REGULAR ORDER OF BUSINESS SET ASIDE through a motion made by Hall seconded by H'owney carri so ordered to consider BIDS ON GRADER , this they did in private session and in conslusion a motion was made by Hall seconded by Downey to accept the bid of the Webb Tractor Company for one Caterpillar Diesel # 12 motor grader, with 12' blad tandem drive 7.50 x24 rib tread pneumatic tires, regular tubes front, 130OX24 ground grip glow pressure single pneumatic tires regular tubes rear, muffler,lean front axl&, wide tread and duel brgkes.., tdebe equipped with steel cab, safeth gl scarfier V -type 11 teeth. price $7166.00 f.o.b. Pasco plus State Sales tax. Lights and Electric starting on the starting engine $139.00 plus State sales tax. less $400.00 trade in alliuwance on one stockland grader, also 2% discount after allowance has been ddducted making cost price $6,981.91 motion carried by a roll call vote of five. REGULAR ORDER OF BUSINESS RESUMED by unanimous consent of the Council. IREADING OF RESOLUTIONS AND ORDINANCES: RESOLUTION NO. 183; HOUSING FACILITIES in connection with National Defense Proje in and near Pasco, and appointing by the Mayor of a Committee consisting of five members as provided for by the Legislature of the State of Washington in chapter 23 of the law of 1939 amended by chapter 54 of the laws cf 1941, motion made by Baker seconded by Linderman to accept the resolution motion carried so ordered. ORDINANCE NO. 487; AN ORDINANCE PROHIBITING THE PARKING OF MOTOR VEHICLES ON ANY OF THE STREETS AND ALLEYS OF THE CITY OF PASCO FOR MORE THAN ONE HOUR BETWEEN THE HOURS OF ONE A. M. AND SIX A.M. Mo tion made by Linderman seconded by Hall carried so ordered that Ordinance No. 487'has had the first reading motion carried so ordered. UNFINISHED BUSINESS: A shortage of water, in case any thing should go wrong at the pumping plant, sour of water supply other than the river was discussed, The Mayor to rerluest from Col Sarles of Walla Walla., thatuiguards be placed on duty at the plant. An auxilia plant could be set up at the old N.P. Pumping plant was mentioned, not action tak FRED SELPH APPOINTED COUNCIL1AN: Fred Selph was mentioned by the Mayor to succeed Harry Chenoweth as Councilman, Linderman suggested Robert Cruzen, motion made by Hall seconded by James that both be nominated motion carried so ordered; by personal ballot Fred Selph was elected getting three votes out of fivq City Clerk to notify Mr. Selph and prepa an oath of office. KIWANSS BEACH: Methods and means of•cleaning the swimming beach during low water was considered spreading fine sand was suggested also the need of more toilets and drinking fountains, no action taken other than prices to be obtained by the dity Clerk on replacing one broken toilet by the nonbreakable type.
