ROLL CALL:: By Clerk Councilmen present were W. R. Cox, C. V. Downey, G K. Ebersole, R. �. Hall and M. J. Linderman.Councilmen absent were D.Byron Baker and A.J.McDonnell. READING OF THE MINUTES: Minutes of the previous meeting were read correction made throug a motion by Downey seconded by Linderman that the police committees report followed by a motion read "considered" instead of"budgeted for" motion carried so ordered for correction. REGULAR ORDER OF BUSINESS SET ASIDE through a motion made by Downey seconded by Hall carr so ordered ,:to discuss with Mr. G. D. Hall, pending applications with The Federal W Agency, for an auxiliary pumping unit and sewer extension and treatment plant; Mr Ha 1 reports that after having the western portion of the city,i now desiring sewer s vice, surveyed, the necessity of installing a lift station is Eminent which would br the cost figure considerable high#, -thus making the Federal Grant doubtful. Karl J. 8 working with Mr. Hall in Seattle has in his possession figures and financing informa but he was not present at the meeting. Motion made by Hall seconded by Linderman tha regular order of -business be resumed, motion carried so ordered; Motion made by Down seconded by Linderman carried so ordered to continue out of the regular order of bus and discuss emergency ordinances which seemingly had been poorly directed, a short discussion followed no action taken other that`, the Mayor and City Attorney will con with the State Examiner. Lamp contrect1 Motion made by Linderman seconded by Downey tha the Pasco Hardware Company be awarded the lamp contract motion carried so ordered The Seagraves Fire.Trsuck is in need cf some mechanical repair work, and for this Gus Klundta� work/recommended, the Navy will furnish a stand by fire truck to be stationed here at the City Fire Station while the work is being done on the regular truck. Downey favors the purchase of a light piece of equipment for the Fire Chi use. CIVIL SERVICE coverage for the Fire Department was considered, but the State Law requires three full time salaried positions in any one department for Civil Se: Board enactment, motion was therefore made by Downey seconded by Cox that the Fire status remain as at the present time motion carried so ordered. POLICE COMMITTEE: Placing call boxes at various locations was discussed no action STREETS AND ALLEYS*- John Dietrich was unable to find parties responsible -for dumpi garbage on road leading to the City Dump; "NO GARBAGE DUMPING" signs werre suggestel Huntley working on this advisds the Mayor. Frances Street to be resurfaced by con- struction Company working for Navy Air Base. Arthur Street will also be put back in shape following sewer & Water installation. Correcting the dark and unsanitary condition of the underpass was discussed painting and using larger light bloges was suggested. SCRAP IRON from City yard to include pull blade, motion made by Li: erman seconded by Cox that the pull blade be sold for scrap motion carried so,ord.e: Haysted to fix sidewalk at new Safe Way Store soon as work in completed. PAUL SAVA, has failed to meet with Committee trying to adjust payments of a water bill of lon, standing he has been applying $5,00 per month through pay roll deduction. PUBLIC BUILDINGS The City Janitor would like to erect a pipe or wooden fence for t: purpose of protecting the=l:awn,corner lawn at Police door enterance is badly in ne, of protections; Committee Chairman Cox and the Janitor to figure out'something. Be: Tn,Aissinn to remove rock garden on the North West corner of the City Hall yard was' granted through a motion made by Linderman seconded by Hall that the Janitor be al: to remove rock'from North West corner of City Hall lawn and that he be assisted by the street department'motionc carried so ordered. THE N.W. WERNETT PROPERTY in block four Northern Pacific Plat is being`gdvertised for sale, this joins the city property where the barn and yards are located; Motion made by Linderman seconded b; Hall that the chairman of -the building committee W. R. Cox look into this,matt'et aj be authorized to bid on -same for purchase -by the city motion carried so ordered. FINANCE, PARK AND.CEMETERY no report. The Planning Committee will meet Wednesday night to'consider amending building and sewer ordinance No 499, also gravel pit situation and Ordinance No 500. READING OF ORDINANCES: ORDINANCE AMENDMENT: Motion made by Linderman seconded by Cox that Ordinance amen( Ordinance No. 47$ known as the Gross Income Tax Ordinance, be tabled as recommender by the Committee motion carried so ordered. ORDINANCE NO. 501 AN ORDINANCE TO RAISE THE LICENSE FEE ON PUBLIC DANCES FROM $2.1 TO 3.00. Which will raise the Police Matron's salary likewise. Motion made by Dorn seconded by Linderman that Ordinance No 501 be gitten the first reading motion carr: so ordered. Motion madd by Linderman seconded by Downey that Ordinance No 501 has given the first reading motion carried so ordered. TENTATIVE BUDGET FOR 1243;; considered: The City Hall Janitor requests that his-sa' be raised to $600.00 this figure was owered to $420.00, City Clerk has requdsted full time deputy at 1080.00 and the same for the City Treasurer's office to be pa: by the Water Department, City Treasurer's salary $1800.00. Police Department are a; for five patrolmen , Street Department Supervisor Is asking a salary raise from $2: rto $2400.00 the Council favor this raise and add the park supervision to his other duties; The Sexton requests a salary raise from $1500.00 to $1680.00, the Librariaj salary was raised by the Board from $1200.00 to $1620.00; Water Department Manage: requests a raise in salary from $2280.00 to 2400.00, Meter Reader from $920.00 to $2100.00 Pumper and Assistant fro $1320.00 to $1500.00, a Relief Pumper for $750.( and an Assistant Meter Reader at1680.00 and City Treasurer's Deputy or Water Col: at $1080.00. $9322.55 covering emergency Ordinances will be set up as a fund to rr the general fund through tax percentage. CECIL DOWNEY'S resignation was read and accepted, City Clerk to acknowledge.
