REGULAR MEETING COMMITTEE ROOM APRIL 20, 1943
CALL' -TO ORDER: Meeting called to order at eight -fifteen P. IrI. Honorable IMayor Protem

ROLL CALL By Clerk Councilmen present were C. L. Booth, Chas Diemond, W. E. Drennan
M. J. Linderman, V. F. Marshall and D. F. Rodkey Byron Baker arrived at nine ocloc

Mr. Linderman and Mr. Baker were excused at ten oclock.
READING OF THE MINUTES:
Minutes of the previous meetings were read and approved.
COMMUNICATIONS: FILTRATIONi'PLANT:: LETTER FROM J. W. CUNNINGHAM.
A letter was read from John W. Cunningham under date of April 17, 1943,
regarding filtration plant, new intake and a new connecting main he also states
that the cost of preppring sketches, estimates and data for the engineering sectio
JoF the .: application would be about $150.00. This was turned to the water
Committee to work out and make a report at the next meeting motion so made by
Marshall seconded by Booth carried so ordered.
ASSN. OF WASH. CITIES' ANNUAL_ MEETING:
A letter was read from the Association of Washington Cities stating the
annual state wide convention would be held in Wenatchee May 13th & 14th headquarte
s
at the Cascadian Hotel no expressions were made in regard to attendance.
A letter was read from the department of highways to counties and cities
stating that form PD-lA preference rating applications would be processed in or
through the war production board field office.
The Coordinators Corporation notifyed cities that the price of Alloczations
Priority Guide had been raised from $2.00 per issue to $300, and that twelve montlily
issues could be obtained for $29.00; Motion made by Booth seconded by Diemond that
this be discontinued motion carried so ordered.
REPORTS FROM CO'MMITIiEES
FIRE & LIGHTS, The fire truck is repaired and in service. 1600 feet of Government
hose has been received stested and placed on trucks. Fire Committee to write for
more information regarding prices on a new respirator and attachments before order-
ing. Ed Goulet to inspect wting at City Hall.
POLICE COM. Baker informed the council that therekare four, four door sedans(Ply
outh)
in Walla Walla priced $1,280.00 new 1942 models available at this time; Motion ma(e
by
Linderman seconded by Drennan that a call for bids be advertised callable May 4th
1943
eight oclock P. M. motion carried so ordered. Car purchase to be financed by an
emergency ordinance.

STREETS & ALLEYS: Size of sewer serving Parkside Housing Project was discussed
motion made by Marshall seconded by Baker that the fifteen inch sewer pipe be in-
stalled by the Federal Works Agency as formally requested by the council. Motion
carried so ordered.
BROKEN SIDE WALKS on Margaret Street in the 700 bl6ck, committee has been unable
to contact Mr. Moen and ask that more time be allowed.
BLOCKING AINSWORTH STREET: and effecting -a fi'ypass Mr McCall of the Northern Pacific
Railway Co. is to report to the Committee the decission of the Northern Pacific
Railway officials.
FINANCE COM. Clths Diemond read a list of insurance rates committee to work out a
detail of insurance needed cost of which will be taken care of in the 1944 budget
Government Fire Hose insurance calued at $1500.00 to be covered; motion made by
Diemond that insurance be taken out for one,year on the Federal Grant hose motion
seconded by Booth carried so ordered. Motion made by Marshall that Diemond be
authorized to secure insurance on the Federal Grant Hose motion seconded by Boot
carried so ordered.
PARKS & CEMETERY: Purchase considerdd on that piece of property adjacent the Cemetery
on the west approximately 150 feet by 660 feet IAr Booth advises that 11r. H. de Sc
ep-
per of the Franklin County Irrigation District No. 1 will obtain figures and submit
the information; this strip would make available 2000 more graves.
REPORTS FROM 07FICERS:
The City Treasurer's monthly report was read.
The Water Department's monthly report was read.
Police Judge's report for February and March shows $180.00 collected in fines.
Building Inspector's March report was read.
READING OF ORDINANCES: AND RESOLUTIONS:.:_
RESOLUTION NUMBER 201 Approval ofd grant and lease of 1500 lineal feet of fire
hose size 2�" and 166 lineal feet of fire•hose size 1-- motion made by Booth
seconded by Marshall that the resolution be adopted motion carried by a roll
call vote of five.
ORCINANCE N0. 06; CITY EMPLOYEES RETURNING FROM THE ARMED FORCES. held up.
ORDINANCE N6. 513; EXTENDING TIME OF ENFORCEMENT OF ORDINANCE NO. 497 this was
held up account dates having to be decided upon and changed.
UNFINISHED BUSINESS:
LEGAL DEPARTMENT: Sullivan's note of $38.95 past due since January 1, 1943, no report.
DELINQUENT LICENSES: None collected.
GRAVEL PIT SITUATION at Blanton's Pit, No report, regarding assistance from contractors.
CEMETERY BILLS: Levi Pyles and others. City Treasurer was informed by the City
Attorney that other payments had been made on Mr. Pyles's account.

UNFINISHED BUSINESS CONTINUED:
HIGHER RATE OF PAY REQUESTED BY DUMP ATTENDENT:
Mr. John Dietrich now receiving $5.00 per month to keep the city dump in order
the council thought $25.00 per month would be a fair figure -however they desirE
to have Mr. Dietrich appear At the next meeting.
WATER PIPE taken from the river, Pasco Machine Co., wishes to purchase about
100 feet, motion made by Booth seconded by Diemond that this pipe be sold for
.50¢ per foot motion carried so ordered. the two inch pipe will be used by
the street and water departments.
NEW BUSINESS:
PHONE AT THE SHOP:
The council feels that a phone is needed badly at the shop, motion made by
Diemond that the Water Committee take this up with the Telephone Company
motion seconded by Marshall carried so ordered.
ADJOURNMENT:
Motion made by Booth seconded by Marshall that the meeting adjourn to Arpil
the 27th 1943, Tuesday at eight oclock P. M. motion carried so ordered.
