CALL TO ORDER: Meeting called to order at eight oclock P. 13I. by Honorable Mayor Protem D F. Rodkey; Honorable Mayor E. S. Johnston arrived at eight -five and presided over t e meeting. ROLL CALL:: By clerk councilmen present were W. E. Drennan, M. J. Linderman, V. F. Ia shall and D. F. Rodkey. C. L. Booth arrived at eight fifteen and D. Byron Baker at eight - fifty. Chas Diemond was absent. READING OF TETE MINUTES:: Minutes of the previous meeting was read and approved as read, CO Q,.MNICATIOMS: : EARLE SAMPLE, SEXTON. RESIGNS: A letter was read from Earle Sample tendering his resignation effective March 1, 194-) motion made by Rodkey seconded by Drennan to accept the resignatiion motion carried sc ordered. Motion made by Booth seconded by Baker and carried that a letter c6mmending Itr. Sample for his splendid service as sext6n of the Gityt1ftpw Cemetery for the past thirteen years be written contents of same.recorded in the minutes. Mr. Sample expressed the desire to resign in favor of Roy Shaw, now employed as an unskilled laborer by the Pacific Power & L t.gt Company. Shaws ability was highly redommedded by Mr. Sample. Motion made by 14arshall seconded by Linderman that Roy Shaw be offered the position immediately providing he is not frozen on the Brbsent job and is available motion carried so ordered. I:4otion made by Linderman seconded by Marshall that the Cemetery and Parks Committee as a body be given power to act in hiring a sexton motion carrie so ordered. Mr. Sample also stated that steps should be taken to collect delinquent Cemetery ae_-ybunts of Levi Pyles and Van Vaulkenburg, this was turned to the City Attorney through a motion made by Linderman seconded by Baker carried so ordered. In regard to the Pyles account, I,!Ir. I,Iarshall suggested that the City Attorney write the State Highway Office, Pasco, Washington and steps would be taken to bffect tlddecl collection. The Cemetery truck has the Police Panel license number, mistake was made when the stickers were brought from the courthouse Police Committee to report.o this. REPORTS FROM COMHITTERS : FIRE AID LIGHT: Correspondence was reviewed relative to purchasing a new fire bell so far one has not been located. Repacking fire engine pump on the Seagraves truck was discussed a week end was considered a good time to do the work, Rodkey thinks he might be able to pick up a bearing, other parts -pFnbably have to be sent in for replacement, work on pump to be done by members of the fire department at the Pasco Machine Shop; Army and Navy to furnish stand by equipment. FIRE INSURANCE ON TRUCTS and equipment was stressed by the City Attorney also insurance coverage for 1400 fee of 24" Federal works Agency hose expected to arrive qny day; Marshall to obtain fig. res o on both coverages. The h.Iayor advises every efford is being made to obtain a salarie fire chieff. POLICE AND LICENSES: Police Committee recommend call for bids on a four door sedan for th Police department; The panel has been repaired and is now in good condition; Motion made by Baker seconded by Linderman that the council call for bids on a four door sedan motion carried so ordered. CITY Attorney to furnish an oponion relative to physicians being called by the police department and the department being vouchered for same. CIVIL SERVICE E,CAHINATION for a chief of Police will be held the second monday in March 1943. Motion made by Linderman seconded by Baker that 1942 delinque t business licenses be collected by the City Attorney. STREETS AND ALLEYS: Committee recommend another man be put on the street department and wages reised to seventy-five cents per hour so moved by Linderman seconded by Baker carried so ordered. Reimbursement for work done by one department for another department was agreed upon claims to be presented by voucher. Street grading and filling is underway. PATCH IVIIX MATERIAL will be accumulated from time to time, ar- rangements are underway through the State Highway Department to oil and stock pile this material when the equipment is on location. It may also be possible to have th s deduction made from the gas tax money. PUBLIC BUILDINGS: Coils are to be taken out of the cityhall furnace. New pipe conne tions will have to be made to correct a leak from the furnace, the floor will be distrubed as little as po.1sible, some prison labor may be used on this work; City hall wiring also in need of repairs; Motion made by Rodkey seconded by Drennan that a committee as a unite be authorized to order small replacements and repairs without having to wait for a council meeting. BOILER ROOM ORDER Rodkey reports a condition exists in boiler room that causes a very offensive oder, building committee to investigate. STOP SIGNS: signs were suggested on streets running into Ainsworth and Third, Mr. Booth objected to Third being a through street on account of the High School, no decision was amde. PARKS AND CEI,<`IETERY: The float has been anchored at the beach and the beach needs cleaning and raking. RIVERVIEW PARK needs some valves faced to prevent leaking, the rifle back stop needs repairing. AT SYLVESTER PARK the entire erea needs cleaning up the tennis back stop has been torn loose, the merrygo-round badly in need of repairi. Brickey to supertise the above mentioned corrections. Building Committee to inspect bath house and beach. U.S.O. BUILDING_ location at the north end of Vblu teer Park was discussed, Governmen Engineers wish to have documents executed so work can be started right wway; A legal description will be drawn up, Northern Pacific Railway Company to furnish quit claim deed. A septic tank will be installed by the Government. Neuter service can be obtai ed from an eight inch main at a distance of about 150 feet. Motion made by Drennan seconded by Baker that the final motion be made at an adjourned meeting Wednesday February 17, 1043, seven P. iii. at which time the description of the property will b presented motion carried so ordered. GRAVEL PIT Situation, nothing has been done to date to correct conditions, City Atto ney suggests that Mr. Blanton meet with the Council Wednesday February 17th and speak fo himself. LICENSE _FOR _LEGION _HALL _CLUB: Motion made by Linderman seconded by Marshall to waiv the annual license of $25.00 for the Legion Hall Club, motion carried so ordered. FIRST AID_CLASSLLt. Olsen asked�to use the large council room twice a week for five weeks for a first aid class, motion made by Linderman seconded by Baker that the request be granted.;iotion carried so ordered. REPORTS FROM OFFICERS:: Water Manager D. W. I,IcGhee's monthly report was read. The January Police report was read. City Treasurer's monthly report was read and passed for review.
