L TO ORDER:. Meeting called to order at eight-tbh_:P� M. Honorable Mayor E. S. Johnsto
presiding.
OLL CALL: By Clerk councilmen present were W. R. Cox, C. V. Downey, R. 01 Hall, Robrt
James, M. J. Linderman and I,11. J. McDonnell; D. Barron Baker absent.
BEADING OF THE MINUTES:
Minutes of the previous meeting were read and approved as read.
3ILLS & COPLTTUNICAT IONS:
A letter was read from Herbert G. West Mayor of Walla Walla extending to
administration a pourteous invitation to attend the American 'Eater Works Association
Convention to be held at the Marcus Whitman Hotel May 8th & 9th 1942.
CITY GRADER::
A letter to the Mayor from Secretary of War Harry L. Stinson, was react st ting
the proirities Division, Army & Navy P,Iunitions Board, forwarded April 8th a membranditr
to the War -Production Board, reque°sting that a highbr rating be assigned to the catip lla.r
grader and release it for immediate shipment; The Production Board has been requeste
to notify you when this has been accomplished.
LOADING ZONE FOR BUS
A letter was read from J. C. Pratt of Kennewick, requesting a twenty-five
foot loading and unloading zone to be marked off for use by him in operating bus service
between Kennewick and Vasco. Fourth & Lewis was mentioned as a desired location. This
was turned to the Street committee for report and recommendation.
3EPORTS FROM COldMITTEES:
PUBLIC_ BLDG.COP&.TITTEE reports the bulletin board at the enterence of the City Hall ha
been repaired.
PARKS &_CEIJETERY:; The float at the swimming beach got loose but will soon be anchore
in place again.
STREETS AND ALLIES: W. P. A. project has closed. Street crew painting safety and par
ing
lines.
WATER CO181ITTEE: Pipe replacement in Owens Addition in under way.
POLICE Rules to be set up for the Police Department have not been completed.
The Mayor requests that the Chief of Police deputize a menber of the street department
and work prisoners who are unable to pay their fine.
FIRE & LIGHT:: The street light at 6th and Lewis can be moved to another location as it
is no longer needed there. The light at "B" & 9th should be moved away fron the trees.
Bridge and "A"; "B" and Maitland were also mentioned as needing lights.
SIREN will be transfered to the city hall roof in the very nee32 future, advises aiowna

CLAIMS Committee made inquiry of the City Attorney regarding ordinance book revision
in connection with a warrant paid Martha Lawrence; copies of ordinances were produced
by the Attorney.
City Attorney spoke to the council relative to employing G. D. Hall to draw up an
estimate on a sewer disposal plant and a complete pumping unit; Report forms to be filled
out and forwarded to the Federal Works Agency Defense Public Works Division, Washingt

D. C. costs of estimates undertermined.
REGULAR ORDER OF BUSINESS SET ASIDE to hear from 11r. Bruce of the Central Grocery Company,
he states that the regulations and requirements set up in the Trailer Camp Ordinance
are causing an untold number of people to use the Kennewick Camps thus taking a lot oti;_11
business out of Pasco. The price or rent per trailer was thought to be the main fact

a short discussion followed no action taken.

The Water 1,Tanagers monthy report was read.
City Treasurers monthly report was read.
City Clerk furnished each membe?, with:a monthly Pudget report of all departments.
INISHED BUSINESS:
FIRE CHIEF;; The matter of hiring a fire chief was again discussed, Mr Casey of Wallc
Walla was present made refe-rehde to his experience and stated that he would be availE
for the position at $200.00 per month decision to be rendered later. Milton Wight's

ORDINATdCE BOOK:
The FINANCE Committee recommend that the City Clerk employ a stenographer and bring
all ordinance books up to date; the recommendation was approved.
VEW BUSINESS:: `
SANITARY CONDITIONS OF TRAILER CAI,IPS: The Mayor read a letter from the State Health
office inferring that state health supervision of t; this whole erea may soon be uncle way.
CEILING ON RENTS::: A ceiling on rents was mentioned by the Mayor and also explained
the proceedure of appointing a committee, their duties etc, and the probability of th
Federal Price Administration taking steps to prevent unjustified prices.
NEW CHLORINATOR:: The need of a new chlorinator was discussed `vherdby it was moved by
Linderman sedonded by James that the Water Department advertise callsfor bids on a chlorinator
returnable Hay 19, 1942.
WATER BILL FOR CLIrFTON, APPLEGATE & HENRY GEORGE McGhee reports his office and the
City Treasure have been unable to collect an over due water bill in the amount of $55(.06

bill be collected as presented motion carried so ordered Hall and Cox voting "no" owin to
to the fact that the bill was in controversy before the effective date of penalties it A's
unanimously agreed to waive the penalty of $55.50•
