CALL TO ORDER: Meeting called to order at eight -twenty-five P. M. Honorable Mayor- E. S.
Johnston presiding.
ROLL CALL: By Clerk Councilmen present were Chas Diemond, W. E. Drennan, M. J.
Linderman V. F. Marshall and D. F. Rodkey. Councilmen absent D. Byron Baker and
C. L, Booth.
READING OF THE MINUTES:
Minutes of the previoua meetings were read and approved.

REGULAR ORDER OF BUSINESS SET ASIDE: through a motion made by Marshall
seconded by Diemond carried so ordered.
POOLING FUNDS FOR HEALTH DEPARTMENT:: Dr. Ripley made inquery regarding
the passing of a bill by Legislature creating a Public Health Pooling Fund, to be
used for public health purposes, and whereby the city and county's alloted monies
could be transfered by resolution into a pool fund. Motion made by Linderman
seconded by Marshall that the city attorney look into this bill and report in-
terpertations motion carried so ordered.
CHECK ON LIVE STOCK AND CHICKENS:
Dr. Ripley expects to obtain the names and addresses of all persons liv-
ing within the City Limits and keeping on their premises horses, cows, pigs, rab-
bits or chickens an inspection will be made from time to time.
MR. EXLINE NOT COOPER_ATIVE:•
Dr. Ripley again contacted Mr. Exline in regard to his license and in-
spection fee for 1942 and 1943 and reports that Mr. Exline is not at all anxious
to cooperate Motion made by Marshall seconded by Linderman that the City Attorney
t:o notify Exline to make license payments or the camp will be closed and action
taken for collection motion carried so ordered.
PARKING METERS::
Mr. Tiefel of Spokane demonstrated the operation of parking meters made
by the Miller Meter Company of Chicago Ill., he presented a pencel diagram of th
city center showing the location of 145 meters priced at $75.00 each which enclud_s
.meters and standpipe and the service of a supervisor, the city to make installati ns
and pay the freight. $60.00 per month will be paid out of the collections for
collectors salary 75% fo the balance to go to the meter company and 25% to the city
,until contract Is completed; The meters are guarinteed for one year, the mechani m
of three meters will be furnished for stand bys, the cost of installation was es-
timated at about $1.25 per meter. Motion made by Diemond seconded by Rodkey that
the council contract for the meters motion carried unanimous. this was followed b another _mot io
another motion made by Rodkey seconded by Linderman that a contract be drawn up
presented to the City Attorney and the Mayor and that an adjourned meeting be
called by the Mayor to consider and pass on the contract motion carried unanimous

Linderman carried so ordered,
COIA10-1JNICATIONS: PARK SIDE HOUSING SEWER LINE:
The City Attorney read a letter from the Federal Housing Authority re-
garding the sewer line serving the Park. Side Housing Project stating it was not
all likely that the Government would consider taking up this line.
INSURANCE ON CITY OWNED EQUIPMENT::
Motion made by Rodkey that the neva police car be insured by the local
agent holding the lowest amount of city insurance this was revised to read that
Liability and Property damage be obtained on the new car; fire and theft and
extended couerage on the fleet motion carried so Xodered.
CARNIVALS::
It was suggest6d by the Mayor that the revenue Ordinance be amended pro-
hibating carnivals for the duration, motion made by Marshall seconded by Diemond
that a new Ordinance be drawn gpohibating carnivals in the city for the duration
motion carried so ordered.
REPORTS FROM CO19IIITTEES.
FIRE & LIGHTS: Chairman reports the fire department is in line for the
following Federal Loan Equipment, ten two unit turn outs, 1000 feet of hose,
two 500 gal pumpers on trailers operated by motors, two or three hundred gas
masks issued for all purposes, there must be a bonded officer to take charge and
be responsible for this equipment before it will be received. Fire Committee and
Board to make recommendation soon as possible.

WATER AND SEWER ; No report.
STREETS & ALLEY'S A gas tank has been installed at the city yard and is in operati

FIRST STREET EXTENSION to be used for truck routing, no information has been recei
from Mr. Hall of the Planning Commission.
BARRACADE at West side school has been broken down and pipe left in the street
causing a hazard, school board should be n6tified.
NAVY BASE using Dump;; Linderman and Bridkey to contact Navy authorities for
assistance in caring for the dump and exterminating rats.
CITY HALL BUILDING: The hall up stairs in the city hall building has
been used "recently by loafers, it was decided that the north door be locked one
key left at the Police office.
REPORTS FROM OFFICERS: City Treasurer's Monthly report was read.
Water Manager's Monthly report was read.
Building Inspectors April report was read.

MISCELLANEOUS
The City Attorney gave an outline of funds effected by the last legislature, A
State Aid Fund will be set up cf monies received from the State as a State Grant
in the amount of $18.3.65, other funds will be set up as the details are received.
Motion made by Rodkey seconded by Marshall that the Police Car and equipment be pa
from this State Aid Fund motion carried so ordered.
VACATION AND SICK LEAVE::
Motion made by Linderman seconded by Marshall that a vacation and sick leave ordin-
ance be drawn by the City Attorney motion carried so ordered.
CARD TABLE LICENCE::
It was suggested by the Mayor that all applications for! -card table license be passe(
by the council before issuing.
CITY'S CHAIN AT WEST HOTEL
Mr. Rodkey states that some years past, Mr. Burns loaned to the Owner of the Vilest
Hotel about 75' of 3/8" chain to protect the parking trees and lawn; since then
the hotel has changed hands but the chain is still there. The Mayor will request
Chief of Police to go after the chain.
GRAVEL FOR RECONSIGNMENT_POINT:-
The Reconsignment Point Engineers were given permission to remove gravel from pit
east of the Northern Pacific main line tracks and North of Ainsworth Street, with
the provision that the regulation grade is amintained.

Motion made by Marshall seconded by Baker that the meeting adjourn with the under
standing that the Mayor would call for another session of the adjourned meeting
to consider parking meter contractsmotion carried so ordered.
