.ROLL CALL: By Clerk Councilmen present were C. L. Booth, Chas Diemond, W. E. Drennan
IJI. J. Linderman, V. F. Marshall and D. F. Rodkey.
READING OF THE MINUTES: Minutes of the previous meeting were read and approved.
BILLS & COI,II1IUNICATIONS: A letter was read covering the appointment of Jack Kn6wlton as
acting Fire Chief for the month of January motion made by Marshall'seconded by Lindeman
that a voucher signed by Jack Knowlton in the amount of $160.00 acting Chief's salar
for the month of January be paid motion carried by a roll call vote of six.
A letter was read from the Cyanamide & Checical Corporation regarding a shipment of
50 pounds 'of cyanogas A -dust and foot pump, they recommend the purchase of a foot
hopper for safer and faster operation motion was made by I,Iardhall seconded by Rodkey
that the hopper be purchased motion carried so ordered.
BILLS:: Current bills against the City were read as follows, motion made by Rodkey
seconded by Linderman that all bills properly signed,and approved by the Committee
be paid motion carried by art olldcall vote of six.

REGULAR ORDER OF BUSINESS SET ASIDE throughta motion made by Linderman seconded
by I.Iarshall and carried; The City Attorney not feeling ;!aell wished to be heard and
excused; He advised that a bill is being legislated regarding municipalities'
employees returning from the Armed Forces, The City of PascD has no employees im-
mediately effected therefore the Attorney asks that ORDINANCE I40._506 be with held
pending the d6cis.ion by legislation.
ORDINANCE NO. 510 setting up a Victory Tax_ Fund in the Treasurers Office; On accout
of typographical errors this Ordinance will be presented at the next regular meetin .
RESOLUTION i\T0.(fy Vacating City property now being used by the Reconsignment Depot
,{rwas discussed in conclusion it was decided that a legal discription of the propert3
envolved be stated in the resolution..
U.S.O. BUILDING SITE: An appropriation in the amount $g�,000.00 has been allocated
for a U.S.O. Building in Pasco, the north end of Volunteer Park was decided upon by
the Council as the best location the City has to offer, this property was deeded to the
City of Pasco by the Northern Pacific Railway Co. in this deed is a clause stating
this property is to be used for Park purposes only, The Northern Pacific Railway Co.,
will waive this clause; Following a len�vthy discussion motion was made by Linder a
that the unddveloped north end of Volunteer Park north of the Natural row of trees
be deeded to the Government for building site for a recreation Building providing
a quit claim deed from the Northern Pacific Railway Co., can be obtained motion sec ned
by Rodkey carried so ordered. This transaction is for the duration only building tc become
property of the City and property revert back to its present status six month after the
duration.

Fire Committee; A meeting of the Fire Department and Committee was held and thereb:
decided to carry on without a Fire Chief for the time being; A body of eight firemE
were selected to look after the Department, two of the eight to be present at each -
fire and be responsible for the equipment. Packing Fire Engine pumps was consideree
City Clerk to check date of last packing. Fire hose delivery is being held yp for p:

an expression of sympathy to the Knowlton family; Motion carried so ordered.

STREET DEPARTIIENT: Street lights are not being turned on and off at the proper time,
contrml switch is out of order Empire Electric Co will make a check as soon as
the weather warms up.
POLICE COM. Purchase of car held up.
WATER AND SEWER: The DeLavel pump ordered for the Water Department has arrived.
Flow meter sent in to Seattle for repairs has not been returned.
STREETS AND ALLEYS personal inspection to be made by the Committee and program
t arranged. ^Side walk repair is about one-half complete' -,patch material is about
used up.
PUBLIC BUILDINGS The building has been removed from Sylvester Park to the City
Yards and repaired. Furnace at the City Hall•is not retaining water as it should
but nothing can be done at this time.
REPORTS FRO1TI, 0717 1 C ER S : :
The Monthly Fire report was read.
City Treasurers l,Tonthly and annual reports were read.
City Clerk furnish each member with a copy of the budget covering all departments,
Police Judge's TvIonthly report shows $141.00 collected in fines.
Building Inspectors report for the month 6f January was read.
UNFINISHED BUSINESS::,, BELL TOMER NOT TO BE REMOVED:
Mr. 14arshall requested that the bell tower +be�left in tact as this would be the
only means of alarm in case any thing might hapen to the power system; By unanim(
consent it was agreed to leave the tower stand frame to be set in concrete blocks.
Rodkey to furnish contacts for the purchase of a nein bell.
ODD LENGTHS OF PIPE IN RIVER_ AT PUIIPHOUSE_:
Rodkey expressed the desire to purchase this pipe, price to be set by the Water
14anager and transaction favored by Council.
CIVILIAN DEFENSE::
The need of a Civilian Defense Coordinator was expressed by the I"Tayor and discuss(
at length with the Council, a man with ability and time is being soughtX6i�, this
appointment.
NEVI BUSINESS::
DEPUTIZING PUI.IPERS : :
Llotion was made by Rodkey seconded by Linderman that the pumpers at the City Pumpi
Plant be deputized officers to guard the plant, they aretobe furnished weapons of
defense; No one is to be admitted to the plant of not accompanied by a member of
the water department. motion carried so ordered.
APPOII1T1 LENT S :
Josephine-Lerouxwas reappointed by the Mayor to succeed herself as am6mber of
theLibraryBoard for a term of five years expiration date December 31, 1947.
C. M. Pierce was reappointed by the Mayor to succeed himself as secretary of the
Housing C6mmission for a five year term expiration date January 28, 1948. Motion
made by Linderman seconded by L'.1arshall to accept the appointments motion carried
so ordered.
ADJOURNMENT:
Motion made by Marshall seconded by Linderman that the meeting adjourn to next
regular meeting night Tuesday Febrv.ary 16, 194 eight oclock P. M. motion
carried so ordered.
