CALL TO ORDER:: Meeting called to order at eight fifteen P. M. Honorable Mayor E.S.Johnstc
presiding.
ROLL CALL:: By Clerk -Councilmen -present were D. Byron Baker, W. R. Cox, R. 0. Hall and
M. J. Linderman. -Councilman absent M. J. McDonnell.
READING OF THE IJIINUTES:: Minutes of the previous meetingsdwerd_read and approved.
BILLS::
A Statement and voucher presented by Fairbanks, Morse and Co., in the amount of
$3,146.65 was discussed, this amount does not include crddit for the old pump
and motor which was listed at $120.00 in th6Ar b1dq the water Manager and the
Committee desire to retain this for stand by equipment motion made by Linderman
seconded by Cox that the bill be allowed as presented, the City retaining the olc
pump and motor motion carried so ordered.
Linderman regused to sign the payr6lls cf the Police and Fire Departments account
salaries being set up by Ordinance No. 493, Motion made by Hall seconded by Cox
that all bills signed by the Committee, and encluding 41& payrolls be paid motion
carried by roll call vote of three.

COPJIMUNICATIONS: :
A letter was read from the Association of Washington Cities regarding a regiona
meeting to be held in Kennewick October 15, 1942 and desiring to know about how many
from Pasco would be able to attend; seven expressed their intentions of being presen
PUMPING EQUIPMENT ACCEPTED::
A letter was read from G. D. Hall under date of September 24, 1942, recommendin the
acceptance of the pumping equipment installed by Fairbanks, Morse & Company, final te.ts
having been made September 23, 1942, motion made by Linderman seconded by Hall to acc pt
the pumps on the recommendation of Mr. G. D. Hall, and that he be so notified motion
carried so ordered.
A letter was read from the Central Labor Council suggesting a thorough examination
of the 1943 budget before passing and all unnessary items be eliminated.
PAUL SAVAGE'S WATER BILL:: was again discussed it was suggested that the balan e
of $9.60 be stricken from the account, upon careful consideration it was unanimously
agreed to collect the bill in full.
J. F. SULLIVAN'S NOTE:::: City Attorney asked authority to pend about $3..60
for filing fees and court costs in bringing action against J. F. Sullivan to collect
past due note of $58.95 this was so moved by Linderman seconded by Baker carried so o dered.
WATER CONTRACTS ARI.TY AND NAVY::::
Water contracts for the Reconsignment Point and the Navy Air base were read mo ion
made by Linderman seconded by Hall -that the contracts be accepted and signed, Mayor
Johnston wig gn the Navy Contract and Water Manager McGhee zit the Army Contractfm tio4 carried�
RESOLUTIONS:::: s ordered,
Resolution No. 192 authorizing the Highway Department to snow plow and sand pave-
ment on highway) routes No 3 & No. 11 within the corporate limits of the City of Pasco
motion so moved by Linderman seconded by Hall carried so ordered.
Resolution No. 193;; Prohibiting encroachments within the right of way on stye is
leading to Federal Aid and National Defense Projects motion made by Linderman seconde
by Cox to accept the resolution motion carried so ordered.

ORDINANCE NO.502::::: THE BUDGET ORDINANCE FOR THE YEAR 1943. Motion made by
Linderman seconded by Baker that Ordinance No. 508 be given the first reading motion arried
so -ordered. Motion made by Baker seconded by Linderman that Ordinance No. 502 has bee given
the first reading motion carried so ordered. Motion made by Linderman seconded by Hal that
Ofdinance No. 502 be given the second reading by title only motion carried so ordered
Motion made by Hall seconded by Baker that Ordinance No 502 has been given the secon read-
ing by title only motion carried so ordered. In discussing the paymnpt of the salary
for the City Treasurer.'s Deputy, which is to be paid by the Water Department motion
was made by Linderman seconded by Hall that this deputy is to assist in the titer Off ce
when needed by the Water Manager motion carried so ordered. Motion made by Hall secon ed
by Cos that Ordinance No 502 be given the third reading motion carried so ordered.

Ordinance No%D2 be adopted motion carried by a roll call vote of four (4).
1100.00 INVESTED IN WAR BONDS:: Motion made by Hall seconded by Linderman that
$1100.00 of the $1118.78 Accumulative Reserve fund for Sewer Extension and sewage Dis osal
Plant, be invested in War Bonds, motion carried so ordered. It was inanimously agreed that
the chairman of the Finance Committee R. 0. Hall negotiate the purchase Victory House Day.
