ROLL CALL: - By Clerk Councilmen present were D. Byron Baker, C. V. Downey R. 0. Hall and Robert James. Councilmen 4bsent were M. J. Linderman and M. J. McDonnell. READING OF THE MINUTES: Minutes of the previous meeting was read and approved as read. BILLS AND COMMUNICATIONS: LARGE TIRES ON REAR OF TRUCK: A.letter was read from the Hostetter Motor Company relative to the new tru purchased by bid came equiped with larger rear tires than bid called for, namely four 8;25 x 20 10 ply in place of four 7;,50 x20 8 ply the additional cost as billed from the factory being $63.15. Motion made by Downey seconded by Hall to purchase the lar sized tires now on the truck at the additional cost of $63,15, providing this size ti meets all requirements for this type truck motion carried by a roll call vote of four F. E. S_ELPH RESIGNS: A letter was read from F. E. Selph tendering his resignation as Councilman effective at once; Motion made by Downey seconded by James to accept the resignation motion carried so ordered; City Clerk to write a letter of acknowledgement and appre- ciation. W. R. COX APPOINTED COUNCILMAN: W. R. Cox was nominated to fill the vacancy caused by Selph's resignation, it was moved by Downey seconded by James that nominations.be closed, Motion carried and W. R. Cox declared elected. SCHOOL FIRE INSPECTION: A. letter was read ff=om C. L. Booth in regard to fire inspection and the correction- of conditions classified as fire hazards. Mr. Booth would like very much to have the State Fire Marshall look over the plants and make definite recommendatio which would then provide both the Fire Department and the Schools with authoritative information and suggestions. Downey advises the State Fire Marshall or State Inspect is expected to be here within a few days and an effort will be made to contact 1�1r. Bo TTEES: FIRE & LIGHT COMMITTEE REPORTS the shortage of sleepers in the fire rooms, steps will be taken right away to correct this condition also to bring the number of volunteer firemen up to twenty. Three Volunteer Firemen Jim Knowlton, Lyle Cooney and Vic Mar- shall comprised a committee to work with three committee members of the Civilian Defe $iring an instructor to teach all kinds of fire extinguishing and rescue work for a period of time was suggested, also the hire of a regular Fire Chief no action taken. Prices were submitted on a battery for the fire truck*Downey to check prices and make purchase. Fire siren to be moved to roof of City Hall building in -the near future. The need of a light fire truck was also mentioned. POLICE COIfflv1ITTEEY reports two Patrolmen went to work on the Police force last week; Bicy:dl`6'T cense to be handles through the City Treasurer'dioffi:ce direct. Delinquent 1941 business license to be collected by City A ttorney right away. WATER AND SEWER The six inch meter has been installed' in Gray's Addition to serve th Army project. Pipe replacement is progressing expect to have the new pipe extended t -the Cemetery within the next few days so reports D. W.' McGhee. Sewer connection was requested by J. D. Smiley living in one of the Northern Pacific houses No. 1. "A", Council not in favor therefore request was mot granted. NEW PUMPS nothing new has been received relative to the delivery of the new pumps. STREET AND ALLEYS COM1,,1ITTEE reports five minute parking zone to be established in front of the Post Office building, and regulation parking to be enforced on the parki lot west of city hall. NEW GRADER is expected to be shipped April 5th, 1942.;. PUBLIC BUILDINGS James to contact Grigg's relatite bulletin sign board not staying fi and solid pipe seems to be working loose in the cembnt. CEMETERY & PARKS A hole in the corner of the Sylvester Park tennis court should be fi committee desires to put a roof on the lavatory at the beach. CITY ATTORNEY meeting with a Walla Walla Attorney and Mrs Rowbhln of Kennewick to wor out anuflifi'ed trailer camp ordinance. REPORTS FROIt2 OFFICERS: Water Manager's monthly report was read; City Treasurer's monthly report was read. City Clerk furnished each member with a monthly pudget report of all departments. The Building Inspector's reportsfor January and February were were read. Police Judge's report for January and Februgry wase read showing $322.00 collected in fines. READING RESOLUTIONS AND ORDINANCES: ORDINANCE NO. 492 AN ORDINANCE AMENDING SECT QNC.7, OF ORDINANCE NO. 3941 RELATING REGULATING,+SUPERVISING AND LICENSING POOL AND BILLARD HALLS.
