CALL TO ORDER: Meeting called to order at eight -twenty P.M. by Honorable 'Mayor
E.S. Johnston presiding.
ROLL CALL: By Clerk Councilmen present were Chas. Diemond, W.E. Drennan, M.J. Linderm n
and D.F. Rodkey , C.L.Booth arrived at eight- fourty -five, Councilmen D. Byron Baer
and V.F. i_Iarshall were absent.
BLOCKING STREETS FOR FEDERAL HOUSING AUTHORITY_ " TRAILER CAMP SITE "
REGULAR ORDER OF BUSINESS SET ASIDE thr.oughia motion made by Linderman, s.econded
by Rodkey, carried so ordered. Mr. Wilson of the Federal Public Housing Authority,
interested in the Trailer Camp location, discussed Resolution 7„ 199 requesting
that certain avenues, streets and alleys be blocked by means of a temporary permit
so long as said camp is maintaindd,.1. Motion made by Linderman seconded by Rodkey
that Resolution 199 be 'adopted, Motion carried by roll call vote of 4.
Sewer installation to serve Camp was discussed, Councilmen would much prefer to
have sewer placed in the streets and at the cities established grade, but this
was not complied with . Corrections in Resolution to be 2inade by City Attorney.
LEASE CITY'S PORTION OF DLOCK 40
Mr. Wilson also requested that the City Lease their portion of Block 40 for $1.00
per year. Motion made by Linderman seconded by Rodkey that the City go on record
as being in favor of leasing the City's portion of Block 40 to the Federal Public
Housing Authority at the rate $1.00 per year plus taxes Lotion carried so ordered.
Wq.ter for this project to be furnished at the same rate established for other
government projects.
To1r. S.H. DePue discussed the possibility of erecting a Trailer Camp on his
property on North Mrd. He will appear at the City Clerk's Office for a copy of
Ordinance 489 and Trailer Camp application form Wednesday 4,7,4w,

BILLS: The current Bills against the City were read , Motion made.by Linderman seconded

REGULAR ORDER OF BUSINESS SET ASIDE through a I:Totion made by Diemond seconded
by Rodkey carried so ordered, to discuss with W.R. Ripley the Trailer Camp
situation. Riley Exline's Camp is with in the City Limits and is there for
required to pay the License of $25.00 and $5.00 inspection fee. In regard to
the zoning Ordinance it was the unanimous opinion of the Council that the
Zoning; Ordinance should be kept in tact andespecially Residential District R-1
following the discussion a Motion was made by Linderman seconded by Dietnond
that the committee meet with the Health Officer and City Attorney and draw up
an amendment to the Trailer Camp Ordinance 7# 489, changing, the authority of
enforcement from the Investigators Board to the Health Officer, 1,41otion carried
so ordered.
Dr. Ripley reports that health conditions in Berton & Franklin County's are
very good.
FILTRATION PLAINT & AUXILLARY PUI;IPI.UG UNIT_ were discussed Rodkey thinks plans
drawn ^by G.D. Hall are inadequate and suggested John WI, Cunningham of Portland
be employed Motion made by Rod,�ey seconded by Booth that the `v'laterl:Ianager writE
I1Ir. Cunningham to come to Pasco and talk with the Council iIotion carried so
ordered.

of three hours per day five days a week and is asking for 750 per hour.
The salvage does not amount to anyt1 ing as j ?nk dealers are working out there a1.1
the time. Sea-aen hauling garba7 e from the Navy Dase seldom dump in the right
place and garbage has to be shoveled out of the way. This was turned to the Stre
committee. Dr. Ripley is to see prover authorities at the Base to effect a
correction.
PRIORITIES GUIDE RAISED TO $ .00 a notice was read of a raise in price of the
priorities guide from $2.00 per copy to $3.00,a years subscription would cost
$29.00 This was held up to be discussed with the City Attorney.
PARKING T;;TETERS A letter was real form Elmo E. Tiefel of Snokane relative to
installing 'larking Meters, Council not interested at this time. City Clerk is
to notify him of their decision.
ORTS FROI,I COI;EIITTEES: FIRE _&_LIGHT The fire truck is again being repaired. Light
committee is unable to effect an Inspection of wiring at City Hall more time
is asked.
POLIC_E_DEPT.Civil Service examinations for Chief of Police was held I:IondaYSth
papers sent to Seattle for correction.
POLICE JUDGE APPOINTMENT Police Judge's Office has been declared Vacant
an account of Grant H. Stringham accepting employment with t11e Northern Pacific
Railway Co. and his hours are such that he is unable to serve. The I.Iayor appoint
A.1-1. Haylett as his successor effective .April 1,1943 11otion made by Diemond
seconded by Rodkey.that this appointment -be accepted 11Totion carried so ordered.
POLICE CAR Committee reports they have been unable to locate a suitable
secondhand car.
WATER _&S7_,WER_ Flow meter has not been returned from Seattle v.lhere it is being
repaired. _---
STRE_ETS & ALLEYS The Engineering Dept. at the Reconsignment Point are requesting
by letter permission to remove gravel from the 2nd pit near N.P. main line track
and Ainsworth St. The owner of this property could riot be determined, Action
held up -ending con -.act with Harold Blanton.
PARK _&_CEI47ETER_Y Cemetery committee reports property directly South of the
cemetery was not obtainable so it was decided to try and purchase a strip adjacen
to the ceieter,y to the west . Hr Booth to look into this

for permission to use N.P. property for a by pass.
BROKEN SIDEWALKS It was reported that Contractor Moen has broken the side walk
on�Margaret Street in the 700 block, Street committee to investigate.
EIRE_TRUCK INSURANCE. I1r. Brown's Letter submitting prices on Blanket Insurance
coverage on City owned trucks did not cover property damage, collision, upsets,
etc. the committee asked for more time.

_FORREST CA11dPBELL completed his Patrolmen's probationary period February b, 194
since that time has been regular Patrolman Civil Service Board notified by
Mayor E.S. Johnston.
PARK SIDE HOUSING PROJECT_Yt WASHINGTON 45152 & 4 201 Attorney Grimm's letter
of�March —22,—was discussed , � it Ewas felt by the Council & Mayor that an offer
to pay for difference in size of sever pipe should not have been made in his
letter of 1,1ar 2.2, 43 to Frank Krutsinger Federal Public Housing Authority of
Seattle Flash.
WATER SUPPLY_ FOR VICTORY GARDENS Article in paper about.water supply for Victor.,
gardens not favored�by—,1ayor Johnston this was discussed
WATER CONVENTION to be held Play 7,89 at Bellingham. Mc. -Ghee and Linderman
expect to attend.
