LL TO ORDER: Fleeting called to order at eight -fifteen P. II. Honorable Mayor E. S. Johnsl
presiding.
OLL CALL: By Clerk Councilmen present were D. Byron Baker, C. V. Downey, R. 0. Hall,
Robert James, 19. J. Linderman and I.I. J. IIcDonnell; Councilman Harry Chenoweth absent.
ING OF THE I1IIIUT ES:
I,Iinutes of the previous meetings were read and approved as read; The date
for calling bids on pumping equipment was set ahead to January 6th_ 1941, through a
motion made by Linderman seconded by Hall carried so ordered.
EGULAR ORDER OF BUSINIESS SET ASIDE: Through a motion made by Hall seconded by Linderman C.S.O.
To hear from T;Ult. SPRAGUE from the Spokane office of the W. P. A. relative to the prop sed
sewernroiect to serve south Fifth., Also other locations needing sewer service, thus
creating a City wide project enabling the city to carry on and'complete the work as
finances became available; six reaps covering proposed projectst,rith estimate of material
needed is to be submitted to S. F. Sprague, W. P. A. Office Land Bank Building 3rd an
Monroe Spokane, Washington; i:Ir. Sprague was also of the opinion that their office could
render some assistance in obtaining the approval of the State Health Department;
I -Jr. Brickey to contact engineers office and furnish inforriation needed, also estimate of
material and supplies in dollars and cents.
The sidewalk Project will have to be rewritten account the three year time
limit having expired. REGULAR ORDER OF BUSINESS RESUId1ED by unanimous consent of the
Council.
COI,IMUNIICATIOIIS: was read
A letter from Lyle Keith, United States Attorney,/in regard to.the arrest
bf Aliens and instructions dovetingcthej-hgndl ngloft;:suche cases.

A telegram to D. W. IdcGhee from the Wallace Tiernan Corp. was read, statin
their desire to sell a portable emergency chlorinator, main sterilizer type fifty you d
capacity, delit-ered for $700.00; The department has two old chlorinators on hand,, no ajtion
taken.
REPORTS FROM C0I;II:11IT^1EES:
The Fire & Li lit Co-imittee reports the installation of a light on the parking lots
adjoining the City Hall; The opinion was expressed that the light was to dim, a large
globe was suggested.
Police & License Committee reports the Police Department is being reorginized; Also
that there are eighteen unpaid 1941 licenses, City Attorney to take necessary steps t
effect the collection of same. Dog licenses are obtained at the City Clerks Office
Bicycle' license information turned in to City Clerk at all ti raes, uniforms for Patroln en
and Chief were discussed with no action taken.
Water & Sewer Two letters from the Hugh G. Purcell Company of December 10th & 12th were
read requesting the City to assure additional charges in case shipment by boat should be
cancelled and rail shipment would be necessary; Motion made by Downey seconded by Lin -
erman Carried so ordered to allow additional charge in case rail routing became neces ary
as this was so stated in Iiugh G. Purcell's bid.
PULP HOUSE_ SITE; Following a Ji4cussion in regard to leasing Punp House Sito from the
Nort-iern Pacific Railroad Company, reducing tent thereof and cancelling paragraph fou
in contract; a motion was made by Downey seconded by Hall that the City Attorney clos
negotiations with the Railroad officials on same basis.
I?UBLICrtIUILDI•GS. City Hall and Library Janitor work was again considered, Robert Jam s
contact City Librarian and work out a plan to take care of this service. New catches are
needed for the City Hall front door.
PARKS & CEIIIETEiLY: Reports authorizing Earle Sample to all monies so appropriated in tie
budget for hose and lumber.
MOLLAR CASE. in the hands of Prosecuting Attorney.
STREET & FIRE COTfIITTEPS report black out siren lot loud enough to be Beard in outlaying
districts, it was suggested that the N.P. shop and locomotive whistles assist in sere• d-
ing the alarm; and also that city cars should be equiped with sirens.

futther inquiries. City Clerk was granted extra help for a few clays account

Broken sidewalks were discussed, Committee to contact property ovrners wher
tree roots are causing the breaik.
