PASCO, WASHINGTON.
REGULAR MEETING COH14ITTEE ROOM June 15 1943
CALL TO ORDER: Meeting called to order at eight -fives F.1M.kHonorable Mayor E. S. Johns
presiding.
ROLL CALL: By Clerk councilmen present were Chas Diemond, W. E. Drennan, M. J. Lind
erman, V. F. Marshall and D. F. Rodkey. Councilmen absent were D. Byron Baker an
C. L. Booth.
READING OF THE MINUTES:
Minutes of the previous meeting were read and approved.
REGULAR ORDER OF.BUSINESS SET ASIDE through a motion made by Linderman seconded by
Diemond and carried; MR. TABERT reported a trailer parked in front of his resident
on the city street had been given notice by the Police to move; Mr Tabert was in-
formed that the policeman was acting in accordance with city laws.
GOADING ON WEST HENRY.I .ARGARET. ADAMS AND THE ALLEY::
Mr.'Moen asked about sidewalk grades on west Henry, Margaret and Adams
also width of streets. A fiftls foot street.from curb to.curb was agreeded upon
Aky 4th 1943, this was changed to forty feet from curb to curb and establish side-
walk grades; motion was made by Rodkey seconded by Linderman that the city open
up one block on west Henry and west Margaret and Adams running north and south;
establish curb and street grades, also grade the alley in this block Harold Blantc
to be employed to do the surveying if he can do the work within ten days after the
expiration of that time some one else will be employed, City Clerk to so notify
Mr. Blanton motion carried so ordered.
CITY PROPERTY ON ICIEST LEWIS:
Mr. Garbett wishes to purchase city owned property on west Lewis, this
was turned to the Street Committee.
Regular order of business resumed through a motion made by Marshall sE
by Linderman carried so ordered._
C O1,U,1UNI CATIONS:
A letter from Wendell Brown's Insurance Agency, accompaning an ihsuran
policy comprdhensive coverage on all city owned equipment was read and the polis
reviewed and accepted by the City Attorney and Council body.

PARKING PETER CONTRACT* Was returned by the Duncan Meter Corporation t
to their agent Mr. Tiefel accompanied by a letter and agreement drawn up by the
.dorporgtion. Following a short discussion motion was made by Marshall seconded
day Linderman that the agreement be held up for study and condideration motion
carried so ordered. Mr. Tiefel to be notified action. taken.
REPORTS FROM COTTDTITTEES: FIRE AND LIGHT: The ornamental street lingting system is out of
order the Empire Electric Co. is trying to obtain cable to make repairs, IVIr. Marsh
thought it might be possible to get hold of 2000 feet at from .08 to .11 cents per
foot motion made by Linderman that the fire & light committee purchase material et
to make necessary repairs motion seconded by Marshall and carried so ordered.
BY LAWS FOR FIRE DEPARTMENT were received and read motion made by Linderman secon
by Diemond that the by laws as recommended be gdopted motion carried so ordered.
Mayor Johnston appointed LYLE COONEY_A_CTING CHIEF motion made by Linderman seconde
by Diemond confirming the appointment motion carried so ordered.
POLICE COMMITTEE recommends a salary increase of $20.00 for each
Patrolman thus raising patrolmens salaries from $165.00 to $185.00, the Chiefs sal
was raised from $175.00 to $205.00 per month making a raise of $30.00 per month al
raises retroactive as of May 1st 1943. Raising the.:i.employment age of Patrolmen.to
fifty years was favor.ed;:cpdrmission from Civil Service Commission is being sought
Other recommendations are to purchase lifeguard tubes for the, Plymouth sedah poli
car, and change BUS EQA-DING AND UNLOADING ZONE from Fourth and Lewis to Third and

WATER COMMITTEE The Housing Authority activities have excavated
within about eighteen inches of the water main. Raising salaries of the employees
in the water and street departments was mentioned, it was suggested that the commi
meet and bring in recommendations. STREET C01,Q1ITTEE reports the rat situation has
been solved the Navy Base will furnish meat for poison bait but this method is not
working out very successful rats prefer other food which is obtainable. A represen

decided upon later. PARKS AND CEMETERY Mr. Booth is to go ahead with the purchas
of adjoining property owned by the Irrigation District. PERMITS GRANTED City Atto
to see Grigg's about moving building on Lewis Street toothe back of the lot. Also
Idlr. Roper regarding the Tabernacle permit. SIKK LEAVE AND VACATION ORDINANCE
being drawn up by the City Attorney.
REPORTS FROII OFFICERS.
The Water Departments monthly report was read.
The City Treasurer's monthly report was read and reviewed.
Police Department's report for the Month of May was read.
The City Clerk furnished each member with a monthly budget re-
port of all departments.

ORDINANCE NUMBER 516; PARKING METER ORDINANCE: Held up through a
motion made by Marshall seconded by Linderman motion carried so ordered.
ORDINANCE NUMBER 517; Motion made by Marshall seconded"by Linderman
that ordinance number 517 be given the third reading motion carried; motion
made by Marshall seconded by Linderman that Ordinance Number 517 has been given
the third reading motion carried; Motion made by Marshall seconded by Diemond
that Ordinance Number 517 be adopted motion carried by a roll call vote of five.

AND SANITATION AND PERMITTING THE CHIEF OF POLICE TO ISSUE TEI,iPORARY PERMITS FOR
THE PARKING OF TRAILERS WITHIN THE CITY OF PASCO. Motion made by Marshall seconc

original ordinance No. 489 at the expiration of Ordinance No. 519, if it is at
all possible; this was agreed by unanimous consent.
MISCELLANEOUS:
AMERICAN LEGION AND VETERANS OF FOREIGN WARS seven point program
was read by Mr. Marshall relative to prohibiting the return of Jananese to
coastal areas for the duration motion made by Diemond seconded by Drennan favor
the adoption of the resolution motion carried so ordered.
ADJOURNMENT
Motion made by Linderman seconded by-Rodkey that the meeting
