REGULAR,MEETING
PASCO, WASHINGTON.

CALL TO -ORDER : Meeting called to order at eight -fifteen oclock Honorable Mayor E. S. John:
presiding.
ROLL CALL: By -Clerk councilmen -present were C. L. Booth, -Chas Diemond, W. E. Drennan,
M. J. Linderman, V. F. Marshall and D. F. Rodkey. Baker arrived at nine-thirtyP.I,1.

Minutes of the previous meetings were read and approved.
REGULAR ORDER OF BUSINESS SET ASIDE throught a motion madd by Linderman seconded by
Rodkey: carried so ordered.
STREETS-. SIDEWALKS AND CURBS ON VIEST MARGARET:
Mr. Moen made inquiries relative to streets, sidewalks and curbsgrades on West Henry
and Margaret streets, the city will establish the grades.. streets to be 50"feet from
curb to curb,slidewalks to be installed i:* uniform with otKer city side walks, Water
service installed according to past practice the owner of the property paying half.
Sewer installations are all taken care of by the property owner. Mr. Moen will check
on broken sidewalk in 700 block on Margaret.
DS PUE' SPROPOSED TRAILER CAITP : :
Mr. De Pue submitted a plan of a proposed trailer camp, for the consideration of the
council the location is on No. 3rd., in residention district R-1 across the street
from Volunteer park; Deviating from regulations set upby the Trailer Ordinance was
discussed:Diemond suggests that if itis in order that Mr. DePue be given permission
to go ahead with his camp, owing to the need of camps; motion made by Booth seconded
by Rodkey that Mr. DePue be given a pemporaty permit for six months to establish a
a trailer camp on this property on north Third Ave east of Volunteer Park motion carriE
to ordered. -The concenses of the council body favors going along with Mr. DePue
during the emergency.
COMPLAINT AGAINST KEEPING COWS IN THE CITY:
A letter was -read signed by Mrs. A. L. Penfield, Mrs. Louis Cannon and Mrs. C. E.
Howard, issueing a complaint against cow's being moved the city and within thirty feet
of Mrs. Penfield's door. Present Ordinance does not prohibit this practice. Motion
made by Marshall seconded by Diemond that the present Ordinance be amended or a new
Ordinance drawn up making the distance to the nearest residence three hundred feet
motion carried so ordered.
REGULAR ORDER OF BUSINESS RESUMED: through a motion made by Linderman seconded by
Booth carried so ordered.
BILLS: Current bills against,the city were read for the month of April motion made by
Rodkey seconded by Marshall that all bills properly signed and approved by paid
motion carried by a roll call vote of six.

A letter was read from J. G. Roper requesting the Council to extend building permit
on the Tabernacle another 90 days; motion made by Marshall to extend permit 90 days
providing assurance is given that the Tabernacle will be moved at the and of that
time motion seconded by Linderman carried so ordered.
REPORTS FROM COIJI TITTEES:
FIRE & LIGHT Purchasing resperator attachments and resuscitator was discussf
and prices quoted, a new machine equiped to accomodate more than one person would
cost approximately $560.00 motion made by Diemond seconded by Linderman that a new
resuscitator be purchased and financed through the 1944 budget, old machine might
be turned in on the purchase Motion carried by a roll call vote of seven. Marshall
to obtain more information.
POLICE COM. -BIDS ON POLICE CAR: One bid was received and read from the
Smith -Davis Motor Company of Walla Wall, Washington, on a-1942 Plymouth Town Sedan
@ $1,335.00 without heater, spot light or Radio. Motion made by Linderman seconded
by Marshall to accept the bid motion carried by a roll call vote of seven .
Ammunition being hard to obtain, was discussed, a reloading machine and
equipment is being considered there Is a. used one in Yakima, information received
through Dennis Huntley, this could be purchased for approximately $75.00 this price
is on the loading machine if any equipment was encluded was not known, motion made bl.
Marshall seconded by Linderman that Huntley look into this further and make a report;
motion carried so ordered.
P__OLI:CE ORAL EXAMINATION::: Nothing has been heard from the -Police oral exam-
ination ,sent to Seattle.for grading.
-CITY ATTORNEY' DEPARTMENT: SULLIVAN'S NOTE no progress made in collecting.
$93.15 cent water bill for. Little Pasco has been received.
Priority's Guide, City Attorney finds this indespensible and wishes to continue re-
ceiving the issues, Rodkey receives a pamphlet each month containing some of the
same information, Grimm to see what this contains' qnd will advise if it can be used
in place of the guide.
-PYLES CEMETERY BILL: City Attorney claims $20.00 was paid to him by Mr. Pyle:
he in turn gaveit to the City Treasurer stating a receipt was -to be mailed to Mr. Py7
Mr. Grimm will contact IJr. Pyles and have him bring the receipt to -the Treasurer's
office. City Attorney accepts the responsibility of the $20.00 payment as he re-
ceived the money.
FILTRATION PLANT:: Water Committee chairman submits a report recommending
that the council, throught their consulting engineer J. W. Cunningham request by
Federal Grant a standard modern 6,000,000 gal. filtration plant and -24" cast iron
water main to connect with the presient main at "B" street with the necessary fittinj
also a 12" suction line. motion made by Marshall seconded by Diemond that the chairm
report be accepted motion carried so ordered.

Schuneman asks for more pay, Attorney advises this can not be done, Mr Booth
will take this up with Mr. Schuneman. --
GAS TANK AND PUMP: Relative to -purchasing a gas tank and pump for the Street
Department, Browning's equipment seemed to be in the best condition and less trouble
to move priced at $,ftO.00 Brickey would like to pay OSOMW out of equipment and
repairs and the balance from material and Supplies motion made by Rodkey seconded b
that Brickey nigotiate for the complete set up;07 pump and tank.must be in good coh-
dition. motion carried so ordered.
BELL TOWER: to be based in concrete blocks.
FIRE HOSE INSURANCE and city owned equipment insurance was discussed City
Attorney advises that a fire theft and comprehensive policy could be obtained with
the Federal Grant fire hose'encluded by a rider; Financed by an emergency ordinance
or 1944 budget allowance. City Attorney`also to make a complete survey of all
policies now in effect and make recommendation for blanket coverage on city equipmen

Mr. Blanton has control of the balance of the property and would like to sell gravel
to the DuPont Company and is desirous of cooperation with the council, so states Mr
Grimm.
