CALL TO ORDER: Meeting called to order at eight ten P.M. Honorable Mayor Protem M. J.
Linderman presiding.
Roll CALL By`Clerk Councilmen present were C. H. Brewer, W. R. Cox, M. J. Lindermaa
and A. ISI. Westby. Councilmen absent were D. B. Baker, R. 0. Hall and M. J.IIIcDonnell
READING OF THE ItiIINUTES: Minutes of the previous meeting were read, correction made tlarouf
motion by Cox seconded by Linderman that Wat;etrMgnager D. W. McGhee by authorized to
sign contract, for water service to the Army Reconsignment Depot, motion carried so
ordered, minutes approved as corrected.
LIBRARY TELEPHONE LINE CHANGE::
A message was ^delivered to the council through the City Clerk from Shaffer of the
Pacific Telephone Company, requesting authority to change the Library telephone
line from an individual business line to a two party business line. Members present
wish to have the opinion of the Library Board before futher consideration.
REPORTS FROM OFFICERS::
The City Treasurer's Monthly Report was read and examined.
The Building Inspector's Monthly report was read for the month of August 1942.
Police Judge's Report shows $320.00 collected infines for the month of September 1
The City Clerk furnished each member a copy of the budget for September of all
departments.
The Gasoline tax report from the Department of Highways shows our July allotment
to be $763.80 this amount is $146.46 less than July 1941.
READING OF --ORDINANCES::
ORDINANCE NO. 499;; AN ORDINANCE ORDERING EMERGENCY SUSPENSION OF CERTAIN PROVISION
OF THE BUILDING AND SEWER ORDINANCES OF THE CITY OF PASCO: AUTHORIZING THE USE OF
SUBSTITUTE MATERIALS AND TbIETHODS DURING THE PERIOD OF NATIONAL EMERGENCY.
This wds tabled pending a report from the Planning Commission.
ORDINANCE N0. 00•• AN ORDINANCE PROHIBITING THE OPENING, OPERATION, AND MAINTAINAN(
OF GRAVEL PITS, BORROW PITS, SAND PITS, STONEMILLS, AND STONE QUARRIES WITH THE CIT)
OF PASCO EXCEPT UPON PERMIT OF THE CITY COUNCIL. This ordinance is also held lip
pending the Planning Commissions report.
ORDINANCE NO. O1•; AN ORDINANCE AMENDING SECTION 24 OF ORDINANCE NO. 424 RELATIVE
TO DANCES: Motion made by Cox seconded by Brewer that Ordinance No. 501 be given
the third reading motion carried so ordered.
ORDINANCE NO._.�Q; : AN ORDINANCE MAKING IT UNLAWFUL FOR ANY CHILD TO BE ON -THE
STREETS AND PUBLIC PLACES OF THE CITY OF PASCO AFTER CERTAIN HOURS, EXCEPT UNDER
CERTAIN CONDITIONS, AND PRESCRIBING PENTALTIES. Motion made by Cox seconded by
Brewer that Ordinance No. 503 be given the first reading motion carried so ordered.

Ordinance , there was also mention of provisions covering call boys and paper boys
either in the ordinance or by identification cards or buttons.
MISCELLANEOUS::
FORREST W. CAMPBELL APPOINTED PATROLMAN.
Mayor Johnston reports Forrest W. Campbell appointed patrolman on the Police Force
his probationary service term to date as of August 5, 1942.
PATROLMAN ALFRED L. r7cKIBBIN finished his probation term of six months on September
201 1942 as reported by Mayor Johnston.
U.S.O. BUILDING SITE:: was again discussed, mention was made of the northern point
of the Volunteer Park, Third and Nixon, and Columbia and Second no decision was
was reached.
ADJOURNMENT:: Motion made by Cox seconded by Westby that the meeting adjourn to Thursd
Novemver 5th 1942 eight o'clock P.M. account election falling on the regular meeti
night. Motion carried so ordered. Meeting closed at nine -thirty.
