CALL TO ORDER: Meeting called to order at eight -fifteen o'clock Honorable Mayor pro
tem M. J. Linderman presiding.
ROLL CALL By Clerk Councilmen present were Harry Chenoweth, C. V. Downey,Robdrt J mes and
I1I. J. Linderman; Councilmen absent were D. Byron Baker, R. 0. Hall and I:7. J. , Dlc
Donnell.
REGULAR ORDER OF BUSINESS SET ASIDE through a motion made by James seconded by Downey car ied so
ordered to have the hearing set for October 16th 1941 eight o'clock P. I.
on vacating streets in blodks 37,38,39 and 40 Riverside Addition to the City of Pa co
no objections were offered; Ordinance No. 481 covering the vacating was introduced
motion made by Chenoweth seconded by Downey that Ordinance No. 481 has been given he
first reading motion carried so ordered Motion made by James seconded by Chenowet
carried so ordered that ORDINANCE NO. 4h be given the second reading by title on y.

motion carried by a roll call vote of four. In connection with this vacating the Council
desire to reserve an easement right for the installation of water and sewer pipes
etc, to be encluded in the deed, Motion made by Downey that the'deed, transferring
property to the Pacific Power & Light Co., namely lots 4,5,6,7,8,& 9 block 40 and het
portion of 6th Ave., to be vacated, contain a reservation for Water and sewer line
to take care of future needs of the City/ motion seconded by James carried so orde ed.

THE CITY COUNCIL OF THE CITY OF PASCO; Thus changing the regular meeting time from
Thursdays to the first and third Tuesdaysof each month. Motion made by James seconded
by Downey that Ordinance No. 482 has been given the first reading motion carried s
ordered; Motion made by James seconded by Downey that Ordinance No. 482 have the s cond
reading by title only motion carried so ordered, Motion made by Downey seconded by
James carried so ordered that Ordinance No. 482 has been given the second reading by
title only; Motion made by James seconded by Downey carried so ordered that Ordinace

IIIR. LUDWIG OF WALLA WALLA, called C. V. Downey on the phone in regard to
building a private garage of frame structure on Clark and Fifth in fire zone No. one,
Building code provides for a masonery construction; Coundil not in favor of granti g
this request, Downey to so notify IIIc. Ludwig.
THE RICHFIELD OIL CO1,1PANY have req(,uested of the Building Inspector tat
they be allowed to enclude andextra ten feet to their drive way on West Lewis betw en
5th and 6th abutting the Pasco Hotel property, this request was not granted by the
Council.
REGULAR ORDER OF BUSINESS RESULTED by unanimous consent of the Council.
READING OF THE 1,1INUTES:
Minutes of the previous meetings were read,•corrected and approved as
corrected.
BILLS A111D COi,11.IUNICAT IONS:
A letter from the Pasco Plumbing and Heating Co., was read quoting a
price of $373.30 as an estimate for changing the heating return lines at the City
Hall and repairing concrete floors; and $15.00 to change location of the thermosta
A committee of four Councilmen Downey Chairman, Chenoweth, James and Linderman to
meet with Scott to investigate amou6t of work involved and consider benefits to be
obtained.
COLUMBIA HARDWARE GARNISHMENT
A letter from D. W. Z'ent was read in regard to the collection of a
judgementodf the Columbia Hardware Company; Police Judge Stringham has not handed d
a decision to the City of Pasco; City Attorney to obtain a written decision from
the Justice of the Piece.
REPORTS FROIT COI111.1ITTEES;
Downey reports for the Fire Committee in regard to Ordinance No. 442 in answer to
complaint registered by H. C. Colvin in person. The charges and additions were di -
cussed, the City Attorney given data to draw up a new Ordinance.
INSTALLING A LIGHT FOR THE PARKING LOTS adjacent the City Hall was discussed, motion
made by Chenoweth seconded by James carried so ordered that Downey_, contact The Pa ific
Power & Light Co., and work out the ways and means of a light installation.
Larry Matthias's voucher covering expenses to Fire College was considered, City At-
torney advises claims paid for labor other than City Employees would not be legal;
Matthias had claimed time for a relief man at his service station; Lyle Cooney'ss§�-molar
claim was not allowed.
WATER COILIMITTEE, N.P. Lease at the City Pumping Plant was considered, also cancellation of
clause in N. P. Contract; It Was3proposed tliat, for the cancellation, the City be ranted
more ground, lower annual rent and a fifty year lease. City Attorney to draw up ne
lease for presentation to the Northern Pacific Railway Compant.
CO.LUI.MIA IRRIGATION DISTRICT:
Downey spoke of the possibility of obtaining City water supply from The South Columbia
Irrigation District and suggested a meeting with Lir. Banks of The Bureau of Reclamation
and the Kennewick Council. City Attorney to arrange an appointment.

Engineer G. D. Hall will be in Pasco October 23rd to confer with the Council relativ
to the purchase and installation of new equipment at the City Pumping Plant.

Motion made by Linderman seconded by James that the meeting adjourn to Thursday Octol
