S. Johnston presiding. ROLL CALL: By Clerk Councilmen present were C. V. Downey, R. 0. Hall, Robert James Fred and M. J. Linderman. D. Byron Baker arriving at 9:30 P. M. M. J. McDonneA absent. REGULAR ORDER _0'_BUSINESS SET ASIDE through a motion.made by James,seconded by Hall, Carried so Ordered to hear from Dr. Hay, Chief I.1edical Officer of 0. C. D9 his Assistant Mrs. Ray B. Lee, County Nurse Leeta Harter# County Engineer Harold Blanton relative to obtain g funds for the purchase of Emergency 'First Aid supplies. for the City of Pasco, County also to contribute to this fund. In case the supplies are not all used up when the emergency is over same may be sold and proceeds returned to this fund. $700.00 was the approximate figure given to be provided by the City. Motion made by Downey as being in favor'of setting up an emergency fund for the purchase of Emergency First Aid Supplies. Motion seconded by Jaynes. Carried So Ordered. A Committee appointed consisting of R. 0. Hall, Robert James, C. V. Downey and City Attorney to meet with the County Commissioners and the 0. C. D. members, Wednesday February 4, 1942, and report decisions made. REGULAR ORDER OF BUSINESS RESUMED by unanimous consent. READING OF THE MINUTES: Minutes of the previous meetings were read and approved after correction made on Roll Call showing Councilmen James present. SILLS Pacific Power & Light Voucher with held account City Hall Rate of $13.00 being changed to $88.28 for the month of January, 1942. This irias turned to Building Committee and City Attorney for report. Motion made by Hall, seconded by Downey that all bills signed by the Committee be paid as follows. REPORTS FROM OFrICERS: Chief Police Alf Buchanan's monthly report was read. REPORTS FROM COLRYIITTEES: FIRE & LIGHTS: Siren getting along all right;more lights needed in the Underpass and on the Col. R. Bridge also from So. end of Bridge on 10th to Lewis. No action taken. POLICEE COMMITTEE: Police Committee rzq.ulc cost that % np IFaid Ljcenses be paid, or a showdown O:f}the issue made. Uniforms ordered for Members of Police Department, payments of same to be deducted From Monthly salaries. WATER COI&AITTEE: Reports pipe entroute to Seattle by boat. Linderman would like Street Department to cooperate with the 17ater Department in cleaning up the yard. CITY ATTORNEY: Read an agreement faith the Northern Pacific whereby the Railroad Company -.%ill be allowed to abandon their pumping dant, and more area added to the City Pumping Plant site. Motion ::lade by Baker, seconded by Hall that agreement be signed by the I-layor. Iulotion Carried So Ordered. BUILDING COM11,1ITTEE: Reports the City Ball lawn is being sworn into trails. It was suggested that a fence be erected viest of front wall. andel concrete walk made leading from walk to 3rd street in same location where trail is now. Brickey says there are some posts at the yard that could be used for this purpose; signs also to be erected.By unanimous consent it was decided to employ It1Ir. Greenwood to construct the walk. FINANCE COI.'MITTEE: Reports arrangements have been made to borrow funds from the water department to finance the over expenditure on street equipment. PARKS & CEMETERY: Kiwanis Beach has been graded and trees trimmed. Old Mower from Riverview Park has been forwarded to the Western Golf Course Sup;-ly Company. EXCHANGE LOTS WITH THE PORT DISTRICT, The Cemetery and Parks Committee recom- mend the exchange of lots on the Beach with the Port District, motion made by James to accept the Committee's report to make the trade, motion died for the want of a second. City Attorney advised there are some back taxes against the Port lots, therefore the Council favors cleaning up the taxes and drawing up an agreement to cover that portion used by the Rail Road tracts before negot- iating the trade. ORDINANCE NO.48 . AN ORDINANCE TO PROHIBIT THE PARKING OF AUTOS ON THE STREET OR ALLEYS OF THE CITY OF PASCO BETWEEN THE HOURS OF ONE A.T'JI. ANTD SIX A.M.'.Motion made by James seconded by by Hall.that this ordinance be tables motion carried so ordered. ORDINANCE NO. 488. AN ORDINANCE APPROPRIATING FUNDS OF THE CITY OF-PASCO FROM THE CURRENT EXPENSE FUND FOR THE PURPOSE OF DEFRAYING EXPENSES OF THE HOUSING AUTHORITY OF SAID CITY, DECLARIIG AN ETIIERGENCY AND PROVIDING FOR THE ISSUANCE OF EI.IERGENCY WARRANTS NOT TO EXCEED IN THE AG- GREGATE ( not determine: Amt. RESOLUTION NO.183. Pursuant to Resolution No. 183 the following members are appointed to the Pasco Housing Authority Wendell Brown chairman, term expires January 291 1947 C. S. The Mayor recommended that Fred Selph as to committee activities and also Purchasing agent with Adah Perry acting as assistant. motion made by James seconded by Hall to accept the recommendation motion carried so ordered. It was also brought to the Councils attention that T1I. J. McDonnell was out of the City a large portion of the time and was therefore unable to look after th street department, Baker subgested that Robert James take over the street department; whi was also recommended by the Mayor, Motion made by Baker seconded by Linderman that the recommendation be accepted. motion carried so ordered. - A discussion on trailer house sites and housing locations were discus sed with no action taken. Steps to bring the W. P. A. Project under Federal Defense will be taken by the City Attorney.- , NEW BUSINESS: CEMETERY LOTS I± OR _I ._0. (J. F_ D. IV. McGhee spoke to the Council in behalf of the I.O.O.F. Lodge No. 257, requesting that four lots or 48 gra"es be set aside for the Lodgeto be paid for as used at $60.00 per grave. This was turned to the Cemetery Committee for a report. MISCELLANEOUS Exchanging City owned lots on the.
