J 20,1943 ROLL CALL: By clerk councilmen present wer.P D.B. Baker, C.L. Booth, Chas Diemond, M.J. Linderman, V.F. Ir4arshall,D.F. Rodkey, W.E. Drennan absent. REGULAR OLDER 07 B17SIIyESS SET ASIDE through a motion made by Rodkey, seconded by Marshall and carried.:3'-To hold hearing on Ordinance No. 520 to be held at eight o'clock. No one appeared. Motion made by Rodkey -seconded by Booth that Ordinance No 520 be adpoted motion carried by a roll call vote of six. CHESTER BEISEN EXECUTIVE SECRETARY OF THE ASSOCIATION OF WASH. CITIES: spoke to the council a few minutes reviewing funds set up by legislation benefiting the cities. ARTHUR BROS CIRCUS: Mr Coe of the Arthur Bros Circus requested permission to show in Pasco August 7, 1943. The Russell Bros Circus have made arrangements to show here August 14 and it was brought before the council to decide if two circuses were to show here seven days apart and if the one making first application was to be protected motion by BoothY seconded by Linderman that both application be granted motion carried so ordered BOWLING ALLEY. _':CARD. AND POOL TABLES: : _ Mr.Morris requests permission to operate a combination bowling alley 'and Pool Hall at 4th & Clark in the old Safeway'Building,-placeing alleys in frontto the right and Pool Hall in back with card tables to the left, this arrangement would not comply with the City Ordinance I,4r Morris was A.sked to submitt recommendation and application for investigation by the Police Dept. Motion made by Rodkey seconded by Linderman that references be obtained plans etc be submitted to the Police and License committe for recommendation;i motion carried so ordered. M.V. HART REQUESTS RENEWAL OF CARD FABLE LICEI`ISE: Mr Hart new operator of the Austins Grill requests renewal of card table license for five tables, Motion made by Linderman seconded by Rodkey that this be turned to the Police and License committee with instructions to also inspects Sharpe's card room set up, and advise Potion carried so ordered. RAT SITUATION AT CITY DUMP: Dr Ripley and Mr Kirkwood have investigated the rat menace at the Dump and advise that they have been assured by Mr Loseby that a state man will be sent here in the near future tatiiork with the rat extermination problem The City will be asked to furnish a man to assist with this work, also furnish poison and bait.Mr Linderman will check again with the Navy in an effort to procure the bait, Brickey says he will able to supply the helper. REGULAR ORDER OF BUSINESS RESUMED by unaminmous consent. READING OF THE MINUTES: 11inutes of the previous meetings were read.and approved. COr: MTNICATIONS: .LOADING ZONE FOR TaIETHODIST CHURCH A letter was read from Charles T. Hatton requesting a loading and unloading zone be painted at the Church door on Third eve. I4otion made by Linderman, seconded by T,Iarshall that a loading strip be painted at the entrance of the Llethodist Church to accomodate one car, Motion carried so ordered. LOWERING WATER TRAINS ON VINE: A letter was �received from Mr O.H.-Olson stating he was waiting approval or rejection from the Regional Office; I.Ir Karl J. Grimm advises that Mr Olson phoned his office today stating the work was being done; authority to lower City pipes was requested, Motion made by Rodkey, seconded by Linderman that Mr Olson be advised to accept letter of July 14th as his authority to lower City 'Mainn Motion carried so ordered. REPORTS FROM COI:IMITTEES: "POLICE CQTff4ITTEEM, reports Post .taster A.A. Barnes advises the Postal Inspector objects to bus Loading & Unloading Zone at the Post Office corner as it adds to the all ready conjested conditions and the bus passengers are ruining the lawn and keeping it clutered with refuse. Motion made by MarshAll seconded by Diemond that the Bus stop remain where it is, I,Iotion carried so ordered. Inquiry was, made relative to holding CIVIL SERVICE EXAMINATION for one applicant, Council favors the examination.. FIRE AND LIG_HT_S about- 209 feet of cable was used in making repairs to lighting system. City to retain about 1000.feet of cable-., if Dossible. WATER &_SEWER: reports flow meter registering as high as 3925 gals per minute. It was^derided-Itoss(§t�.the.m_ n"20" to clear cable and 3 feet from yellow mark. Brickey is to make installation. City Clerk to notify 1.1r. Tiefel that Brickey is ready to set posts and would like to know as soon as possible when Company's Supervisor may be expected. GRAVEL _PIT: Harold Blanton wants so? -:!e one to inspect fill at Gravel Pit on Ainsworth Ave., Street Committee,is to Inspect and Report. PUBLIC BUILDINGS: HEATINq SYSTEM AT CITY HALL, City Hall heating system should -be revamped soon as possible to be completed before needed PARKS.&- CEMETERY: Beach should be cleared of broken glass. CIT^Y_ATTORNEY —REPORTS Chief of Police to investigating dumping of cans on Fast Side near Douglas Street. TRUCK ROUTING AGAII`1 DISCUSSED: Route favored follows through Ainsworth to Fourth,thence to Columbia to Third, North on Third to City Limits, pending the grading through of First Street`:' HE_AL_TH_DEPARTMENT: A party on ,_.he East Side has four half grown pigs in the City Limits. Dr. Ripley to notify owners to move pigs.
