CALL TO ORDER: Meeting call ed to order at eight -ten oclock P. lil. Honorable Mayor E. S.
Johnston presiding.
OLL CALL By Clerk councilmen present were D. Byrbn Baker, C. L. Booth,Chas Diemond,
W. E. Drennan. M. J. Linderman, V. F. Marshall and D. F. Rodkey.,
REGULAR ORDER OF BUSINESS SET ASIDE: through a motion made by Rodkey
seconded by Booth carried so ordered. Mr. Garbett spoke to the council relative
to vacating city owned property adjacent his property on west Lewis, no action
taken account property being out side the city limits. Regular order of business
resumed by unanimous consent.
(READING OF THE MINUTES:
Minutes of the previous meetings were read and approved.
ILLS:
HAROLD BLANTON' S GRAVEL PIT,
Inquiry was made regarding Surety Bond to be filed by Harold Blanton befo e
starting work in the pit, it has been-,reported.that some pteliminary work in the
pit is in operation but•no bond has been filed up to this time, the City Attorney
and Chief of Police have received instructions that no work be started in.the pit
until Surety Bond is on file in the City Clerks office.
A voucher presented by Roy A. Palm in the amount of $40.00 covering servic s
rendered correcting civil service examination papers, was ordered held up for more
detail.
Bills presented for payment were read as follows, and ordered payedthrough
a motion made by Booth seconded by Marshall that all vouchers properly signed and
approved be paid motion carried by a roll call vote of seven.

COT2.RUNICAT IONS:
M. C. Rider applied for a license to, -operate one card table, soft drinks
and tobacco business at 126 W. Lewis this was turned to the Police Committee to
act with the Police Department and report at next meeting through.a motion made
by Rodkey seconded by Linderman carried so ordered.
BINGO GAMES
A group of Navy wives are asking permission to start a bingo game in a tent
prizes to be war stamps and bonds, motion made by Marshall seconded by Booth tha
any one desiring to start a game of any kind must appear in person to the counci
motion carried so ordered.
WAR PRODUCTION BOARD U-1.
A letter was read from the Department of Health -regarding War Production
Board Order U-1, revoking preference rating order P-46, this was turned to the
City Attorney to consider and advise action to be taken.
WATER CONTRACT WITH FEDERAL HOUSING AUTHORITY:
A water contraet was presented by the Federal Housing Authority for accept-
ance, this was turned to the Water Committee for study and report at next meeting
U.S.O. BUILDING:
Word was received by thea.,Ta.yor that the U. S. 0. Building contract had
been awarded and work should start in about ten days, water service should be
extended.
REPORTS FROM COI8IITTEES: Police Dept. cleaning and repairing Police department was mentio
Building Committee to inspect department and consider the budget for available
Funds; Purchasing Life guard bubes for the police sedan was suggested this was
turned to the police Committee for recommendation. Regarding raise in salary for
members of the police department,- City Attorney has received a letter from the
War Labor.Board stating.municipalities are being requested to stick to ceiling
prices, Police Committee to bring in recommendation. Police Department. Police
Committee, Police Judge and City Attorney are to hold a meeting in the City Attor
Office Thursday night June 3, 1943.
FIRE & LIGHTS:BY LAWS have not been drawn up for the Fire Depart
Board. Acting Fire Chief appointment held up.
FILTRATION PLANT::: Mayor Johnston read a letter he had receive
from J. W. Cunningham suggesting that the city renew and push the old application
by obtaining help through.the State Health Department and the Federal Works Admis
tration. Letters to be written by the City Attorney as he has most of the 'cor-
rospondence in his office.
CHAIN AT WEST HOTEL: No facts can be obtained to establish the
owner, it was suggested that this be droppdd.
STREET DEPARTIdENT: It was decided that the tank in the Wool
Growers Alley would not be remobed by the City. RAT SITUATION is not under con -
control street committee to contact Commander at the Navy Base for cooperation
with both labor and rat poison. BUILDING COP;BIITTEE doubts very much if they wil
be able to get the city hall wiring inspected in the near future.
PARKS AND CEMETERY: Mr Booth advises that the land adjacent
Cemetery on the west could could be purchased at $50.00 per acre, the strip desired
contains approximately two acres, motion made by Rodkey seconded by Marshall that
the city purchase this property motion carried so ordered. CEMETERY BILLS:::
DATING BACK to 1924 uncollected; Cemetery Committee to met with the City Attorney
and Ray B. Lee to ascertain how many of the old bills have been paid motion made
by Rodkey seconded by Booth that a copy of the Cemetery sales slip be furnished
the City Attorney so they can be filed against the estate motion carried so order
MR. SCHUNER'1d1AN CARETAKER OF VOLUNTEER PARK IS REQUESTING A RAISE IN PAY Mr. Booth
thinks the situation as i now stands is O.K. until budget time.
LEAVE LIGHTS ON PARK ALL NIGHT. A request has been made by the
Shore Patrol and Police Dept. that the lights be left on in Volunteer all night
it was ddcided to set the trip or control for four oclock.
POOLING FKNDS FOR HEALTH DEPARTMENT. City Attorney has received
an opinion from the Attorney General stating cities and Counties can not pool fun
JOHN SU_LLIVAN'S NOTE: Mr. Sullivan informed the City Attorney he would be up and
pay the note about the first of June 1943. The Police Sedan has been added to t.
fleet for liability insurance, policy Number 1180898 in the amount of $10.76.

of Pasco as follows; That the fund designated in Resolution No. 117 a City Street
Fund be and the same is hereby designated "Street Fund" motion made by Marshall s
seconded by Drennan that the Resolution be adopted motion carried by a roll call
vote of seven. the
RESOLUTION NO. 204; Resolved that/Mayor and City Clerk be author
ized to exicute a contract with the Duncan 1.1eter Corp. for the purchase and in--
stallation of parking meters, motion made by Marshall seconded by Baker to adopt
the resolution motion carried by a roll call vote of seven.
RESOLUTION NO, 205. Requesting that the National Housing Author

suggested that Mr. Kirk attend the meeting Thursday night to be held in his offic

THE CITY LIMITS OF THE CITY OF PASCO, AND REPEALING SECTION EIGHTEEN OF ORDINAIC'.
NUMBER 424. Motion made by Marshall seconded by Booth that Ordinance No 517 has
been given the first reading motion.carried; motion made,by Marshall seconded
by Rodkey that Ordinance No. 517 be given the second reading by title only motioi
carried; motion made by Marshall seconded by Booth,.that Ordinance No, 517 has
been given the second reading motion carried. Motion made by Marshall that Brdin<
No 517. be given the third reading, linderman objected and requested time to look
the Ordinance over more thoroughly, Marshall withdrew the motion.

A LIQUOR TAX FUND, AND A CITY STREET FUND, IN CONNECTION WITH MONEYS APID THE
CITY BY THE STATE AND PROVIDING FOR THE EXPENDITURE THEREOF FOR CERTAIN'STATE

UNFINISHED BUSINESS:P-:
TRAILER ORDIAANCE NO. 489 was again discussed motion made by
Marshall that each and every trailer camp and private residence having trailers
be given thirty dAys to clear things up to comply with the Ordinance standards,
no new violations to be tolerated motion sedonded by Baker in voting the nays
carried.
Motion made by Baker to adjourn motion died for the want of a
second. Motion was then made by Rodkey to give the situation to the Police and
Health Officer to handle and as soon as conditions cleared up people can move on,
motion seconded by Diemond, this motion to enclude`the clause 11no parking of
trailers in the streets,in voting the nays carried.
ADJOURNMENT; Motion made by Baker seconded by Drennan that the meeting adjourn to next
regular meeting June 15, 1943 Thursday eight oclock P. M. motion carried so orde
