heating system at the city hall was mentioned an
extimate of $1400.00 was reported.
FINANCE COI•ff-YiITTEE: Chairman was asked to check on tentative budget.
CENSUS REPORT data is coming along nicely.
CITY CLERK: has the tentative budget for 1944 ready to present.
PARKS & CEMETERY Hovrigan does not have deed ready on cemetery purchase.
CITY ATTORNEY_ EASEMENT ON "A" STREET IwTr. Fann is out of the city action will be
held up until he returns. THE.VACATION ORDINA14CE was discussed motion made by
1.,larshall that a resolution be drawn up stating that no vacations be allowed witt
out a written request to the chief of police -15 days in advance motion seconded

REPORTS FROM OFFICERS::
The City Treasurers report for the month of July was read.
The Water Manager's report for the month of July was read.
The Police activity report for Kuly was read.
The City Clerk furnished each menber of the coundil a budget report of all depart-
ments.
Mr. Kerscher of the Health Department states that the Columbia River is being
posted as unsafe to swim in.
Collecting John Sullivqns.note, motion made byDrennan that this note be collected

note is still alive and collectAbhe.
TRANSFERS::::: Motion made by Marshall seconded by Linderman authorizing the
Treasurer to transfer $845.00 from the Current Expense Fund tb an Emergency Fund
set up by Ordinance No. 520, motion carried so ordered.'

Motion made by Marshall seconded by Linderman that Ordinance No. 522 has been given
the first reading motion carried. Motion made by Diemond seconded by Booth that
this ordinance take effect the first of January 1944 motion carried, after some
discussion it was ddcided to hold up Ordinance No. 522 for furthur consideration..
NEW BUSINESS;
APPOINTMENT:: R. 0. Hall appointed to succeed himself on the Planning Commission Bo
The Mayor recommended the appointment of R. 0. Hall to a sixcn , arst
chairman of the Punning Commission, effective date April 7, 1943, i42otion made by
Linderman seconded by Booth that the appointment be accepted, motion carried so
ordered.
PROPOSED SEWER PROJECT:::
Referring to the petition for a sewer in the western part of the City
Tar. Ackley and Mr. Metrriil of Spokane were present to .discuss with the
council a proposed sewer project to cover all the City west of the tracKs not now
being served, a lift and dsposdl.-t plant; Installation of the sewer to be made in
sections until=,_the over all project as set up has been completed. Three -ways of
financing were mentioned (first) General Obligation Bonds, (Second) Sewer, Water
Revenue Bonds and Local Improvement District Bonds. The water, sewer system.seemed
most favorable whereby the minimum water rate would be raised to $2.25 but lowering
credit to the water department to $1.75 thus all6wing .50¢ per waternuser for re-
itirement of bonds, or raising the minimum to $2.50 thus $2.00 to the water Depart;
Ment and .500 got retirement of bonds. Floating bonds by the block was also consid.

section.
Mr. Mexr(�,11 suggested that a committee be appointed to work out a
financing program, and that they be empowered to employ an engineer for consulation

Mayor Johnston to appoint the committee a little later.
Braker expressed himself as not favoring the project unless the east
side and.the entire city be'included.
