OLL CALL: By Clerk Councilmen present were W. R. Cox. R. 0. Hall, Robert Jamew and M. J. Linderman D.- Byron Baker and C. V. -Downey arrived late and D. Kiefer of the Pacific Telephone and telegraph Company spoke to the Council in regard to the gross income tax as set up by Ordinance No. 478, and requested that deductions be allowed for the free phones granted the city by franchise; in conclusion a motion was made by Linderman seconded by Downey that the request be studied by the Finance Committee and City Attorney and recommendations "made motion carried so ordered. ERVICE INSIDE CITY LIMITS: Mrs. J. C. Pratt df Kennewick speaking in behalf of the Bus Management desires to ca passengers within the City limits to the Government.Projects; motion made by Hall seconded by Downey that the bus operator be permitted to pick up and carry passenger to work within the city limits of Pasdo pending action taken on their request for a City franchise motion carried so ordered. GRAVEL PIT IN GRAYS AIIENDED ADDITION: Gray's am nded addjti n to P s Harold Blanton owner of property in blocks 13,14, & 15/requests M council �o vacate certain streets and alleys anmely Second, Third and Fourth to the west side of Gray and south to "E" St., he was advised to submit a pettition in the regular manner and try to obtain title to the remaining lots, he was permitted unanimously to br-ing the streets down to S. P. & S. track grade while removing gravel. POLICE DEPARTMENT NEEDS REVOLVERS_ AND TEAR_ GAS_ GUNS: I.Jerlin Cooney stated the police department was in need of two revolvers, tear gas gun and an iron claw, motion made by Linderman seconded by James that the committee make check of the department and purchase the necessary equipment througnt the pufchasing agent and finance through an emergency ordinance motion carried so ordered. The need of a new battery for the police car was also mentioned Motion made by Linderman seconded by Hall that the Committee investigate obtain prices and purchase through the purchasing agent motion carried ;so ordered. REGULAR ORDER OF BUSINESS RESUMED: By unanimous consent; BILLS: Current bills against the city were read motion made by Linderman seconded by Downey that all vouchers signed by the committee be paid motion carried by a roll cal vote of 6. A voucher presented by Gertrude Speier was with held account overspent budget. D. Hall asking permission to connect the sewer system df thebNaval Reserve Air Base to the city system at I11argaret and Francis streets: Motion made by James seconded by Hall that the permission be granted providing no third parties be allowed to tie-in on the Navy line motion carried so ordered. WATER RATES TO CONTRACTORS: A letter Wasmread from Clifton,Applegate and Henry George to the Mayor requesting that the water rates be lowered, they feel that .50 cents per thousand gallon is entirely out of line, rate charged by other cities were quoted; Linderman, • a:C-3:s and Downey as a committee to contact J. 11. Clifton Jr. REPORTS FROM COMMITTEES: (Fire Chief discussion at end of meetingg)) FIRE & LIGHT; Downey reports the siren has been moved to the city hall roof, but t ere is more finishing up work to be done; -Xilt Wight of fire Chi -ef on a temporary assignment of six or seven months; Mayor Johnston to notify Mr. Dav s and T,1r. Casey of Walla Walla who had also filed applications for the position. POLICE COMMITTEE; Reports the fourth patrolman has been added bringiin� the police orce personal to five; Rules have been set up to govern the operations of the police de)artment, WATER COMMITTEE: Reports pipe replacement progressing nicely and that over a mile f pipe has been installed this year. STREET _CO_T4ITTEE:. Reports they have received the new truck and at present are doing patdhing and repair work; Relative to side walk repair work the City Attorney will contact Savage relative to repairing a bad place in the side walk adjacent his property on Sixth between Lewis and Clark; The Mayor suggested that about twelve of the wor t places be repaired first. PUBLIC BUILDINGS: Mr. Cox states the city hall janitor has asked for a raise in pa it was suggested that his work and schedule be given consideration. PARKS AND CEMETERY: The caretaker at Volunteer suggests that some arrangements be made for frequent garbage disposal service other than by private car with no gasoline allowance; Park Committee to contact garbageman, also consult Brickey in regard to using city truck. The float at the beach has been redocked. Trailer Camp blue prints are not being submitted to the chairman of the board. REPORTS FROM OFFICERS: The Chief of Police's monthly report was read. UNFINISHED BUSINESS: APPOINTMENTS: iYlr C. L. Booth and L. L. Stringhams term with the planning commission have expired, their reappointment was recommended by the Mayor, it was suggested that this action be held up for further consideration. Mrs. V_ Hurley's term on the Library Board has expired, also C. P. Shaffer's term wi the civil service board; Notion made by Downey seconded by Linderman that C. P._Sha and Mrs. V_Hurley be reappointed for another term each. motion carried so ordered. OPEN VAULTS: Mr$. Linderman states that he has received a complaint from Mr. Hut of the use of open vaults in the out laying locations, conditions of this nature sh be reported to the Health Officer. BUS LEADING AND UNLOADING ZONE:: Has been marked off on the south west corner of 5t r hinson uld & Lewis WATER ACCOUNT:: PAUL SAVAGE:: A discussion relative to the collection of a delinqu nt water bill in the amount of $39.10, Paul Savage ogles the city, the water committee lo meet with Savage to consider terms of payment. STREET SIGNS;; Street Superintendent to write a company in Seattle in regard to a c rtain type of sign, if not obtainable, indications are to be painted on the streets. Park ng limit signs and loading zones were discussed Brickey to erect signs and paint lines 830 PASCO, VIASHINGTON. It was suggested that the small building at the rear and on the north side of Penny's store be moved as it hampers the parking of:of cars, The Mayor will contact the owner A. Sylvester. MISCELLANEOUS: TL.ediscussion of hiring a fire chief was renewed it was unanimously agreed that at this time it would be impossible to obtain a chief for less that $200.00 per month, the three applications were considered, in conclusion a motion was made by Downey seconded by Linderman that Wight be employed ona -temporary assignment at $200.00 per month, motion carried by a roll call vote of five, Baker had been excused.
