A. McDonald of Dolly's Cafe requesting permission to install a loud speaker on the out side of the cafe the.council were of the opinion that installations of this sort would create confusion and diditr.af- fic congestion motion made by Diemond seconded by Booth that the request be rejected motion carried so ordered. 0. H. OLSON_REQUESTS PERMISSION TO PARK A_TRAILER IN C0.11i1ERCIAL EOI1E OIaE: A letter from Mr. 0. H. Olsen requesting that Mr. John S. Copper a colore gentlemen be allowed to park a trailer back of the dormitory being used by colored men on Tacoma Ave., this location is in a restricted erea for trailers; Motion made by Marshall seconded by Linderman that the request be denied motion carried so oraere . I;ZILK_ORDINANCE DISCUSSION_:: A letter from the Labor Commission to Mayor Johnston encluding resolutie and clippings of publications from the Kennewick paper were read, the resolution proposes setting aside the enforcement of the milk Ordinance; while the publication upheld)( the ordinance motion made by Booth seconded by Diemond that the Labor Com- mission be invited to attend council also the Health Coordinator for a discussion motion carried unanimous Mayor Johnston to answer the above mentioned communication. REPORTS FROI,R COT,8 ITTEES : : FIRE & LIGH_T_:: The fire department has been burning weeds.. POLICE::(The Civil Service Commission advises that section 3, of rule 11, "qualifications" was amended by the Commission to read, ages of prospective em- ployeeu of the Police Department will not be less than 25 n.nx more than 45 years of age at the time of examination motion made by Linderman seconded -by Marshall to accept the report motion carried so ordered. - STREET COM14ITTEE:: PARKING DETERS::: Frank Walters installation super- visor for the Duncan Meter Co., assisted by Brickey and street force have most of the parking meters placed. A discussion was entered ing erebative to collections it was suggested that the Police department hire some/an deputize them for this duty and pay them by the hour however there seems to -be no one available at this time, the Mayor ma @GAgguiry of 14r. McGhee if the deputy treasurer would have time for this work he/expressed himself as thinking that the Treasurer should have complete chapg 6fothe collections and it was decided that the Treasurer and Deputy would take care of the meter collections which are to be made once a week, until such time as a pat Tolman or an extra man can be obtained by the police department. Motion made by Diemond that Brickey should be the one to repair meters, motion died for the want o a second. motion made by Linderman that Brickey be responsible for keeping the mech- anical part of the meters in repair, he is also to instruct an understudy to help with thelzervicing work motion seconded by Drennan carried so ordered. Mr. Walters speaking of meter parts and repairs states there are three extra meter heads for. stand by equipment also that the repairs are very simple and'easily.fixed once in a while the clock in the head gets out of order and has to be sent in to the factory but this is very seldom. it was thought that from 9A.1,1. to 7 P.M. would he the most suitable hours for meter operation on week days no operation on Sundays and Holidays. WATER AND SEWER::"All _STREET LASEIr1EI1T: The City Attorney being absent no progress regarding this easembnt was reported. Rodkey and Drennan handed in a re- port suggesting the city take over the water main and sewer, serving Fann's propert on "A" street purchased from the Northern Pacific Railway Company, if a suitable agreement can be worked out motion made by Linderman seconded by Marshall that this problem be turned back to the committee motion carried so ordered. PROJECT to serve Riverside Addition and pratcially all of the city west of the tracts and not now being served by a sewer was considered the committee favors floating bonds and getting this under way soon as possible motion made by Linderman seconded by Marshall that the report be turned to the City Attorney motion carried so ordered. 11R. GARBET DESIRES TO PURCHASE BLOCK 13 in Oakley's Addition; He also wants a lease on a small triangle shaped piece of property 200 x 200 x 90 which is the.north west corner of block 15 Oakley's Addition owned by the city, Mr. Garbeb ownes block 14 and would like to put under cultivation this small piece of property along with the streets and alleys following a short discussion motion was made by Booth that a lease be drawn up at one dollar per year contingent upon the cities nneed for this property motion seconded by Diemond carried so ordered. RAT SITUATION:: Arepresentative�from the state department is here working with, . Kirk- wood at the city dump poisoning rats, the poison and meat for bait will b6urnishec by the city. At this time of the meeting Mr. Booth was excused. RAISE IN SALARY_ FOR THE PUMPER:: It was recommended by the Water Commit, that in order to retain Mr. Butterfield as pumper his salary be raised from $135.00 per month to 145.00, motion made by Rodkey seconded by Linderman that this raise in salary be allowed motion carried by a roll call vote of five. COLLECTING PAARKING DIETER TJONEY: Again discussing the collection of Parkil Meter Revenue a motion was made by Linderman seconded by Diemond that the City Treasurer and Deputy receive a special compensation of .90 cents per hour for this work motion carried so ordered. ee a � r. ,T� Fr�{- •WA REGULAR 12,E^1ING CONTY ED: PASCO, WASHINGTON COIZIITTEE ROOM REPORTS FROM OFFICERS:: The Building Inspector's report for the month of June 1943 was read. AA few remarks preatining to the building activities in Kennewick and Pasco were followed by a motion made by Linderman seconded by Drennan that the Planning Commission investigate allegations concerning inducements offered -by Kennewick obtain actual facts and report. Motion made by Linderman seconded by Diemond that Ordinance No. 516 be adopted motion carried by a roll -call vote of five. MISCELLANEOUS:: GRAVEL PIT:: The Street Committee have asked for more time to inspect the fill at Blanto Gravel Pit; This was granted. CARD TABLES:: Motion made by Marshall seconded by Linderman that the card table license be amended to read $80.00 for the first table and $60.00 for each additional table motion carried so ordered. Card Table application for the Belmont Cafe was turned to the Police Committ Application presented by I,I. V. Hart has been cancelled as the cafe was sold pending action on the Application.
