REGULAR MEETING COMI',IITTEE ROOM APRIL 7, 1942
CALL TO ORDER: Meeting called to order at 8;30 P. M. Honorable Mayor E. S. Johnston pre-
siding.
ROLL CALL: By Clerk, Councilmen present were W. R. Cox, C. V. Downey, R. 0. Hall, M. J.
Linderman and D. Byron Baker arrived at 9;30; Councilman absent were Robert James an
M. J. McDonnell.
REGULAR ORDER OF BUSINESS SET ASIDE through a motion made by Linderman secohded by Hall
carried so ordered, to enable the claims committee to sign the current vouchers.
COI,P:iUNICATIOI,IS: A letter was read from the Pacific _ielefhaph and Telephone Company relati-ve
to the construction of a telephone line along east Ainsworth Ave., the underground
cable to cross 4th Ave., south where it intersects Ainsworth.Ave. Letter to be ackn u -
ledged and turned to the City Attorney.
FAIRBANKS. MORSE & COIvTPAN_Y:
A telegram to the Pasco Water Department from Fairbanks, Morse & Company, was read,
stating they were requegting of the factory a bettermentwith an A-2 on the City pumis.
REPORTS FROM]COMMITTEES:
FIRE _&_LIGHT Downey reports squad training in progress.
Motion made by Downey seconded by Cox that the Fire Committee and the Mayor be autho
ized to contact for full time Fire Chief for a period of maybe six month, a snort di
cussion followed whereby it was agreededthat the final decision of hiring and salary
would be left to the discretion of the council body.
POLICE DOIE1,1ITTEE: Baker reports one patrolman has resigned leaving three on the Poli
force at the present time and that the civil service list is nearly exhausted; Tklotio
made by Hall seconded by Baker that the firs9 30 days of the probation period pay
$140.00 and there after patrolman salary to be $165.00 and the Chief $175.00 per mon
retroactive a's of April lst, 1942, motion carried by a roll call vote of three Coun
man Cox voting no. Clerk to so notify the Civil Service Board.
An agreement through the Council and Committee with the J, C. Penny Company has enab
the members of the Police Force to purchase uniforms through the City which will be
reimbursed through deductions from their salaries, deductions not to exceed a period
of three month'.
WATER COI1v1ITTEE: McGhee reports meters serving army nrojects�have been installed.
STREET AND ALLEY: No report; Mayor suggests contacting"Thompson in regard street gra
PARKS AND CEI:'_TTERY: Hole in corner of tennis court has been filled in.
Colored Boys available for work cleaning up beach; They are also cleaning a beach ea
of the Port Docks for their own use.
REPORTS FROM OFFICERS:
Police Departments monthly report wqs read.
Police Judges monthly report was read showing $328.00 collected in fines during the
month of March 1942.
Building Inspebtors Report for the month of March shows valuation of permits to be
$13, 125.00.
RESOLUT1IONS:
RESOLUTION # 185, executing a conveyance to the Port of Pasco, lots 30 and 31 in Ri
Block of Riverside Addition to the City of Pasco; Also the conveyance from the Port
of Pasco to the City of Pasco lots 40, 41 and 42 less Rail Road right of way. Motio
made by Linderman seconded by Downey that resolution number 185 be adopted motion ca
so ordered.
REGULAR ORDER OF BUSINESS RESUMED by unanimous consent of the council.

by Hall that all vouchers signed by the claims committee by paid, motion carried by
roll call vote of 4. A voucher presented by the U. S. Laundry was held up for laundry
slips.

ordered. Motion made by Downey seconded,.by Hall that Ordinance No. 490 has been given I
third reading motion carried so ordered. Motion made by Linderman seconded by Hall that
Ordinance No. 490 be adopted as read motion carried by a roll call vote of four.
ORDINANCE NO 411.
AN ORDINAPICE AMENDING SECTION 4(b) of ORDINANCE NO. 489 AND REPEALING SECTION
13 THEREOF. Motion made by Linderman seconded by Hall that Ordinance No. 491 be giver
the first reading motion carried so ordered. Motion made by Linderman seconded by Hall
Ordinance No. 491 has been given the first reading; Motion made by Hallanecordea-Iby Dov
that Ordinance No 491 be given the second reading by title only motion carried so order
Motion made by Downey sedonded by Linderman that Ordinaee No 491 has been given the sec
reading motion carried so ordered. an amendment was suggested stating that "and shall t
lieu of all other licenses credit shall be given for any license fee for the year 1942
prior to the adoption of this Ordinance" shall follow the word year at the beginning of
of the 15th line. Motion made by Hall seconded by Linderman oartiedeso ordered that the
amendment be accepted; Motion made by Linderman seconded by Hall that by•unanimous const
