CALL TO. ORDER: Meeting called to order at eight -twenty P. M. honorable Mayor E. S. Johnsli
presiding.
ROLL CALL:: By Clerk councilmen present were D.Byron Baker, W. R. Cox, R. 0. Hall
M. J. Linderman and A. M. Vvestby. Councilmen absent were C. H. Brewer and M. J.
McDonnell.
READING OF `T1E MINUTES:: Minutes of the previous meetings were read and approved.
BILLS . COMMUNICATIONS:: As requested by the council G. D. Hall's revised vouchers
previously presented showing detailed accounts of services and expenses also
three tracings covering proposed auxiliary pumping station & pipe lines with two
tracings covering proposed sewer extension and treatrmax t plant. A voucher was
presented by the Franklin County Engineers in the amount of $22.00 for services
rendered in connection with the proposed sewer extension project; following a
short discussion motion was made by Hall seconded by Linderman that these bills
having been properlylsigned and approved be paid motion carried by a roll call
vote of three.

BISPOSAL PLANT WFBre freely discussed City Attorney advises the files and data on
these projects are on file in his office, the tracings of both projects are filed
in the Vvater Office of the City Hall.
Retiring council members W. R. Cox, R. 0. Hall and A. M. 'v'yestby .adjourned throug
a motion made by Hall seconded by Cox and carried so ordered. Retiring councilmen
absent were C. H. Brewer and M. J. McDonnell. City Treasurer Tell a Riddle abse t
was retired to deputy treasurer.

CALL TO ORDER:: Honorable Mayor E. S. Johnston called the meeting to order seating the
newly elected officers all having signed the oath of office; City Treasurer's be
had been approved.
ROLL CALL:: City Treasurer elect Dora Smiley was introduced and urged to attend council
meetings. Councilmen present were D. Byron Baker, C. L. Booth, Chas Diemond,
W. E. Drennan, M. J. Linderman, V. F. Marshall and D. F. Rodkey.
BILLS AND COMMUNICATIONS::
By unanimous consent the 1943 bills were held over pending the approval of the
claims committee/
BIDS ON PATROL CAR::. No bids received;; Hostetter Motor Company submitted a
letter stating they were unable to bid at this time as there are no Ford Panel;
available however they now have on hand a reconditioned motor for approximately
$125.00 plus $60.00 for rings bearings and valve grinding should it become
necessary to continue with the present panel. This was turned to the police
committee for investigation. Dr.
REPORTS FROM OFFICERS: Health Officer -/R. W. Ripley's report was read covering activitie,
of that department from June through December 1942.
BUILDING INSPECTOR A. M. Haylettf s reports for October, November and December
were read.
POLICE JUDGE'S report for December 1942 Showa $155.00 collected in fines.
WATER MANAQER D. Vu. McGhee's December report was read.
RESOLUTIONS & ORDINANCES:: RESOLUTION # 193,:amending resolution number 183, setting u
the Housing Authority Board was read motion made by Linderman seconded by Marshall
that the resolution be adopted motion carried by a roll call vote of seven.
ORDINANCE NO. 506 AN ORDINANCE RELATING TO REGULAR CITY 24PLOYEES OF THE CITY TF
PASCO WHO M_Y BECOME ENGAGED IN TIE MILITARY OR NAVAL SERVICES OF THE UNITED ST TES
DURING NATIONAL afiERGENCY OR IN TIME OF MAR AND PROVIDING FOR THE REINSTATMIEENT OF
SUCH PERSONS AS CITY EMPLOYEES AFTER THEIR RELEASE IN GOOD STANDING FROM THE
MILITARY AND NAVAL SERVICES OF THE UNITED STATES. This ordinance has had two
readings and is being held over for Civil Service Board approval.
ORDINANCE NO. 508 AN ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING THE STM

THE CITY CEMETERY DEPARTi`,ZENT. motion made by Linderman seconded by Rodkey that
Ordinance No 508 has been given the first reading motion carried so ordered; motion
made by Baker seconded by Linderman and carried that City Clerk publish propose
ordinance.and notice of public hearing to be held January 19th 1943 eight ocloc P.M.
UNFINISHEDPB'USINESS: The Twin City Lumber Company has paid the City Treasurer $68.00 for
locust wood obtained from Volunteer Park.
OPINION ON WORKING PRISONERS:: City Attorney furnished an opinion by letter re
garding working prisoners not covered by insurance; By reataneoffRemingtan2Ql i�vised
Statutes Section 10208 no prisoner canbbe compelled to work prior to conviction
However, after conviction, by virture of Section 10189 they may be compelled t
work eight hours a day exclusive of Sundays, and to wear a ball and chain.
OPINION 21NoREGARDnTGc1,000.00 CREDIT ON GROSS INCOME TAX FOR THE WATER DEPARTMENT
I believe that the best procedure to follow is the adoption of an Emergency Ordinance
appropriating $1,000.00 to the cemetery fund for the purpose of reimbursing the
Water Department in 1943, balance of debt' to be taken care of in the 1944 budget.
NEII. BUSINESS:: APPOINTMENTS:: Committee appointments were presented by the Mayor for a -
ceptance; City Clerk asked to assist a purchasing agent instead of acting as sole
purchasing agent C. L. Booth accepted the appointment; By request V. F. Marshall
was replaced on the Board of Health by Chas Diemond; Linderman asked to be removed
as chairman of the auditing and printing committee, Marshall was appointed chairman
Linderman remaining on the committee; STREETS AND ALLEYS COMMITTEE was revised
by Linderman being made chairman and Marshall remaining on the committee; Motion
made by Bihd:erman seconded by Marshall that the appointments be accepted as re
arranged motion carried so ordered

Motion made by Linder4.an that the meeting adjourn motion died for the want
of a second.
WATER PUMPS AND PUMPING CONDITIONS::
Water pumps and pumping conditions were discussed, in conclusion the water
committee is to keet with the Neater Manager make a thorough investigation and
submit a detailed report.
BILL TOWER : :
The condition of the bell tower to be determined by the committee and
recommendations made.
City Hall hot water and heating cystem to be examined Py the committee
duel thermostat control has been suggested.
ADJOURNMENT:
Motion made by Marshall seconded by Baker and carried that the meeting
adjourn to next regular meeting night Tuesday January 19th, 1993 eight oclock
